Procedure regarding the recognition of professional qualification for the purpose of exercising the profession of veterinarian on the territory of Romania for veterinarians holding an official qualification title that was obtained on the territory of a third country*

This procedure stipulates the method for recognizing professional qualifications for practicing as a veterinary doctor on the territory of Romania, in order to ensure a regulated framework for verification and evaluation of documents submitted by foreign veterinary doctors, for issuing decisions of recognition of professional qualifications, keeping records, and monitoring issued documents. The provisions of this procedure apply to veterinary doctors who are citizens of third countries or member states who wish to practice as veterinary doctors on the territory of Romania and hold an official qualification title obtained in a third country.
If the applicant, holder of an official qualification title obtained in a third country, has obtained professional recognition in a member state, he/she will submit an application for obtaining the recognition decision which will have attached: a) the professional recognition document b) certificate of linguistic competence (ECL) for the Romanian language
The phrase “member states” means the member states of the European Union, another state belonging to the European Economic Area or the Swiss Confederation, as defined in Decision no. 79/2008 for the amendment and completion of Government Decision no. 860/2004 regarding the recognition of the veterinary doctor qualification and regulating certain aspects regarding the exercise of the veterinary profession.
The phrase “third countries” means those other than member states and those territories of member states of the European Union for which Directive 2005/36/EC regarding the recognition of professional qualifications does not apply.
The College of Veterinary Doctors, as the competent authority for the veterinary profession, recognizes the official qualification titles by issuing the Decision for the recognition of professional qualification.
The recognition of official qualification titles allows access in Romania following registration in one of the branches of the College of Veterinary Doctors and obtaining the free practice certificate for the same profession for which the applicant is qualified in the country of origin, as well as the exercise of professional activities on the territory of Romania under the conditions provided by law for Romanian citizens holding official qualification titles in the profession of veterinary doctor issued by competent Romanian authorities.
Veterinary doctors who will practice the profession indefinitely on the territory of Romania have the same rights and obligations regarding its exercise as veterinary doctors members of the College of Veterinary Doctors and must know the Romanian language, know and respect the provisions of the legislation in force regarding the organization and exercise of the veterinary profession, the administrative rules in the sanitary-veterinary field, the Statute of the veterinary doctor, the Code of veterinary medical ethics, as well as the regulations of the College of Veterinary Doctors.
After obtaining the Decision for the recognition of professional qualification, in order to practice as a veterinary doctor on the territory of Romania, veterinary doctors are required to enroll in the College of Veterinary Doctors and to obtain the free practice certificate, complying with legal provisions.
For the recognition of professional qualification, the applicant must obligatorily prove possession of linguistic knowledge of the Romanian language and that they are a beneficiary of the long-term resident status granted by one of the member states. The applicant will take an aptitude test and must prove professional experience/internship of at least 3 years, either in a member state or in a third country.
The aptitude test, which consists of a theoretical multiple-choice test and a practical one, is conducted in front of a commission established by decision of the Executive Office of the National Council, after the eligibility of the requested documents and proof of linguistic knowledge in the Romanian language is verified.

If the applicant is dissatisfied with the result of the verification, they may contest it within 30 days from the receipt of the communication. For the resolution of appeals, the Executive Bureau of the National Council of the College of Veterinary Surgeons will appoint a commission consisting of three members who will analyze the matters mentioned in the appeal and will communicate a response to the applicant within a maximum of 15 days from registration. If the applicant is also dissatisfied with the response to the appeal, they may address the competent court. Also, the applicant has the possibility to contact the "SOLVIT - Problem Solving Network for Issues Arising on the Internal Market" centers.
