Any person who owns a building located in Romania owes annual tax for that building except in cases where the legislation provides otherwise. Granting emergency aid*
Emergency aid can be granted to families and single persons who have their domicile or residence in Slava Cercheza commune, whose net monthly incomes are lower than the expenses necessary to overcome the situation for which the aid is requested and who are in one or more of the following situations of socio-economic vulnerability that may lead to the risk of social exclusion: have serious health problems proven by medical documents; have been evicted/are at imminent risk of eviction; a person from the family benefiting from social aid or from a low-income family who did not receive death aid from another institution has died; have children attending school, adult pupils or students, for the purpose of: paying school fees and/or other expenses related to attending an educational institution, purchasing school supplies and/or clothing for them or paying aug expenses related to participation in a certain contest or at the award ceremony of a prize won; live in conditions unsuitable for a decent living, in houses degraded as a result of extreme poverty and need support for improving living conditions, repairing housing and connecting to water and electricity networks or are homeless; are in situations of necessity as a result of the destruction of real estate and movable goods caused by fires or floods.
Emergency aid cannot be granted to single persons/families who own one or more of the following assets: buildings or other living spaces outside the domicile and household annexes; land for the fencing of the house and the related yard and other urban lands exceeding 1,000 sqm; car/cars and/or motorcycle/motorcycles less than 10 years old except those adapted for persons with disabilities or intended for their transport or dependent persons as well as for the use of persons in hard-to-reach areas; more than one car/motorcycle over 10 years old; vehicles: vans, trucks of any kind with or without trailers, caravans, buses, minibuses; bank deposits exceeding 3,000 lei (in which case a statement on own responsibility will be given, referring to the provisions of art. 326 of the Criminal Code regarding false statements).

Granting the monthly allowance to the person with severe disability*
Persons classified with a severe disability with a personal assistant are entitled to be provided with the employment of a personal assistant paid by the local public authorities or to be granted a monthly allowance in case they give up the employment of a personal assistant; the allowance is equivalent to the net salary of an entry-level social worker with secondary education in budgetary units, other than those with beds.

Persons classified with severe disability with a personal assistant have the right to be provided with the employment of a personal assistant paid by the local public authorities, in order to facilitate equal opportunities, ensure an autonomous life, and promote social inclusion. The Social Benefits and Vulnerable Persons Service is obliged to take the necessary measures to ensure the employment of personal assistants for all people in need, classified with severe disability with a personal assistant, without any discrimination. The same service also monitors the activity of the personal assistants.

In the case of the transfer of ownership of buildings, land, and means of transportation, the fiscal certificate must attest to the payment of all tax obligations owed to the local public administration authority in whose jurisdiction the property being transferred is fiscally registered. The tax on the means of transport is owed for the entire fiscal year by the person who holds the right of ownership over a means of transport registered or recorded in Romania as of December 31 of the previous fiscal year. In the case of acquiring a means of transport, its owner has the obligation to submit a declaration to the local fiscal authority in whose territorial jurisdiction they have their domicile, headquarters, or place of business, as appropriate, within 30 days from the date of acquisition and owes tax on means of transport starting from January 1 of the year following the registration or recording of the means of transport. In the case where the means of transport is acquired in a state other than Romania, its owner has the obligation to submit a declaration to the local fiscal authority in whose territorial jurisdiction they have their domicile, headquarters, or place of business, as appropriate, and owes tax on the means of transport starting from January 1 of the year following its registration or recording in Romania. In the case of deregistration from circulation of a means of transport, the owner has the obligation to submit a declaration to the fiscal authority in whose territorial jurisdiction they have their domicile, headquarters, or place of business, as appropriate, within 30 days from the date of deregistration and ceases to owe the tax starting from January 1 of the following year.
