Teaching and research titles in higher education in Romania*
Teaching and Research Titles
Employment in a teaching or research position within higher education institutions is made for a fixed term or for an indefinite period. Employment for an indefinite period in any teaching or research position is possible only through public competition, organized by the higher education institution, after obtaining the doctoral degree. See also HG_457_2011(annex 8).
For the occupation of teaching and research positions in higher education, only individuals who meet the minimum and mandatory standards for registration in the competition for filling teaching and research positions in higher education, approved by Order no. 6560/2012 regarding the approval of the minimum necessary and mandatory standards for the awarding of teaching titles in higher education and professional degrees in research and development, with subsequent amendments and additions (annex 9), may apply.
The following teaching and research positions are found in higher education institutions:
- teaching positions:
a) university assistant;
b) university lecturer/head of works;
c) university associate professor;
d) university professor.
- research positions:
a) research assistant;
b) scientific researcher;
c) scientific researcher grade III;
d) scientific researcher grade II;
e) scientific researcher grade I.
The equivalence of research positions with teaching positions is as follows:
a) scientific researcher is equivalent to university assistant, for individuals holding a doctoral degree;
b) scientific researcher grade III is equivalent to university lecturer/head of works;
c) scientific researcher grade II is equivalent to university associate professor;
d) scientific researcher grade I is equivalent to university professor.
The general nomenclature of teaching and auxiliary research positions in higher education is approved by Joint Order (MENCS/MMFPSPV) no. 6419/2858/2011 (annex 10).

*Higher education in Romania*
Higher education is organized in universities, academies of studies, institutes, schools of higher studies, hereinafter referred to as higher education institutions or universities, which have obtained the authorization for provisional operation or accreditation.
Higher education institutions are education providers that carry out teaching activities based on study programs authorized to operate provisionally/accredited under the law, for initial and continuing university-level training, programs running on the principle of quality and correlation of the educational offer with the labor market.
The national higher education system includes all accredited higher education institutions. A higher education institution authorized to operate provisionally, according to the legal procedures in force, becomes part of the national higher education system only after accreditation. Higher education institutions can be public, private or denominational. These institutions have legal personality, have a non-profit character and are apolitical. Higher education institutions are legal entities of public law or, as the case may be, legal entities of private law and of public utility.
University autonomy is guaranteed by the Constitution. Academic freedom is guaranteed by law. Public accountability is also regulated for any higher education institution, public or private.
By an annual government decision, the following are validated:
- The nominator of the fields and specializations/university study programs per union
- the structure of accredited public and private higher education institutions or authorized to operate provisionally, with:
- fields of undergraduate university studies and accredited or provisionally authorized specializations/study programs,
- geographical locations,
- number of transferable study credits for each university study program,
- form of education and language of instruction,
- the maximum number of students who can be enrolled
The mission of higher education is to generate and transfer knowledge to society both through initial and continuing university training, for the purpose of personal development, professional insertion of the individual and meeting the skills needs of the socio-economic environment, and through scientific research, development, innovation and technology transfer, through individual and collective creation, in the fields of sciences, engineering sciences, arts, letters, by ensuring physical and sports performance and development, as well as valorization and dissemination of their results. All these are achieved in compliance with the following principles:
a) the principle of university autonomy;
b) the principle of academic freedom;
c) the principle of public accountability;
d) the principle of quality assurance;
e) the principle of equity;
f) the principle of managerial and financial efficiency;
g) the principle of transparency;
h) the principle of respect for the rights and freedoms of students and academic staff;
i) the principle of independence from ideologies, religions and political doctrines;
j) the principle of freedom of national and international mobility for students, teachers and researchers;
k) the principle of consulting social partners in decision-making;
l) the principle of student-centered education.
Structure of the academic year (according to Law No. 1/2011 – art. 136)
- The academic year usually begins on the first working day of October, includes two semesters, and ends on September 30 of the following calendar year.
- A semester usually has a duration of 14 weeks of teaching activities, usually followed by a minimum of 3 weeks of exams.
