Technical Notice for the EXTENSION OF WATER/SEWERAGE NETWORKS

Note: This Technical Notice is issued in the case of execution works for new network extensions, for which it is necessary in order to obtain the Building Permit.

To obtain the notice you need:

- Standard application form;

- Urbanism Certificate, issued by the competent authority, according to the provisions of Law no. 50/1991, republished and updated, Law 193/2019 for the amendment and completion of Law 50/1991 as amended and approved;

- Land register excerpt for the portion of land where the project will be executed. In the case of a privately owned road, the act of donation to the Local Council or the land register excerpt showing inclusion in the public domain will be submitted;

- Technical project (TP) and Execution details (ED), prepared by an authorized designer and checked by a project verifier, in accordance with the provisions of Law no. 50/1991, republished and updated, Law 193/2019 for amending and completing Law 50/1991 as amended and approved;

- Technical-utility network notice (Technical placement notice), issued by Aquatim S.A.;

- Other documents (documentation), required by the Urbanism Certificate and which involve a notice/agreement from Aquatim S.A.

The notice fee is 48.79 lei (VAT included) and is paid upon submitting the documentation. Payment of the technical notices is made at the cashier located at str. Enric Baader no. 11. The documents necessary for obtaining the technical notices can also be sent by e-mail or submitted to the Customer Relations Service, at str. Enric Baader no. 11, Monday to Friday between 8-15.

Technical Notice for the ACCEPTANCE OF DOMESTIC WASTEWATER in the treatment plant

It is issued for economic agents, for the acceptance of domestic wastewater whose quality indicators fall within the limits specified in the NTPA 002 normative.

To obtain the notice you need:

- Standard application form;

- Land Registry excerpt of the location for which the acceptance of domestic wastewater in the treatment plant is requested, in copy;

- Registration certificate of the company requesting the notice, issued by the Trade Register Office and tax registration code, in copy;

- Lease or commodatum contract (if applicable), in copy;

- Written consent of the owner, if applicable;

- Details regarding the account and the bank of the company requesting the notice;

- Analysis bulletin of the domestic wastewater requested to be accepted, issued by an accredited laboratory, certifying that the water quality indicators are within the limits mentioned in the NTPA 002 normative;

- Contract with a company for emptying and transport;

- Site plan, with the clear positioning of the sealed septic tank location.

The notice fee is 48.79 lei (VAT included) and is paid when submitting the documentation. Payment for technical notices is made at the cash desk on str. Enric Baader nr. 11. The documents required to obtain the technical notices can also be sent by e-mail or submitted at the Customer Relations Service, on str. Enric Baader nr. 11, Monday to Friday between 8-15.

- Technical Project (PT) and Execution Details (DE), drawn up by an authorized designer and checked by a project verifier, in accordance with the provisions of Law no. 50/1991, republished and updated, Law 193/2019 for the amendment and completion of Law 50/1991 as amended and approved;

- Site Plan of the internal networks (positioning of the water meter chambers and sewage connection, route of the internal network up to the building), at scale 1:500;

- Property Extract (CF) of the building for which the Technical Approval is requested;

- Technical-utility networks approval (Site technical approval), issued by Aquatim S.A.

The approval fee is 48.79 lei (VAT included) and is paid upon submission of the documentation. Payment for technical approvals is made at the cashier on str. Enric Baader no. 11. The documents required to obtain technical approvals can also be sent by e-mail or submitted to the Customer Relations Service, at str. Enric Baader no. 11, Monday to Friday, between 8 am and 3 pm.

Technical notice for the SUPPLY OF WATER/SEWER UTILITIES for SPACES WITH OTHER PURPOSES

Note: The notice is issued only for spaces that have all consumption points metered by a main water meter and for which Aquatim can conclude contracts for connection and supply of water and sewerage utilities.

To obtain the notice you need:

- Standard application for companies

- Individual and collective land registry excerpt of the property

- Registration certificate of the company requesting the notice, issued by the Trade Registry Office

- Lease or loan agreement (if applicable)

- Owner’s agreement regarding the conclusion of the connection contract to water and sewerage utilities between Aquatim and the company requesting the notice

- Details regarding the bank account and the bank of the company requesting the notice

- Questionnaire regarding the requested flow rate and the existing consumption points at the respective location

- Declaration regarding the land areas from which rainwater is collected and discharged into the street sewer

- Letter of termination of the contract between Aquatim and the company handing over the space (if applicable)

- Proof of up-to-date payment for the services provided by Aquatim, related to the space for which the notice is issued.

