Procedure regarding the automatic recognition of the quality of doctoral supervisor and habilitation obtained from accredited foreign higher education institutions by the "Victor Babeș" University of Medicine and Pharmacy from Timișoara*

The provisions of this procedure apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries who have acquired the legal right to supervise doctorates in accredited higher education or research and development institutions abroad.

They can obtain the certificate of recognition of habilitation, as follows:

a) Specialists who hold the position of PhD supervisor in one of the member states of the European Union or the European Economic Area, or in the Swiss Confederation, automatically acquire the position of PhD supervisor in Romania through the recognition and issuance of the certificate of recognition of habilitation by IOSUD - UMFVBT;

b) Specialists who hold the position of PhD supervisor in one of the higher education institutions outside the countries provided in letter a), being among the most prestigious higher education institutions in the world, according to the provisions of the minister of education's order approving the list of prestigious universities from other countries, automatically acquire the position of PhD supervisor in Romania through the recognition and issuance of the certificate of recognition of habilitation by IOSUD - UMFVBT;

c) Specialists who are PhD supervisors within institutions abroad, other than those provided in letter a) or b), acquire the position of PhD supervisor in Romania through the recognition and issuance of the certificate of recognition of habilitation by IOSUD – UMFVBT, based on an international convention of mutual recognition. The exercise of the rights conferred by the position of PhD supervisor within the Romanian system of higher education is carried out in accordance with the legal norms in force.

The portfolio of scientific papers considered relevant by the candidate, elaborated in the targeted doctoral field, published after the conferment of the title of Doctor of Science; relevant scientific papers, minimum 5 and maximum 10, in extenso, accompanied by a link. A table of contents (word format) will be attached to the portfolio. The scientific papers in the portfolio will be submitted in electronic PDF format, each paper separately, numbered in order, according to the table of contents (Annex 4). The table of contents and the papers in the portfolio will also be submitted in printed format, double-sided.*

The decision of non-recognition of the status of doctoral supervisor or habilitation within IOSUD - UMFVBT can be appealed only once, within 30 days from the communication, through a motivated request, which shall be submitted at the UMFVBT Registry or by e-mail to abilitare@umft.ro.
