National Program "Money for High School"*

The Ministry of Education has been running for over 12 years the national social protection program "High School Money", through which it provides financial support for students in high schools and schools of arts and trades.

For students who wish to obtain this financial support, we have launched the High School Money portal, which, together with the discussion forum dedicated to this national program, represents an efficient means of information.

The beneficiaries are students who are dependent on families whose gross monthly income per family member, earned in the last 3 months prior to submitting the file, is a maximum of 500 lei, as well as students who benefit from a protection measure or are under guardianship or care, provided the income condition mentioned above is met.

The documents will be submitted in copy, provided that, at the time of application, the applicant also presents the original documents.

IMPORTANT!

By adopting Government Decision 712/2018 (available attached), starting with the 2018-2019 school year, each beneficiary will receive monthly, for the entire duration of the courses, provided all the legal conditions are met, the amount of 250 lei/month.
In addition to indexing this amount (from 180 lei/month), the maximum grant threshold for the scholarship has also been increased from 150 lei to 500 lei/family member, given the need to correlate the support threshold with the current economic situation.

The School after School program*

The "School after School" program (ȘDȘ) is a program complementary to the compulsory school curriculum, which offers opportunities for formal and non-formal learning, for consolidating competences, remedial learning, and accelerated learning through educational, recreational, and leisure activities, and is addressed to both primary and secondary school students.

The SDS program can take place before or after the compulsory school schedule (depending on the timetable of each level of study), at schools, provided they have the necessary material and human resources to organize this program.

In primary education, the SDS program includes activities with specialized support (supervision and guidance in doing homework, recovery for students with cognitive, emotional difficulties, language disorders through remedial activities, counseling, speech therapy, activities to encourage independent reading, etc.), workshops / thematic activities, and other recreational activities.

Each school, depending on the target group, creates modules of activity packages by combining the activities mentioned above.

In secondary education, the SDS program includes the package of activities for accelerated learning and performance (preparation for participation in school competitions and Olympiads, sports and artistic contests, subject-specific contests, participation/ organization of festivals, exhibitions, creation of school publications, participation in European cooperation activities), the support activities package (providing psycho-pedagogical assistance for recovery of learning gaps, support activities for doing homework, remedial activities, psychological counseling) and the life preparation package (organizing personal development activities, activities aimed at developing active attitudes and student engagement, healthy lifestyle, career education, etc.).

The program can be organized modularly, in time units established at the school level according to the target group and identified needs, by combining activity packages oriented towards the development of transferable competences.

The program is carried out in groups of students (maximum 12 students), formed according to identified options and needs. The activities are designed, organized, and supported by teachers from primary and secondary education, counselors, support teachers, librarians, speech therapists, laboratory assistants, pedagogues, coaches, school mediators, volunteers from the school, from authorized partner institutions and organizations.

Special education*

Special and integrated special education is an integral part of the Romanian national education system and offers all children/pupils/young people educational programs adapted to the degree of disability and their developmental needs.

It is organized at all levels of pre-university education, depending on the type and degree of disability, as follows: mental, hearing, visual, locomotor, associated.

Inclusive education was adopted in Romania as early as the '90s by respecting diversity, initiating and practically achieving access and participation in education and social life for all categories of children. Today, approximately half of students with disabilities are educated in mainstream education.

The legislation in the field of special education was thus designed to respond to a wide and very varied spectrum of special situations. Taking this reality into account, special education, integrated special education and inclusive education have been organized at all levels of pre-university education, depending on the type and degree of disability.

Special education units for students with sensory impairments apply the curriculum of mainstream schools. These units retain only the structure and form of organization according to the special education system, while in content, school training and specialization they are similar to mainstream schools. Special technological high schools, special high school classes and special post-secondary classes are organized following the model of mainstream schools (content, profiles, specializations, outcomes, objectives and/or competencies). Teaching/learning strategies, approaches and methods remain specific to these units.

Upon graduation, students of these special education units take national exams (tests, baccalaureate or graduation exam) just like all graduates of mainstream education. For them, facilities and adaptations are stipulated in the methodologies for organizing and conducting exams.

For each student with severe, profound or associated disabilities, a personalized intervention plan is developed with objectives specific to their needs and psycho-individual development possibilities.

Students with special educational needs benefit from adaptations in examination procedures for regular assessments as well.

The procedures and calendar regarding enrollment/re-enrollment in preschool education in the year 2018*

The Ministry of National Education informs that, in order to include children aged between 3 and 6 years in preschool education, the following stages will take place successively at the level of each educational institution:

  • re-enrollment of children who are attending kindergarten this school year and wish to attend it in the 2018-2019 school year as well – will begin on May 7;
  • enrollment of new children will take place starting May 21.