- The structure of the academic year is approved by the university senate.
- When awarding transferable study credits for a semester, a minimum period of 17 weeks is considered.
- The university senate of each higher education institution approves annually, at least 3 months before the beginning of the academic year, the regulations regarding students' professional activity, as well as the calendar of educational activities specific to the academic study semesters.
The National Assessment of 8th Grade Students*
The National Assessment for eighth grade students represents the method of external summative evaluation of the competences acquired during lower secondary education.
The exam takes place annually, in a single session. Both candidates from public education and those from private education have the right to take the National Assessment free of charge.
The average obtained at the National Assessment VIII is a decisive criterion for admission to high school education.
The national level coordination of the planning, organization, and conduct of the National Assessment VIII, as well as the capitalization of its results, is ensured by the Ministry of Education through the National Center for Assessment and Examination (CNEE).
The development of the specific assessment procedures is carried out by the CNEE, after consulting the ministry's specialized departments.
The county/Bucharest municipality level coordination of the organization of the National Assessment VIII, as well as the capitalization of its results, is ensured by the school inspectorate.
*Enrollment in pre-university education for non-EU (non-community) students*
1. Enrollment in Pre-university Education
1.1. Admission Requirements
1.1.1. Students from non-EU countries may be enrolled in pre-university education in Romania if one of the parents, guardians or legal supporters meets one of the following conditions:
is repatriated;
has residence in Romania through marriage;
holds a residence permit in Romania;
carries out, in accordance with legal provisions, activities on the territory of Romania;
is studying in accredited state/private higher or postgraduate education in Romania.
1.2. Application File
1.2.1. The student’s file is submitted to the Ministry of National Education – General Directorate for International Relations and European Affairs (DGRIAE) by the School Inspectorate (ISJ/ISMB) in whose jurisdiction the chosen educational institution operates and contains the following documents:
Copies of the identity documents of the student and the parents/guardian/legal supporter (student’s birth certificate, student’s passport, parents’ passport, student’s residence permit, parents’ residence permit, if available);
Copy and legalized translation of the student’s birth certificate;
Copy of the court ruling regarding the entrustment of the minor child, if applicable;
Copies and legalized translations of school records;
Application for enrollment, endorsed by the management of the educational institution where the enrollment will take place.
1.3. Enrollment in Studies
1.3.1. Enrollment is carried out based on the approval issued by the Ministry of National Education – DGRIAE, based on the study documents in the personal file, without equivalence exams.
1.3.2. Enrollment of students from non-EU countries, based on periods of studies completed abroad, proven by school records, can also be carried out during the school year, in accordance with the regulations for organizing and operating pre-university education institutions, approved by the Minister of National Education Order no. 5115/2014
1.3.3. At the request of the parents/guardian, the student may be enrolled in a class lower than the study level resulting from the documents.
1.4. Schooling Fees
1.4.1. In compulsory education, foreign students benefit from schooling under the same conditions as Romanian citizens.
1.4.2. In upper secondary high school education, students from non-EU countries pay schooling fees, in accordance with the provisions of Law no. 1/2011.
1.4.3. In pre-university education of all levels, foreign citizens who have obtained a form of protection in Romania may be schooled under the same conditions as Romanian citizens. The class in which students from this category, who do not have study documents, can be enrolled will be established following the evaluation carried out by the school unit nominated by ISJ/ISMB.
2. Taking the Baccalaureate Exam by Citizens from Non-EU Countries Who Have Completed High School Studies in Another Education System and Do Not Hold a Baccalaureate Diploma or Its Equivalent
2.1. Citizens from non-EU countries who have completed high school studies in another education system and do not hold a baccalaureate diploma or its equivalent can, upon request, take the national baccalaureate exam, depending on the profile of the pre-university studies completed, in an examination center established by the County/Bucharest Baccalaureate Commission.
2.2. Taking the national baccalaureate exam by citizens from non-EU countries who have completed high school studies in another education system and do not hold a baccalaureate diploma or its equivalent is conditioned by the payment of the schooling fee, according to the provisions of Law no. 1/2011.
