PROCEDURE DESCRIPTION FOR PCUe

In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses from Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles for general nurse, midwife, and nurse, in the other EU Member States.

The activities for attesting Romanian qualification titles for general nurse, midwife, and nurse in the other EU Member States consist in the preparation and issuance of documents, hereinafter referred to as attestation documents, used by the authorities of other EU Member States, countries belonging to the European Economic Area and the Swiss Confederation, for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions.Where applicable, the attestation documents are certificates or recommendations.

Online applications for issuing the documents necessary for professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted via PCUe to the county branch/the Municipality of Bucharest branch of OAMGMAMR to which the applicant is a member. If the applicant has NOT obtained the status of member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of the OAMGMAMR National, and within 90 days of the registration of the complete electronic file, they will be sent online to applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work book - copy certified "according to the original" by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT will be uploaded electronically, accompanied by the additional documents - copies certified "according to the original" by the employer. If the applicant cannot prove professional experience, a scanned affidavit mentioning this fact will be attached. The statement will include the name and surname, identification data, domicile, profession, and the note "I declare on my own responsibility that I have not practiced the profession and I do not have proof of professional experience." The REVISAL extract must contain the position, employment norm, start and end date of the worked period... FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 - a scanned statement will be attached, mentioning the name and surname, identification data, address, profession, and the statement "I declare that I graduated from the school/faculty ... in the year ...".*
