The allowance for raising children up to 2 years old, or up to 3 years in the case of a child with a disability, is a form of support to which are entitled persons who, in the last 24 months prior to the child's birth, have earned income for 12 months from salaries, independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 227/2015 regarding the Fiscal Code, with subsequent amendments and completions, or have been in one or more of the situations called assimilated periods. Either of the child's biological parents may benefit from this right, as well as the person who has adopted a child, provided they meet the eligibility criteria.

The present Emergency Ordinance of the Government no. 70/2011 aims to regulate the granting of certain social protection measures for the population, represented by monthly aid to cover parts of the expenses related to heating the home during the cold season, as well as the manner of invoicing and payment for thermal energy.

Social assistance is granted monthly, to supplement the monthly net income of the family or single person, in order to ensure the guaranteed minimum income.

The allowance for family support is a form of assistance for families with low income who are raising and caring for children up to 18 years old.

The granting of the family support allowance aims to supplement the income of families in order to ensure better conditions for raising and educating children, as well as to encourage school-age children, who are in the care of low-income families, to attend classes of an educational form organized according to the law, as stipulated in art.1, para.2 of Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions.

State allowance for children is granted to all children up to the age of 18, without discrimination. State allowance for children is also granted to young people who have reached the age of 18, who are attending high school or vocational education, organized according to the law, until its completion, except for those who repeat the school year, except for those who repeat for health reasons, proven with a medical certificate.

The state allowance for Irchildren is also granted to the children of foreign citizens and stateless persons residing, under the law, in Romania, if they live together with their parents.

This right can be requested by either of the child's biological parents, as well as the person who has adopted a child, provided they meet the eligibility criteria.

Eligible persons (who, for 12 months out of the 2 years preceding the child's birth, earned income from salaries, self-employment, agricultural activities, or were in one or more of the situations known as assimilated periods) who, during the period they are entitled to benefit from child-raising leave, obtain taxable income are entitled to an insertion incentive in a monthly amount of 50% of the minimum monthly child-raising allowance.

For persons who obtain taxable income at least 60 days before the child reaches the age of 2 years, or 3 years in the case of a child with disabilities, the granting of the insertion incentive is extended until the child reaches the age of 3 years, or 4 years in the case of a child with disabilities.

Either of the child's biological parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.

Social tickets for kindergarten are granted to children from disadvantaged families who participate in activities organized within preschool education units and for whom there is both a risk of dropping out and not attending preschool classes, due to limited access to economic resources and education. The minimum nominal monthly value of the educational incentive, granted in the form of social tickets for kindergarten, is 50 lei/month.

The social ticket for kindergarten is granted to children from disadvantaged families, provided that all the following criteria are cumulatively met:

- the child is enrolled in a preschool education unit, and the monthly income per family member is up to twice the minimum guaranteed income level for a single person, as provided by Law no. 416/2001 regarding the minimum guaranteed income, with subsequent amendments and additions.
