State allowance for children*
The state allowance for children is granted to all children up to the age of 18, without discrimination. The state allowance for children is also granted to young people who have reached the age of 18 and are attending high school or vocational education, organized according to the law, until its completion, except for those repeating the school year, except for those repeating for health reasons, proven by a medical certificate.
Children of foreign citizens and stateless persons residing in Romania, under the conditions of the law, also benefit from the state allowance for children if they live together with their parents.
This right can be claimed by either of the child's biological parents, as well as by the person who has adopted a child, provided they meet the eligibility criteria.

Granting leave and monthly allowance for child raising*
The allowance for raising children up to 2 years old, or 3 years old in the case of a child with a disability, is a form of support to which persons are entitled who, in the last 24 months prior to the child's birth, have earned income from salaries, income from independent activities, income from agricultural activities subject to income tax under the provisions of Law no. 571/2003 regarding the Fiscal Code, with subsequent amendments and additions – income subject to tax, or were in one or more of the situations, called assimilated periods. Either of the child's natural parents can benefit from this right, as well as the person who has adopted a child, provided they meet the eligibility criteria.

Granting social assistance*
Social assistance is granted monthly, to supplement the net monthly income of the family or single person, to ensure the guaranteed minimum income. The payment of social assistance is provided by the Gorj County Agency for Payments and Social Inspection, from the budget of the Ministry of Labor and Social Justice.
For the amounts granted as social assistance, one of the able-bodied adults in the family must perform, monthly, actions or works of local interest, for all family members, without exceeding the normal working regime; failure to fulfill this obligation results in the suspension of social assistance, and if this obligation is not fulfilled within 3 months from suspension, the payment of social assistance ceases.

Granting allowance for family support*
The allowance for family support was established as a form of assistance for families/single persons with low incomes who are raising and caring for children up to the age of 18, if they have a monthly net income per family member of up to 530 lei.
Families who are caring for school-age children receive the allowance provided the children attend, without interruption, the courses of an educational form organized according to the law, except for those who interrupt their studies for medical reasons, and do not have unjustified absences during a semester that would lead to their conduct grade falling below 8. If one of the children, for reasons other than medical, does not attend without interruption the courses of an educational form organized according to the law, that child is included in the calculation of the family's average monthly net income, but is excluded from the number of children considered for granting the right, and the allowance will be granted according to the number of children who meet the conditions stipulated by law.

Granting the monthly allowance to persons with severe disabilities*
Persons classified as having a severe disability with a personal assistant are entitled to have a personal assistant employed and paid by the local public authorities or to receive a monthly allowance if they waive the employment of a personal assistant. In order to benefit from the monthly allowance, the applicant must have their domicile or residence in the city of Targu Carbunesti.

Granting educational incentive in the form of social vouchers for kindergarten*
Following the entry into force of Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families, the educational incentive is established, in the form of social vouchers worth 50 lei per month.
Children from disadvantaged families benefit from the educational incentive in the form of social vouchers for kindergarten, if they cumulatively meet the following criteria:
a. the child is enrolled in a preschool education unit;
b. the monthly income per family member is up to twice the level of the guaranteed minimum income for a single person provided by Law 416/2001 regarding the guaranteed minimum income, with subsequent amendments and completions, namely 284 lei/person.

Granting insertion incentive*
PEligible persons (who, for 12 months out of the 2 years prior to the child’s birth, have earned income from salaries, income from independent activities, income from agricultural activities, or have been in one or more of the situations called assimilated periods) who, during the period they are entitled to benefit from childcare leave, obtain taxable income, have the right to an insertion incentive in the monthly amount of 50% of the minimum monthly childcare allowance.
For persons who obtain taxable income at least 60 days before the child reaches the age of 2 years, or 3 years in the case of a child with disabilities, the insertion incentive is granted until the child reaches the age of 3 years, or 4 years in the case of a child with disabilities.
This right can be granted to any of the child’s natural parents, as well as to the person who has adopted the child, provided they meet the eligibility criteria.
