Procedure regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field obtained abroad.*
This methodology establishes the manner in which the recognition is carried out, within Hyperion University of Bucharest, of the doctorate diploma and the title of doctor in sciences or in a professional field, obtained abroad, in accordance with OM 5923/06.12.2016.
Recognition is valid only within Hyperion University and allows registration for a competition to occupy a teaching or research position within UHB.
Categories of persons addressed by this procedure:
- Romanian citizens;
- Citizens of EU member states;
- Citizens of states that are part of the European Economic Area;
- Citizens of the Swiss Confederation;
- Citizens of third countries of the EU.
Categories in which the higher education institutions where the teaching titles were obtained fall:
- Accredited higher education or research-development institutions from EU member states, the European Economic Area, and the Swiss Confederation;
- Accredited higher education or research-development institutions included in the "List of prestigious universities from other states," list approved by OEMCTS no. 5825/2016 and updated periodically (see https://www.edu.ro/sites/default/files/fisiere%20articole/ORDIN_5825_2016.pdf)
- Accredited higher education or research-development institutions, other than those mentioned at points 1 and 2, for which there are international conventions of mutual recognition, concluded at intergovernmental or inter-university level.
Categories of authentication of study papers submitted for recognition: (this information can be found in Annex 1 to OMECTS 5923/2016, Art. 3 (3))
- authenticated with a Hague apostille for countries that are parties to the Hague Convention regarding apostille;
- legalized or accompanied by a certificate of authenticity issued by the competent authorities in the country of origin;
- exempt from apostille or legalization is allowed based on the law, an international treaty to which Romania is a party, or on the basis of reciprocity.

*Procedure regarding the automatic recognition, by Hyperion University of Bucharest, of teaching positions in higher education obtained at an accredited higher education institution abroad.*
This procedure establishes the method by which automatic recognition is performed by Hyperion University of Bucharest for academic positions obtained in accredited higher education institutions abroad, in accordance with OM 5922/15.12.2016.
Categories of persons to whom this procedure applies:
- Romanian citizens;
- citizens of member states of the European Union;
- citizens of member states of the European Economic Area;
- citizens of the Swiss Confederation;
- citizens of third countries of the EU.
Categories in which higher education institutions where academic titles were obtained are classified:
- Accredited higher education institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;
- Prestigious universities from other countries, included in the "List of prestigious universities from other countries", a list approved by OEMCTS no. 5825/2016 and periodically updated (see https://www.edu.ro/sites/default/files/fisiere%20articole/ORDIN_5825_2016.pdf)
- Accredited higher education institutions, other than those mentioned in points 1 and 2, for which there are international conventions of mutual recognition, concluded at intergovernmental or interuniversity level.