*Special education*
Special and integrated special education is an integral part of the Romanian national education system and offers all children/pupils/young people educational programs adapted to their degree of deficiency and development needs.
It is organized at all levels of pre-university education, depending on the type and degree of disability, as follows: mental, hearing, visual, motor, associated.
Inclusive education has been adopted in Romania since the '90s by respecting diversity, initiating and practically implementing access and participation in education and social life for all categories of children. Today, approximately half of students with disabilities are educated in mainstream education.
The legislation in the field of special education has been designed to respond to a wide and very varied spectrum of special situations. Taking this reality into account, special, integrated special and inclusive education has been organized at all levels of pre-university education, according to the type and degree of disability.
Special education units for students with sensory impairments apply the curriculum of mainstream schools. These units retain only the structure and form of organization according to the special education system, while in content, school preparation and specialization they are similar to mainstream schools. Special technological high schools, high school classes and special post-secondary classes are organized according to the model of mainstream schools (content, profiles, specializations, outcomes, objectives and/or competences). Specific to these units remain the strategies, modalities and teaching/learning methods.
Upon graduation, students from these special education units take national exams (tests, baccalaureate or graduation exams) just like all graduates from mainstream education. Facilities and adaptations are stipulated for them in the methodologies for the organization and conducting of exams.
For each student with severe, profound, or associated deficiencies, a personalized intervention plan is developed with objectives specific to their psycho-individual development needs and possibilities.
Students with special educational needs benefit from adaptations of examination procedures even in routine assessments.
*The procedures and calendar regarding enrollment/re-enrollment in preschool education in the year 2018*
The Ministry of National Education informs that, in order to include children aged between 3 and 6 years in preschool education, the following stages will take place successively at the level of each educational institution:
- re-enrollment of children attending kindergarten this school year and wanting to attend in the 2018-2019 school year as well – will begin on May 7;
- enrollment of new children will take place starting May 21.
The schedule for re-enrollments and enrollments will be set by the management of each educational institution and will be displayed, in a visible place, in each kindergarten, for the information of parents and the interested public, including on its website (if it exists), and possibly on the websites of school inspectorates.
The occupation of available places, after the completion of the re-enrollment process, will generally be done in descending order of the age groups, as follows: large group (5-year-old children), middle group (4-year-old children) and small group (3-year-old children). Based on Government Decision no. 1.252/2012 and within the limits of available places, children aged between 2 and 3 years can also be enrolled in the small group.
In the situation where, in an educational institution, the number of enrollment requests is greater than the number of available places, general tie-breaking criteria and specific tie-breaking criteria will be applied, successively.
The general tie-breaking criteria are the following:
- the existence of a document proving that a child is orphaned of both parents (the situation of a child coming from a children’s home/a placement center/foster care is assimilated to the situation of a child orphaned of both parents);
- the existence of a document proving that a child is orphaned of one parent;
- the existence of a brother/sister enrolled in the respective educational institution;
- the existence of a medical certificate attesting to the child’s disability.
The specific tie-breaking criteria (developed by each preschool educational institution, approved by its Board of Administration and endorsed by the County School Inspectorate/the Bucharest School Inspectorate by May 18) cannot be discriminatory and cannot include pre-enrollment lists. Also, the specific tie-breaking criteria will be applied only after the general criteria are exhausted.
In order to ensure the transparency of the re-enrollment/enrollment process, the management of preschool educational institutions will display, visibly, for all interested parties, the following information:
- the capacity of the institution (the number of children for which it was designed);
- the number of places approved by the schooling plan for the 2018-2019 school year (per age groups: small, middle, large);
- the general and specific criteria for the enrollment of children;
- the number of children re-enrolled/enrolled daily (during the established period) from the total available.
We mention that private preschool educational institutions also have the obligation to display, in a visible place, information regarding their status, namely whether they are authorized to operate provisionally or are accredited by the Agency for Quality Assurance in Pre-university Education (ARACIP).
