Pharmacists' College Vaslui*

In order to proceed with the issuance of a duplicate Member Certificate of the College of Pharmacists of Romania, the applicant must submit the complete documentation at the headquarters of the Vaslui College of Pharmacists, in accordance with the provisions of Decision no. 4/2004 of the National Council of the College of Pharmacists of Romania, the documents presented below.

Regarding the Current Professional Certificate, we wish to make the following clarifications:

In accordance with the provisions of Pharmacy Law no. 266/2008 in its consolidated form as published in the Official Gazette no. 448/30.06.2009 part I, as well as the Implementing Regulations published in the Official Gazette no. 538/03.07.2009 part I, pharmacists who are to hold the position of chief pharmacist in a pharmaceutical unit (in cases of establishing new pharmaceutical units, as well as changes of chief pharmacist – for those who will take over the position), must address the county colleges to obtain the Current Professional Certificate.

Additionally, this document is required by pharmacists who wish to practice their profession outside the country’s borders.

The methodology for drawing up and issuing the Current Professional Certificate was established by Decision of the National Council of the Romanian College of Pharmacists no. 1/2007, decision published in the Official Gazette of Romania Part I no. 324 of 15.05.2007.

Below, we present the main provisions of Decision no. 1/2007, as follows:

- The Current Professional Certificate will be drawn up by the Romanian College of Pharmacists and issued by the territorial college with which the applicant is registered;

- The validity of the Current Professional Certificate is 3 months from the date of issuance;

- Within a maximum of three days from receiving the request for the issuance of the Current Professional Certificate, the territorial college will send to the Romanian College of Pharmacists the standard application form for drawing up and issuing the document;

- Within a maximum of 30 days from receiving the application, the Romanian College of Pharmacists will prepare the certificate and send it to the territorial college;

- The Current Professional Certificate will be issued by the Romanian College of Pharmacists who will prepare it and send it to the territorial college;

- The territorial college will prepare a Registry – with identifying data of the Current Professional Certificates issued to pharmacists in the respective county – and will hand them over to the applicants against a signed receipt.

The fee for issuing the Current Professional Certificate, in the amount of 100 lei, shall be paid into the account of the College of Pharmacists Vaslui, RO93BRDE380SV08609183800 or at the College headquarters based on a receipt.

To obtain the Current Professional Certificate, the pharmacist will submit to the College of Pharmacists Vaslui, a file that will include the documents listed below.

The suspension of membership status occurs when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits a request at the headquarters of the Vaslui College of Pharmacists asking for the suspension of membership status. At the time of requesting this suspension, the pharmacist must have paid the membership fee up to the end of the year and fulfill the requirement of continuous professional training with a number of 40 EFC hours for the respective period.

The pharmacist commits to inform the Romanian College of Pharmacists within 30 days from resuming activity.

The transfer note is issued by the college where the pharmacist is registered, based on a request. Before issuing the transfer note, the requesting pharmacist is obliged to pay up to date the dues owed to the college from which they wish to leave. The transfer note will be handed, with signature, to the applicant. In the pharmacists' record register (https://portal.tm-c.eu/LstFarma/ColegFarm), the college to which the pharmacist has transferred will be mentioned. If a complaint has been registered against the pharmacist at the college from which he/she is transferring, or if a disciplinary investigation has been initiated, the complaint or the disciplinary file will be sent to the college to which the pharmacist is transferring.

Resumption of membership is done based on a request, which the applicant, the pharmacist, submits to the headquarters of the Vaslui College of Pharmacists, through which they request the resumption of membership starting from a specific date.

In support of the requests, the documents listed below are attached.

The membership certificate is granted to pharmacists who, upon express request, meet the following conditions: hold an official pharmacy qualification, are not in any of the cases of unworthiness or incompatibility provided by law, are medically fit to practice the profession of pharmacist, have not interrupted the practice of the profession for more than 5 years or have obtained their bachelor's degree in the last 5 years, have paid the registration fee of 208 lei for persons who enrolled within 1 YEAR of graduation and 235 lei for the rest of the persons, and have submitted all the necessary documentation to the territorial college headquarters.
