In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse, in other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife, and nurse in other EU Member States consist of the preparation and issuance of documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as subsequently amended and supplemented. Depending on the case, the certification documents are certificates or recommendations.

Online applications for the issuance of the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted via PCUe to the county/or Bucharest Municipality branch of OAMGMAMR, where the applicant is a member. In case the applicant has NOT obtained membership of OAMGMAMR, the application is submitted online through PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with sop requested documents. If the applicant does not meet the deadline for completion, upon its expiration, the file will be automatically closed by the PCUe system.

Recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of National OAMGMAMR, and within 90 days from the registration period of the complete electronic file, will be transmitted online to the applicants through PCUe by the county branch of OAMGMAMR where they have submitted the electronic file.

OBLIGATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - The work record book - a copy certified "according to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by additional documents - copies certified "according to the original" by the employer will be uploaded electronically. If the applicant cannot provide proof of professional experience, they will attach a scanned declaration on their own responsibility stating this. The declaration will include the name and surname, identification data, domicile, profession and the statement "I declare on my own responsibility that I have not practiced the profession and do not possess evidence of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES STARTING FROM 2007 - a scanned declaration will be attached, mentioning the name and surname, identification data, domicile, profession and the statement "I, the undersigned..., declare that I graduated from the school/faculty ... in the year...".*