*Post-secondary education*
Post-secondary education is organized for professional qualifications established by the Ministry of National Education in accordance with the National Qualifications Register.
High school graduates, with or without a baccalaureate diploma, may enroll in post-secondary education, admission being carried out in accordance with the general criteria established by the Ministry of National Education.
Post-secondary education is provided through post-secondary schools and master schools. Both post-secondary schools and master schools are specialized training routes, with a duration of 1-3 years, depending on the complexity of the qualification.
Post-secondary education graduates who pass the professional qualification certification exam obtain a level 5 qualification certificate according to the National Qualifications Framework, corresponding to reference level 5 of the European Qualifications Framework (specialist technician) and the descriptive supplement to the certificate, according to Europass.
Post-secondary education is organized in post-secondary schools within high schools with legal personality, or in colleges within accredited higher education institutions.
Schooling in public post-secondary education is financed by the local budgets of administrative-territorial units, from the revenue shares of the state budget and from local budget revenues. Schooling may also be financed by applicants, natural or legal persons, through a contract concluded with the educational unit providing the training.
Credits for education and professional training obtained in post-secondary education may be recognized for graduates with a baccalaureate diploma by universities, based on decisions of the university senate, as transferable study credit units for the bachelor's level.
*Admission 2018-2019 for Romanians everywhere: pre-university and higher education*
I. PRE-UNIVERSITY EDUCATION:
The methodology for schooling Romanians everywhere in the state pre-university education system in Romania, for study places without tuition fees but with a scholarship, or without tuition fees but without a scholarship starting from the 2017-2018 school year

II. HIGHER EDUCATION:
1. In the university year 2018 - 2019, state higher education institutions in Romania organize the admission contest for Romanians everywhere, including citizens of the Republic of Moldova, for undergraduate/master/doctoral studies, based on university autonomy, similar to the previous year, according to the provisions in the methodology for schooling in higher education;
2. Candidates will be able to choose any field of study and any state higher education institution in Romania or, in the case of candidates from the Republic of Moldova, within the extensions opened by Romanian universities in Chișinău, Cahul and Bălți;
3. For ensuring submission within the deadline set by higher education institutions, we recommend exclusively sending application files to universities, to avoid delays in processing, in case they are sent through other channels;
4. Enrollment in accredited state and private higher education in Romania, for fee-paying places in lei, is done based on the provisions of MEN Order no. 4294/29.06.2017;

*The "School after school" program*
The "School after school" (SDS) program is a program complementary to the compulsory school curriculum, offering opportunities for formal and non-formal learning, for consolidating skills, remedial learning, and accelerating learning through educational, recreational, and leisure activities, and is addressed to both primary and secondary school students.
The SDS program can take place before or after the compulsory school schedule (depending on the timetable of each level of study), at the school, if it has the material and human resources necessary for organizing this program.
In primary education, the SDS program includes activities with specialized support (supervision and guidance in doing homework, recovery for students with cognitive or emotional difficulties, speech disorders through remedial activities, counseling, logopedic activities, activities to encourage independent reading, etc.), workshops/thematic activities, and other recreational activities.
Each school, depending on the target group, establishes activity package modules by combining the activities mentioned above.
In secondary education, the SDS program includes the activity package for accelerating learning and performance (preparation for participation in school competitions and olympiads, sports, art competitions, subject-based competitions, participation/organization of festivals, exhibitions, creation of school publications, participation in European cooperation activities), the support activity package (providing psycho-pedagogical assistance for recovering learning gaps, support activities for doing homework, remedial activities, psychological counseling), and the life preparation package (organizing personal development activities, activities aimed at developing an active attitude and student involvement, a healthy lifestyle, career education, etc.).
The program can be organized in modules, in time units set at the educational institution level according to the target group and identified needs, by combining activity packages oriented towards developing transferable skills.
The program is carried out in groups of students (maximum 12 students), formed based on the options and needs identified. The activities are designed, organized, and supported by teaching staff from primary and secondary education, counselors, support teachers, librarians, speech therapists, laboratory staff, pedagogues, coaches, school mediators, volunteers from the school, and from authorized partner institutions and organizations.
