In accordance with Law 278/2015, the Order of General Nurses, Midwives and Medical Assistants of Romania, as a competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of the Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States.

The activities for attesting the Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States consist of preparing and issuing documents, hereafter referred to as attestation documents, used by the authorities of other EU member states, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and additions. As the case may be, the attestation documents are certificates or recommendations.

The online applications for the issuance of the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are sent via PCUe to the county/Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT obtained the status of a member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all required documents or if the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is required to complete the file with all required documents. If the applicant does not comply within the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work record book - copy certified "true to the original" by the employer. In the case of employers in the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT together with the additional documents - copies certified "true to the original" by the employer - will be uploaded electronically. If the applicant cannot prove professional experience, a scanned self-declaration must be attached, in which this will be stated. The declaration must contain the surname and first name, identification data, domicile, profession, and the statement "I declare on my own responsibility that I have not practiced the profession and I do not have evidence of professional experience." FOR GRADUATES WHO ENROLLED IN STUDIES FROM 2007 ONWARDS - a scanned declaration must be attached, stating the surname and first name, identification data, domicile, profession, and the note "I, the undersigned..., declare that I graduated from the school/faculty … in the year…".*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 – Seniority certificate (attached model) or extract from REVISAL signed, registered, and stamped by the issuing entity. The REVISAL extract must include the position, employment norm, start and end date of the worked period… FOR GRADUATES WHO COMPLETED THEIR STUDIES AFTER 2010 – a scanned declaration must be attached, stating the name and surname, identification details, domicile, profession, and the mention “I declare that I graduated from the school/faculty … in the year …”.*
