Procedure regarding the recognition of teaching positions obtained abroad*

The procedure regarding the automatic recognition by the University of Medicine and Pharmacy in Craiova of teaching positions obtained in accredited higher education institutions abroad implements the provisions of MENCȘ Order no. 5922/2016.

General Provisions
(1) Teaching positions in higher education obtained in accredited higher education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other countries included in the List of prestigious universities from other countries, approved by order of the Minister of National Education and Scientific Research and periodically updated, are automatically recognized by the University of Medicine and Pharmacy in Craiova according to current legislative provisions.
(2) Teaching positions obtained in other accredited higher education institutions than those mentioned in para. (1) are recognized only based on an international convention of mutual recognition, concluded at intergovernmental or interuniversity level.
(3) The provisions of this regulation apply to Romanian citizens, citizens of EU member states, EEA member states, the Swiss Confederation, and citizens from third countries.
(4) Occupying a teaching position in the Romanian higher education system is carried out according to the legal norms in force.
(5) The University of Medicine and Pharmacy in Craiova consults, if necessary, the National Center for Recognition and Equivalence of Diplomas (hereinafter referred to as CNRED) and the National Council for Attestation of Titles, Diplomas, and University Certificates for the analysis and approval of recognition of the teaching position obtained abroad.
(6) The recognition of the teaching position by the University of Medicine and Pharmacy in Craiova is valid and produces legal effects at the level of the University of Medicine and Pharmacy in Craiova.
(7) The recognition of the teaching position by CNRED is valid and produces legal effects throughout the territory of Romania.
(8) At the proposal of the Administrative Council, the University Senate designates a commission that evaluates the recognition file and pronounces a decision regarding the recognition request.

Required documents
The recognition file includes the following documents:
a) recognition request;
b) identity document – copy – and proof of name change – copy and legalized translation (if applicable);
c) doctoral diploma, if the study document is obtained in Romania or at one of the accredited higher education institutions, or the recognition certificate issued by CNRED, if the study document is obtained at other accredited higher education institutions abroad;
d) proof of the teaching position, issued by the originating institutions
e) self-evaluation grid endorsed by the Scientific Committee of the University and the Academic Vice-Rectorate.
f) record of fulfilling the minimum criteria established by the Senate for occupying the teaching position at UMFCV
g) fee for the analysis and processing of the file for obtaining the recognition of the teaching position obtained abroad in the amount established by the University Senate in accordance with the legal provisions in force.

The University of Medicine and Pharmacy in Craiova may request, as appropriate, other documents, in accordance with the criteria established in its own procedures.

Request resolution term
The resolution term for the recognition file is 60 days from the date of submission of the recognition request for the teaching position.

Appeal deadline
The appeal deadline is 5 days from the date of communication of the answer.

Final documents
(1) The report of the commission that evaluates the recognition file in which it pronounces a solution regarding the recognition request.
(2) The decision of recognition or non-recognition is issued after approval by the University Senate by the Rector of UMFCV.

Procedure for recognition of the title of doctor and the doctoral diploma in sciences obtained abroad*

Procedure regarding the automatic recognition by the University of Medicine and Pharmacy of Craiova of the title of Doctor of Science and the doctoral diploma obtained at accredited higher education institutions abroad - Implements the regulations of OMECTS no 5923/2016.

General provisions:

1) UMFCV recognizes, according to the legal regulations in force, the doctoral diploma and the title of doctor of science or in a professional field, obtained at:

a) accredited higher education or research and development institutions from a member state of the European Union, the European Economic Area and the Swiss Confederation;

b) accredited higher education or research and development institutions included in the List of prestigious universities from other states, approved by order of the Minister of National Education and Scientific Research, periodically updated;

c) accredited higher education or research and development institutions that are the subject of an international mutual recognition agreement concluded at intergovernmental or interuniversity level.

2) The National Center for Recognition and Equivalence of Diplomas, hereinafter referred to as C.N.R.E.D., recognizes the doctoral diploma and the title of doctor of science or in a professional field, obtained at accredited higher education or research and development institutions abroad, other than those provided for in para. (1).

(3) The University of Medicine and Pharmacy of Craiova may request the CNRED approval regarding the recognition of the title of doctor of science and the doctoral diploma.

(4) UMFCV collaborates permanently with C.N.R.E.D. for the recognition of the diplomas mentioned in para. (1) and transmits a centralized report of recognition requests to C.N.R.E.D., semiannually, if applicable.