*The Second Chance Program*
The “Second Chance” program is addressed to adolescents, young people, and adults from various social backgrounds and of different ages, who have not attended or have not completed primary and lower secondary education. The program offers these categories of people the possibility to continue and finish mandatory education without having to interrupt their possible professional or family activities in which they are engaged.
The program is structured on two levels: Second Chance – primary education and Second Chance – lower secondary education – the latter also having a vocational training component.
There is no upper age limit for those who wish to enroll in this program. The condition is that they have exceeded by at least 4 years the age corresponding to the grade and are in the following situations:
For the Second Chance – primary education program:
- they have not participated at all in formal – school education;
- they were enrolled, but abandoned primary education – regardless of the time and reasons for abandonment;
- they did not graduate from primary education by the age of 14.
For the Second Chance – lower secondary education program:
- they have graduated the compulsory primary education (including in the Second Chance system) but did not continue their education further
or:
- they have completed part of the grades corresponding to lower secondary education (V, VI, or VII), but abandoned school during this education cycle – regardless of the time and reasons for abandonment.
The Second Chance program is flexible, so as to motivate the learners and to encourage them to complete it, to provide more autonomy to schools regarding its implementation, but also the necessary support for all involved, through teacher training programs and educational materials for learners and teaching staff. Through the program, innovative elements have been introduced in the educational process, such as: modular curriculum and the credit system for basic education, evaluation, certification, and recognition of the competencies previously acquired by the learners, ensuring an individualized preparation program.
Enrollment in the Second Chance program can be carried out each year, in two sessions: October and February.
The students enrolled in the program may have very different levels and expectations. The new program ensures a transparent offer of modules that students can follow in order to acquire competencies, as a result of participation in cooperative learning activities, in real contexts and with tasks and themes that respond to their interests and needs.
Learning will take place in small groups (8-15 students in each class). Courses can take place in several timetable options (during the week in the afternoon or evening, on Saturdays or during school holidays, etc.) depending on the possibilities of the learners and teaching staff. Hours for individual consultations are planned and available to students.
The program has a flexible duration. The average schooling period (2 years for primary education, 4 years for lower secondary education) can be reduced for each student individually, depending on the competencies demonstrated, both in the field of basic education and in the field of vocational training.
Graduates have the right to continue their studies, according to the provisions of the law, as follows:
Graduates of the Second Chance Program - primary education may continue their studies in lower secondary education;
Graduates of the Second Chance Program - lower secondary education may continue their studies in upper secondary education (upper cycle of high school) or may complete practical training stages, after which they have the opportunity to obtain a level 3 professional qualification certificate.
For young people in the program, the graduation certificate will not represent only a personal success, but the chance of another tomorrow.
*Certification of qualification for graduates of high school education, technological branch*
This methodology includes rules for organizing and conducting the certification exam for graduates of technological high school education, hereinafter referred to as the certification exam, for obtaining the qualification certificate, in accordance with art. 31 para. (6) and art. 77 para. (6) and (7) of the National Education Law no. 1/2011, with subsequent amendments and completions.
Graduates of technological high school education who take and pass the certification exam obtain the level 4 qualification certificate, according to the National Qualifications Framework, and the descriptive supplement of the certificate, in Europass format.
*Admission to high school and vocational education*
The admission of 8th grade graduates into state high school education for the 2018-2019 school year is carried out according to the regulatory framework approved by the Ministry of Education.
The admission of 8th grade graduates into state high school education for the 2018-2019 school year is carried out in accordance with the methodology for organizing and conducting admission in state high school education for the 2011-2012 school year, approved by the order of the minister of education, research, youth and sports no. 4.802/2010 regarding the organization and conduct of admission in state high school education for the 2011-2012 school year.
The aptitude tests organized for the admission in the 2018-2019 school year in vocational high schools are held in accordance with the methodology of organization and conduct and the structure of aptitude tests for admission in vocational high schools, provided in annex no. 3 to the order of the Minister of National Education no. 4.432/2014, with subsequent amendments.
