Persons able to work who do not earn income from salaries or other activities must present proof that they are registered with the Territorial Agency for Employment for job placement and that they have not unjustifiably refused a job offered or refused to participate in a professional training program / certificate for certifying the loss of work capacity (including special aid coupon). Proof issued by A.J.O.F.M - Tulcea / certificate for certifying the loss of work capacity (medical decision issued by the social insurance expert doctor within the county pension house and other social insurance rights, for disability pensioners; certificate issued by the medical expertise commission for persons with disabilities, for people with disabilities; medical certificate for confirming work capacity, issued by the social insurance expert doctor within the county pension house and other social insurance rights, for persons with disabling chronic conditions who are not insured in the public pension system; medical certificate issued by the family doctor or, where applicable, by the specialist doctor, for persons with conditions that cause temporary incapacity for work.*