(5) Recognition by UMFCV is carried out, based on the institution’s own approved procedure, with the approval of MEN-CNRED, if necessary, for the purposes of enrollment in postgraduate programs, obtaining habilitation, or filling an academic or research position within one of the previously mentioned institutions or units.

Required documents:

The file for the recognition of the doctoral diploma obtained abroad by accredited higher education institutions or public and private law units and institutions included, according to legal norms, in the national research and development system includes:

a) recognition request;

b) identity document — copy and proof of name change — copy and legalized translation (if applicable);

c) doctoral diploma and its legalized translation;

d) notarized declaration taking responsibility that the study document is authentic

e) certificate of authenticity of the study document from the issuing institution.

f) declaration for data processing in accordance with GDPR regulations.

g) other documents, if applicable, brought to the applicant’s knowledge within 10 days from the registration of the application.

The UMFCV Senate may establish the evaluation fee for the file at the UMFCV level.

Request processing period:

The processing period for the recognition file at UMFCV level is 60 days from the submission of the complete file.

Appeal period:

The applicant may file an appeal within 5 days from the date of communication of the result. UMFCV establishes a commission that evaluates the recognition file and issues a decision regarding the recognition request submitted for the purpose of issuing a decision in this regard.

Final documents:

Evaluation commission report for the recognition file. The recognition or non-recognition decision issued by the UMFCV management.

Procedure for the automatic recognition of the quality of PhD supervisor obtained abroad*

The procedure regarding the automatic recognition of the status of doctoral supervisor obtained previously at accredited higher education institutions abroad implements the provisions of MENCȘ Order No. 5921/2016.

Through this procedure, the status of doctoral supervisor obtained at an accredited higher education institution abroad is automatically recognized within UMFCV.

The procedure applies to Romanian citizens and citizens of EU, EEA member states, and the Swiss Confederation, who have obtained the status of doctoral supervisor at accredited higher education institutions from EU, EEA member states, and the Swiss Confederation and at prestigious universities from other states listed in the List of prestigious universities from other states, (https://www.cnred.edu.ro/en/updated-list-prestigious-foreign-universities) approved by order of the Minister of National Education and periodically updated.

General provisions:
1. The status of doctoral supervisor or habilitation obtained in accredited higher education institutions in EU member states, European Economic Area states, the Swiss Confederation, and at prestigious universities from other states listed in the List of prestigious universities from other states, (https://www.cnred.edu.ro/en/updated-list-prestigious-foreign-universities) approved by order of the Minister of National Education and periodically updated, is automatically recognized by higher education institutions, respectively the institutions organizing doctoral university studies in Romania.

2. The status of doctoral supervisor or habilitation obtained at other accredited higher education institutions abroad than those mentioned at point 1 is recognized only based on an international mutual recognition agreement, concluded at intergovernmental or inter-university level.

3. The provisions of this methodology apply to Romanian citizens, citizens of EU member states, European Economic Area states, the Swiss Confederation, and citizens of third countries.

4. The exercise of the rights conferred by the status of doctoral supervisor and the occupancy of a teaching position in the Romanian higher education system are carried out according to the legal norms in force.

5. I.O.S.U.D. U.M.F. from Craiova may consult, if necessary, the National Center for Recognition and Equivalence of Diplomas and the National Council for the Certification of Titles, Diplomas and University Certificates.

6. The recognition of the status of doctoral supervisor or habilitation by the University of Medicine and Pharmacy in Craiova is valid and produces legal effects only at the level of the institution.

Required documents:
In order to recognize the status of doctoral supervisor or habilitation, the applicant submits the recognition file to the secretariat of I.O.S.U.D. U.M.F. Craiova.

The file includes the following documents:
a) application for recognition
b) identity document – notarized copy – and proof of name change – copy and certified translation (if applicable); *
c) doctoral diploma, if the diploma was obtained in Romania or at one of the accredited higher education institutions mentioned at point 1, respectively the recognition certificate issued by CNRED, if the diploma was obtained at other accredited higher education institutions abroad; *
d) diploma/certificate attesting the status of doctoral supervisor or habilitation, issued by the institutions provided at point 1 with an indication of the domicile; *
e) document attesting the field in which the doctoral title was awarded; *
f) receipt for evaluation fee in the amount established by the management of the university *

File processing deadline:
The deadline for processing the recognition file is a maximum of 60 days from the date of submission.

Appeal deadline:
Appeals shall be filed within 15 days from the communication of the decision of recognition/non-recognition and are settled at the level of I.O.S.U.D. U.M.F.C.V.