The admission of 8th grade graduates into state vocational education for the 2018-2019 school year is carried out in accordance with the Methodology for organizing and conducting admission in state vocational education, approved by the Order of the Minister of National Education and Scientific Research no. 5.068/2016.
The admission of 8th grade graduates into dual vocational education for the 2018-2019 school year is carried out in accordance with the framework methodology for organizing and conducting admission in dual vocational education for level 3 professional qualifications, according to the National Qualifications Framework, approved by the order of the Minister of National Education no. 3.556/2017.
Candidates who, during their lower secondary education, pass internationally recognized exams for certifying language skills in foreign languages can request the recognition and equivalence of the results obtained in these exams with the test for assessing knowledge of modern languages for admission to 9th grade classes with bilingual teaching programs for a modern language of international circulation.
*Enrollment in primary education*
Enrollment in primary education is done based on a methodology approved by the Ministry of Education.
Thus, children who turn 6 years old by August 31, 2018, inclusive, must be enrolled in the preparatory class, in accordance with the Education Law.
Parents must go to the school inspectorates and educational institutions, these having the obligation to provide information and counseling regarding the enrollment.
Lists of school districts must be displayed at the headquarters of inspectorates and educational institutions, and parents must be informed about the content of the educational activities carried out in the preparatory class, the teaching approach, the organization of the school schedule, etc.
Children who turn 6 years old between September 1 - December 31, 2018, inclusive, can be enrolled if their psychomatic development is appropriate.
All educational institutions have the obligation to offer information regarding the procedure for enrolling children in primary education regardless of whether the parents belong to the respective district or not.
*Issuing duplicates of study documents*
In the case of incorrect completion due to the fault of the educational institution that issued the original study document or in the case of presenting the original study document damaged to such an extent that it can no longer serve its intended purpose, based on a written request from the applicant, the educational institution that issued the respective document will issue a duplicate, drawn up on the basis of the documents found in the archive of the educational institution from which results the academic status of the applicant.
In the case of loss, destruction or theft of the original study document, the request for issuing the duplicate is accompanied by the following documents, which are archived for a retention period of 100 years at the school inspectorate, and the copies certified as "according to the original" at the educational institution:
a) the notarial/consular statement, given by the document holder, which includes all the necessary elements for identification, the circumstances in which the original document was lost, as well as other details that confirm the disappearance of the respective study document. The following statement is mandatory: "the original study document was not left as collateral/guarantee at a state or private institution, in the country or abroad, and was not knowingly transferred to another natural or legal person";
b) proof of publishing the loss, destruction or theft of the study document in the Official Gazette of Romania, Part III;
c) notarized copy of the birth/marriage certificate;
d) two color photographs, size 3 x 4 cm;
e) written approval of the school inspectorate's board of administration for the issuance of the duplicate, following the documents submitted by the educational institution.

*National School Supplies Program*
In order to encourage school attendance, in 2002 the School Supplies Program was launched, targeting students in the state education system, primary and lower secondary, day courses. At the beginning of each school year, specific school supplies packages for each grade are distributed.
The composition of the school supplies packages provided to students is established based on the Methodology for the application of the provisions of Law no. 126/2002 for the approval of Government Emergency Ordinance no. 33/2001 regarding the granting of school supplies.
The funding request submitted by the Ministry of National Education, at the beginning of September 2017, through the Operational Program for the Aid of Disadvantaged Persons (POAD) 2014-2020, was approved. The decision allows, starting with this school year, the purchase of supplies for preschoolers, and supplementation with backpacks of the school supplies packages provided to primary and lower secondary students.
*Social vouchers for kindergarten*
Educational incentives are granted to children from disadvantaged families provided that the following criteria are cumulatively met:
a) the child is enrolled in a preschool educational unit, according to National Education Law no.1/2011, with subsequent amendments and completions;
b) the monthly income per family member is up to twice the level of the guaranteed minimum income for a single person, provided by Law no. 416/2001 regarding the guaranteed minimum income, with subsequent amendments and completions.
Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families; Government Decision No. 15/2016 for the approval of the Methodological Norms for the application of the provisions of Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families and the procedure for granting social vouchers for kindergarten.
*The national social program "Professional Scholarship"*
"The professional scholarship" is a national social program addressed to all students attending professional education and consists of monthly financial support.
Children of foreign nationals benefiting from a form of protection in Romania or of foreigners, respectively citizens of the European Union/the European Economic Area and the Swiss Confederation with the right of residence on the territory of Romania, who attend professional education, also benefit from the "Professional Scholarship".
Students in professional education cannot benefit simultaneously from the "Professional Scholarship" and from the financial support granted to students within the National Social Protection Program "High School Money".

*The national program High School Money*
The Ministry of Education has been running for over 12 years the national social protection program "Bani de liceu" ("High School Money"), through which financial support is granted to students from high schools and art and trade schools.
For students who wish to receive this financial support, we have launched the Bani de liceu portal, which, together with the discussion forum dedicated to this national program, is an efficient means of information.
Beneficiaries are students who are under the care of families whose gross monthly income per family member, achieved in the last 3 months prior to submitting the application, is a maximum of 500 lei, as well as students who benefit from a protection measure or are under guardianship or curatorship, in case the above-mentioned income condition is met.
The documents will be submitted in copy, provided that, when submitting the application, the applicant will also present the original documents.
IMPORTANT!
By adopting Government Decision 712/2018 (available attached), starting with the 2018-2019 school year, each beneficiary will receive monthly, throughout the entire duration of the courses, if all legal conditions are met, the amount of 250 lei/month.
In addition to the indexation of this amount (from 180 lei/month), the value of the maximum threshold for granting the scholarship was also increased from 150 lei to 500 lei/family member, given the need to correlate the support granting threshold with the current economic situation.
High school admission*
The admission of eighth-grade graduates to public high school education for the 2018-2019 school year takes place according to the regulatory framework approved by the Ministry of Education.
The admission of eighth-grade graduates to public high school education for the 2018-2019 school year takes place in accordance with the methodology for organizing and conducting the admission to public high school education for the 2011-2012 school year, approved by the order of the Minister of Education, Research, Youth and Sports no. 4.802/2010 regarding the organization and conduct of admission to public high school education for the 2011-2012 school year.
Aptitude tests organized for admission in the 2018-2019 school year in vocational high schools are conducted in accordance with the methodology for organizing and conducting, and the structure of aptitude tests for admission to vocational high schools, provided in annex no. 3 to the order of the Minister of National Education no. 4.432/2014, with subsequent amendments.
Candidates who, during lower secondary education, pass internationally recognized exams for the certification of linguistic competences in foreign languages may request the recognition and equivalence of the results obtained in these exams with the modern language proficiency test for admission to ninth-grade classes with bilingual programs teaching a modern language of international circulation.
*Procedure regarding the organization and conduct of the linguistic competence test for admission to the 5th grade with an intensive program of teaching a modern language of international circulation*
This procedure regulates the manner of organization and conduct of the linguistic competence test for admission to the 5th grade with intensive teaching of a modern internationally used language, at the level of state or private pre-university educational institutions in Romania, based on the provisions of Art. 6 (2) and (3) from the Framework Regulation for the organization and functioning of classes with teaching of a modern language in intensive or bilingual mode in pre-university educational institutions, approved by OMEN no. 4797/31.08.2017.
*The National Baccalaureate Exam*
The National Baccalaureate Exam 2018 is carried out in accordance with the provisions of the Methodology for the organization and conduct of the Baccalaureate exam - 2011 (approved by order of the Minister of Education, Research, Youth and Sports no. 4.799/2010 regarding the organization and conduct of the Baccalaureate exam - 2011, with subsequent amendments), and with the provisions of the attached ministerial order.
The dedicated portal http://bacalaureat.edu.ro provides updated information regarding the methodology, schedule, and results of the baccalaureate exam.