The schedule for re-enrollments and enrollments will be set by the management of the educational institution and will be posted, in a visible place, in each kindergarten, for the information of parents and the interested public, including on its website (if it exists), and possibly on the websites of the school inspectorates.

The filling of free spots, after the completion of the re-enrollment process, will generally be done in descending order of the age groups, as follows: the big group (5-year-old children), the middle group (4-year-old children) and the small group (3-year-old children). Based on Government Decision no. 1.252/2012 and within the limits of available places, children aged between 2 and 3 years can also be enrolled in the small group.

In the situation where, in an educational institution, the number of enrollment applications is greater than the number of available spots, general and specific selection criteria will be applied, successively.

The general selection criteria are the following:

  • the existence of a document proving that a child is orphaned by both parents (the situation of a child coming from a children's home/a placement center/family placement is assimilated to the situation of a child orphaned by both parents);
  • the existence of a document proving that the child is orphaned by one parent;
  • the existence of a brother/sister enrolled in the respective educational institution;
  • the existence of a medical certificate attesting the child's disability.

The specific selection criteria (developed by each preschool educational institution, approved by its Board of Administration and endorsed by the County/Bucharest Municipality School Inspectorate by May 18) cannot be discriminatory and cannot include pre-enrollment lists. Also, the specific selection criteria will only be applied after the general criteria are exhausted.

To ensure the transparency of the re-enrollment/enrollment process, the management of preschool educational institutions will publicly display, for all those interested, the following information:

  • the capacity of the institution (the number of children it was designed for);
  • the number of spots approved through the schooling plan for the 2018-2019 school year (by age groups: small, middle, big);
  • the general and specific criteria for children's enrollment;
  • the number of children re-enrolled/enrolled daily (during the established period) out of the total available.

We mention that private preschool educational institutions also have the obligation to visibly display information regarding their status, namely whether they are authorized to function provisionally or are accredited by the Agency for Quality Assurance in Pre-university Education (ARACIP).

Graduates of post-secondary education who pass the professional qualification certification exam obtain a level 5 qualification certificate according to the National Qualifications Framework, corresponding to reference level 5 of the European Qualifications Framework (specialist technician) and the descriptive supplement of the certificate, according to Europass.

Post-secondary education is organized in post-secondary schools, within high schools with legal status, or in colleges within accredited higher education institutions.

The Second Chance Program*

The “Second Chance” program is aimed at adolescents, young people, and adults from diverse social backgrounds and various ages, who have not attended or have not completed primary and lower secondary education. The program offers these categories of people the opportunity to continue and complete compulsory education without having to interrupt any professional or family activities in which they are engaged.

The program is structured on two levels: Second Chance – primary education and Second Chance – lower secondary education – the latter also having a vocational training component.

There is no upper age limit for those who wish to enroll in this program. The condition is that they must be at least 4 years older than the corresponding age for the class and are in the following situations:

For the Second Chance – primary education program:

  • have not participated in formal schooling at all;
  • have been enrolled but dropped out of primary education – regardless of the time and reasons for dropping out;
  • have not completed primary education by the age of 14.

For the Second Chance – lower secondary education program:

  • have completed compulsory primary education (including in the Second Chance system) but did not continue their education further

or:

  • have completed some of the classes corresponding to lower secondary education (V, VI, or VII), but dropped out during this educational cycle – regardless of the time and reasons for dropping out.

The Second Chance program is a flexible program, so as to motivate learners and encourage them to complete it, to give more autonomy to schools regarding its implementation, but also to provide the necessary support for all involved, through training programs for teaching staff and educational materials for learners and teachers. Through the program, innovative elements have been introduced in the educational process, such as: modular curriculum and credit system for basic education, evaluation, certification and recognition of competencies previously acquired by learners, and providing an individualized training program.

Enrollment in the Second Chance program can be done each year in two sessions: October and February.

Students enrolled in the program can have very different levels and expectations. The new program ensures a transparent offer of modules that students can follow to develop skills, as a result of participating in cooperative learning activities, in real contexts and with tasks and topics that respond to their interests and needs.

Learning will take place in small groups (8-15 students in each class). Courses can be held in various schedule options (during the week in the afternoon or evening, on Saturdays or during school holidays, etc.) depending on the possibilities of the learners and the teachers. Hours for individual consultations are planned and available for students.

The program has a flexible duration. The average schooling period (2 years for primary education, and 4 years for lower secondary education) may be reduced for each student, depending on the skills demonstrated, both in basic education and in vocational training.

Graduates have the right to continue their studies, according to the provisions of the law, as follows:

Graduates of the Second Chance Program – primary education can pursue studies in lower secondary education;

Graduates of the Second Chance Program – lower secondary education can pursue studies in upper secondary education (upper cycle of high school) or can undertake practical training periods, after which they have the possibility to obtain a level 3 professional qualification certificate.
