In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, drafts and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States.

The activities for attesting Romanian qualification titles of general nurse, midwife, and nurse, in the other EU Member States consist of drafting and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU Member States, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles in accordance with the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. As appropriate, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for professional recognition of the aforementioned Romanian titles, accompanied by the relevant documents, are submitted via PCUe to the county/Bucharest branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT acquired the status of member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in the territorial area of the applicant's domicile.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not meet the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to applicants through PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