Legal basis:

- Decision of the Aquatim Board of Directors no. 12/2007.

The mentioned questionnaires can be obtained from the Contracts Office or from the Technical Service.

Technical and Utility Network Approval (Site TECHNICAL Approval)

Note: This technical approval is issued for works regarding the execution of extensions of new networks, water connections/sewer connections, building construction and utility connections, or for other types of works for which it is requested, through the Urbanism Certificate or the Road Owner's Agreement.

To obtain the approval you need:

- Standard application form;

- Urbanism certificate;

- Land registry excerpt of the property for which the technical approval is requested;

- Registration certificate of the company requesting the approval, issued by the Trade Register Office;

- Zoning map, issued by the urban data bank, at a scale of 1:5000;

- Site plan (2 copies) issued by the urban data bank, at a scale of 1:500;

- Site plan (2 copies) of the location with topographical survey Stereo 70.

The approval fee is 48.79 lei (VAT included) and is paid upon submission of the documentation. Payment of technical approvals is made at the cashier at str. Enric Baader no. 11. The necessary documents for obtaining technical approvals can also be sent by e-mail or submitted at the Customer Relations Service, on str. Enric Baader no. 11, Monday to Friday between 8am-3pm.

Technical Approval for INDIVIDUAL METERING

This technical approval is issued in the case of works to separate water consumption, with metering through the main water meter, if technical conditions exist for the delimitation or separation of installations between users, for concluding the service supply contract in one’s own name and provided the technical conditions of flow and pressure ensured by the supplier at the building’s connection are met.

To obtain the approval you need:

- Standard application form

- Technical documentation regarding the installation of the measuring system to be placed in the common area (basement, water meter chamber) or in a chamber located on public domain;

- Individual and collective Land Registry excerpt (not older than one month);

- A document certifying that independent metering is ensured for the consumption points for which metering is requested, document signed and stamped by the authorized person who executed the installation;

- In continuously existing interior installations, if connected after the main building water meter, at a single visible point, written certification from the other tenants regarding individual supply of consumption points through the interior installation is required;

- Declaration on the land area, consisting of the area of the individual property (individual Land Register) and the share part of the common property (collective Land Register), for which the volume of rainwater discharged into the street sewer will be calculated, signed also by the other tenants;

- Proof of up-to-date payments for services provided by Aquatim for the entire building.

- Decision of the Aquatim Board of Directors no. 12/2007;

- Application norms of Law no. 50/1991 (Official Gazette no. 797bis/23.11.2009);

- Government Decision no. 348/1993 regarding metering of water and thermal energy for the population, public institutions and economic agents;

- Government Ordinance no. 13/2008 for the amendment and completion of the Law on community utility services no. 51/2006 and the Law on water supply and sewerage services no. 241/2006.

The approval fee is 48.79 lei (VAT included) and is paid upon submission of the documentation. The payment of technical approvals is made at the cashier’s office at 11 Enric Baader Street. The documents necessary to obtain the technical approvals can also be sent by e-mail or submitted to the Customer Relations Service, at 11 Enric Baader Street, Monday to Friday between 8-15.

Technical notice regarding the SUPPLY OF WATER/SEWER UTILITIES

Note: It is issued for construction works on buildings, for obtaining the Building Permit, if there is a water/sewer utility connection.

To obtain the notice you need:

- Standard application form;

- Urbanism certificate;

- Land register excerpt of the property for which the technical notice is requested;

- Registration certificate of the company requesting the notice, issued by the Trade Register Office;

- Technical report prepared by an authorized designer, which will include a description of the existing solution for water and sewer supply to the respective property, and if Aquatim S.A. does not own water and sewer networks in the area, the designer's proposals for creating the necessary conditions to supply these utilities in accordance with the provisions of Law no. 50/1991, republished and updated;

- Calculation summary regarding the flow of potable water and requested pressure, the flow of domestic waste water discharged into the sewer;

- Calculation summary regarding the flow of rainwater and the proposed solution for its collection;

- Plan of the internal networks (positioning of water meter chambers and sewer connection, route of the internal network to the building), at a scale of 1:500;

- Zoning plan, issued by the urban data bank, at a scale of 1:5000;

- Site plan, issued by the urban data bank, at a scale of 1:500;

- Utility network approval (Technical Placement Notice), issued by Aquatim S.A.;

- Other documents (documentation) required by the urbanism certificate that require an approval/agreement from Aquatim S.A.

The approval fee is 48.79 lei (VAT included) and is paid upon submission of the documentation. Payment for technical notices is made at the cash desk on str. Enric Baader no. 11.
