In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States.

The activities of certifying the Romanian qualification titles of general nurse, midwife, and nurse in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU Member States, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. Depending on the case, the certification documents are certificates or recommendations.

Online requests for the issuance of the documents required for professional recognition of the aforementioned Romanian titles, accompanied by the relevant documents, are submitted through PCUe to the county/Municipality of Bucharest branch of OAMGMAMR of which the applicant is a member. If the applicant has NOT acquired membership of OAMGMAMR, the request will be submitted online through PCUe to the OAMGMAMR branch in whose territorial area they reside.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not respect the completion deadline, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to applicants through PCUe by the county branch of OAMGMAMR where they have submitted the electronic file.

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Employment record book - a copy certified “true to the original” by the employer. In the case of employers in the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by additional documents - copies certified “true to the original” by the employer - will be uploaded electronically. If the applicant cannot provide proof of professional experience, they will attach a scanned statement on their own responsibility mentioning this. The statement will include name and surname, identification data, domicile, profession, and the statement “I declare on my own responsibility that I have not practiced the profession and do not have proof of professional experience.” FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH 2007 - a scanned statement will be attached, mentioning the name and surname, identification data, domicile, profession, and the statement “I, the undersigned..., declare that I graduated from the school/faculty ... in the year....”*
