PURPOSE OF THE PROCEDURE

The procedure establishes the ways in which the recognition of teaching positions from higher education, obtained in accredited universities abroad, is performed for persons wishing to work within the "Ştefan cel Mare" University of Suceava.

SCOPE OF APPLICATION

The procedure is used within the "Ştefan cel Mare" University of Suceava for teaching positions in higher education obtained in accredited universities abroad.

CONTENT

Teaching positions in higher education obtained in accredited higher education institutions from member states of the European Union, the European Economic Area, from the Swiss Confederation and in prestigious higher education institutions from other countries included in the List of prestigious universities from other states, approved by order of the relevant minister and updated periodically, are automatically recognized by higher education institutions in Romania.

Teaching positions obtained at other accredited higher education institutions than those mentioned in the previous paragraph, may be recognized, as appropriate, subject to the minimum requirements regarding the occupation of a teaching position in Romanian higher education in force at the date of application for recognition and the requirements provided in Regulation R51.

For the recognition of teaching positions in higher education obtained in accredited higher education institutions abroad, at USV a recognition committee is designated by the rector, consisting of at least 4 members, including:
a) the vice-rector for scientific research / vice-rector for teaching activity and quality assurance / director of CSUD. Two of those enumerated will participate in the committee, as appropriate, one of whom will be designated as president;
b) a legal adviser;
c) secretary. The secretary does not have decision-making rights within the committee.
The committee may include alternate members, specialists in the field.
The decisions of the recognition committee are taken unanimously by the president and two members. If any suspicion regarding the authenticity of study documents arises, the committee notifies the competent authorities.
The resolution time for files is a maximum of 10 days from the date of registration of the complete file. The resolution deadline may be extended in justified cases, the applicant being informed in writing, by postal courier or electronic mail.
In the event that the applicant for recognition submits an appeal, the Rector appoints an appeals committee consisting of three members who shall be different persons than those of the recognition committee.
The members of the committees will decline participation in the event of any possible incompatibility as provided by current regulations.
The recognition certificates issued according to this procedure are valid and produce legal effects only within USV.

At USV, evaluation for the recognition of teaching positions obtained in accredited higher education institutions abroad is performed only if obtained in higher education institutions accredited in member states of the European Union, the European Economic Area, the Swiss Confederation, and prestigious higher education institutions from other countries included in the List of prestigious universities from other states, approved by order of the relevant minister and updated periodically.
Recognition applies to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries.
Employment in a teaching position in the Romanian higher education system is carried out according to the legal regulations in force.
For the recognition of the teaching position, the applicant submits the recognition file which contains the following documents:
a) recognition request (Annex 1);

If it is found that the file does not include the documents provided above, the applicant is notified in writing or by email for completion. The completion deadline is at most 10 working days.
The complete file is sent to the recognition committee which will evaluate and pronounce on the application. The decision will be recorded in a report signed by all committee members.

The decision of recognition / non-recognition of teaching positions obtained in accredited higher education institutions abroad is issued by the Rector of USV and is valid and produces legal effects at USV level.
