The heating assistance for the home is granted based on a request and a personal statement regarding the family composition and its income. For the purpose of determining eligibility, mayors request supporting documents that certify the family composition and the income earned by its members, as well as supporting documents regarding the dwelling or assets owned by them, including in other administrative-territorial units. The heating assistance is granted according to the average monthly net income per family member, or, as the case may be, of the single person, within the limits, percentages, and amounts established in the emergency ordinance. When establishing the average monthly net income per family member or, as the case may be, per single person, all income earned by the members in the month prior to the one in which the right is requested is taken into account. If the income earned by family members or the single person is annual or periodic, the monthly net income is calculated as the monthly average of these amounts according to the period for which they were granted. In the request and the personal statement, the applicant for heating assistance is required to mention the assets they own, rent, hold in concession, in loan or other form of possession, included on the list of assets that lead to the exclusion from the granting of heating assistance.
