Operational procedure regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*
Recognition / equivalence of study documents for all forms of education

This procedure establishes the method by which the recognition, by IOSUD - UO, of a doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad, is carried out, in accordance with the provisions of OMENCȘ no. 5923/2016. This procedure respects the principles of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force.

The provisions of this procedure apply to all faculties and doctoral schools within the structure of the University of Oradea (UO) and, respectively, to Romanian citizens, citizens of EU Member States, of the European Economic Area, of the Swiss Confederation, and citizens of third states who request recognition by IOSUD-UO of the doctoral diploma in sciences or in a professional field. The exercise of the rights conferred by the title of doctor in sciences and the occupation of a teaching position in the Romanian higher education system shall be carried out in accordance with the legal norms in force.

The deadline for evaluation and the preparation of the Report of acceptance or non-acceptance of the request by the Council of the Doctoral School, to which the applicant's doctoral field is assigned, is 10 working days. The report of acceptance or non-acceptance of the request is endorsed by CSUD, within 5 working days from the receipt of the Report from the Doctoral School.

Operational procedure regarding the automatic recognition by the University of Oradea of the quality of doctoral supervisor obtained in accredited higher education institutions abroad*
Recognition of the status of PhD supervisor*

This procedure establishes the method by which IOSUD - UO automatically recognizes the quality of doctoral supervisor and habilitation, obtained in accredited higher education institutions abroad, in accordance with the provisions of OMENCȘ no. 5921/2016.

The provisions of this procedure apply, by all faculties and doctoral schools within the structure of the University of Oradea (UO), to those Romanian citizens and citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and third countries who request automatic recognition by IOSUD-UO of the quality of doctoral supervisor or habilitation.
Eligible persons to submit applications for automatic recognition of the quality of doctoral supervisor are applicants who have obtained the qualification of doctoral supervisor or habilitation at:
a) Accredited higher education or research-development institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;
b) Accredited higher education or research-development institutions included in the List of prestigious universities from other states, approved by order of the Minister of National Education, periodically updated;
c) Accredited higher education or research-development institutions that are subject to a national mutual recognition agreement, concluded at the intergovernmental or interuniversity level.
The evaluation and preparation period of the Acceptance or Non-acceptance Report of the request by the Doctoral School Council to which the applicant's doctoral field is assigned is 10 working days.
The decision of recognition or non-recognition is issued, following the pronouncement of the final solution, by the Rector of the University of Oradea.

Procedure regarding the provision of copies of medical documents for patients*

The procedure aims to regulate the specific conditions for releasing medical documents requested by patients / relatives / authorized persons as well as the conditions for transmitting the patient's medical data.
The release of medical documents requested by patients / relatives / authorized persons is carried out in strict accordance with the provisions of OMS 1410/2016 regarding the approval of the Application Norms of the Patient Rights Law no. 46/2003, aiming at compliance with the following rules:
a) The request for communication of personal medical data is addressed by patients / relatives / authorized persons, in writing, by filling out the form "Request for Communication of Personal Medical Documents", provided in annex no. 3 to OMS 1410/2016. This form is approved by the hospital commander and is assigned to B.R.S.M. for resolution.
b) In the case of minors, adults without discernment, and adults with temporary loss of exercise capacity, the applicant must prove that they are a relative / legal representative.
c) In the case of authorized persons requesting medical documents of patients, they must attach the "Patient's Consent for Communication of Medical Data" provided in annex no. 5 to OMS 1410/2016.
d) The release of copies of the requested medical documents is done by the person designated by the head of B.R.S.M. together with the archivist, within 30 calendar days from the registration at the institution's headquarters.
e) The release of copies of the requested medical documents is carried out after the patients / relatives / authorized persons complete the form “Declaration on Communication of Personal Medical Documents”, provided in annex no. 4 to OMS 1410/2016.
The regulation of the process for releasing medical documents requested by patients/ relatives/ authorized persons or other persons entitled to have access to information, according to the law, has as main objectives:
a) The patient has unrestricted access to personal medical data, according to the law. The patient's access to medical data can be direct or indirect - through legal relatives or through the doctors designated by them in Annex no. 5 to the norms “Patient’s Consent for Communication of Personal Medical Data” (Law 46/2003 updated).
b) All information regarding the patient's condition, investigation results, diagnosis, treatment, personal data is confidential, even after their death. This information can only be provided if the patient gives explicit consent or if the law expressly requires it. If the information is needed by other accredited medical service providers involved in the treatment of the patient, granting consent is no longer mandatory. (Law 46/2003 updated).

The application for registration in the trade register and for authorization of the branch’s operation is submitted to the trade register office attached to the tribunal in whose territorial jurisdiction the applicant establishes its registered office, directly at the counter, by correspondence or online through the ONRC online services portal myportal.onrc.ro. The formalities for registration are available on the ONRC website https://www.onrc.ro/index.php/ro/inmatriculari/persoane-juridice-sucursale .
The registration of the branch in the trade register is done based on the motivated conclusion of the trade register registrar. The time for issuing the registration certificate is 3 working days, calculated from the Wikipedia of registration of the application or, as the case may be, from the date of completion of the application with the requested documents.
For trade register registration operations, no fees or charges are collected, but a publication fee is collected in the Official Gazette of
Romania, Part IV, for the publication of the conclusion / excerpt of the conclusion ordering registration and authorization of operation, which may be paid at the counter (in cash or by bank card), by postal order, or payment order. In accordance with the provisions of the national legislation in force, alternative transport can be carried out only through a digital platform technically approved by the A.D.R..
In order to obtain the technical approval from the Authority for the Digitalization of Romania, the operator of a digital platform submits to A.D.R. a written request, using the standard form provided in annexes 1 and 2 of A.D.R. Decision no. 572/2020.
The request submitted by the digital platform operator will be registered at the A.D.R. Registry Office and subsequently at the Information Society Service.
Upon submission of the request, the applicant is obliged to submit to A.D.R. the documents provided for in art.11 of A.D.R. Decision no. 572/2020.
If the documentation submitted is complete or has been completed in accordance with the provisions of A.D.R. Decision no. 572/2020, A.D.R. initiates the approval procedure for the respective digital platform.
The verification of the fulfillment of the conditions for approval is carried out by the staff of the Information Society Service with responsibilities in this regard.
During the approval procedure, A.D.R. may request any additional documents and may carry out control actions to verify the compliance between the information declared during the approval procedure and reality.

Purpose of the procedure: The procedure is intended for ending the suspension of the quality of authorized interpreter and translator, a measure that intervenes if the circumstance that caused the suspension has disappeared, for example, upon completion of child-raising leave / cessation of the reason for incompatibility / cessation of the preventive arrest or house arrest measure of the authorized interpreter and translator etc.

Procedure steps

I. Verification of the application for certification of the professional qualification and the attached documentation, and issuance of the certificate of certification for the professional qualification and the experience in the profession acquired in Romania. If additional documents are needed, the applicant is informed in writing.

II. Communication of the certificate to the applicant through postal services (CN "Poșta Română" S.A) – registered letter without receipt confirmation, sent to the address indicated by the applicant in the application (domicile, residence or another address).
