Operational procedure regarding the request and issuance of certificates of authenticity, university documents such as diploma supplement/academic transcript/grade annex and other documents for graduates*
The procedure applies to graduates who have taken and passed the final examination for bachelor's, master's, and doctoral studies within the "Victor Babeş" University of Medicine and Pharmacy in Timişoara.
Procedure regarding the recognition of the doctoral diploma and the title of doctor of science obtained abroad by the “Victor Babeş” University of Medicine and Pharmacy in Timişoara*
This procedure establishes the manner in which the “Victor Babeș” University of Medicine and Pharmacy of Timișoara (UMFVBT) recognizes the doctoral diploma and the title of doctor in sciences or in a professional field obtained abroad by Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries.
The recognition by UMFVBT is carried out for the purpose of enrolling in post-university study programs, obtaining habilitation, occupying a teaching or research position within UMFVBT, participating in programs and projects financed by European and international funds, or for other purposes related to teaching and research activities within UMFVBT.
*Procedure regarding the recognition of teaching positions in university education obtained in accredited university education institutions abroad by the “Victor Babeș” University of Medicine and Pharmacy in Timișoara*
This methodology aims to establish the procedure for the automatic recognition at the “Victor Babeș” University of Medicine and Pharmacy in Timișoara (hereinafter referred to as UMFVBT) of teaching positions in higher education obtained in accredited higher education institutions abroad. The automatic recognition of teaching positions in higher education obtained in accredited higher education institutions abroad is carried out based on the Higher Education Law no. 199/2023, with subsequent amendments and completions, Law no. 183/2024 regarding the status of research, development and innovation personnel, Law no. 200/2004 regarding the recognition of diplomas and qualifications for regulated professions in Romania, as well as the Order of the Minister of Education no. 6753/2023 for the approval of the Methodology regarding the automatic recognition, by higher education institutions, of teaching positions in higher education obtained in accredited higher education institutions abroad.
UMFVBT is an accredited higher education institution in accordance with the legislation in force and, in this capacity, automatically recognizes teaching positions in higher education obtained in accredited higher education institutions from member states of the European Union, of the European Economic Area, from the Swiss Confederation and in prestigious higher education institutions from other countries included in the List of prestigious universities from other countries, approved by the Order of the Minister of Education no. 4002/2024, updated periodically.
The provisions of this order apply to Romanian citizens, citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third states. Occupying a teaching position in the Romanian higher education system is carried out according to the legal norms in force.

Procedure regarding the automatic recognition of the quality of doctoral supervisor and habilitation obtained from accredited foreign higher education institutions by the "Victor Babeș" University of Medicine and Pharmacy from Timișoara*
The provisions of this procedure apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries who have acquired the legal right to supervise doctorates in accredited higher education or research and development institutions abroad.
They can obtain the certificate of recognition of habilitation, as follows:
a) Specialists who hold the position of PhD supervisor in one of the member states of the European Union or the European Economic Area, or in the Swiss Confederation, automatically acquire the position of PhD supervisor in Romania through the recognition and issuance of the certificate of recognition of habilitation by IOSUD - UMFVBT;
b) Specialists who hold the position of PhD supervisor in one of the higher education institutions outside the countries provided in letter a), being among the most prestigious higher education institutions in the world, according to the provisions of the minister of education's order approving the list of prestigious universities from other countries, automatically acquire the position of PhD supervisor in Romania through the recognition and issuance of the certificate of recognition of habilitation by IOSUD - UMFVBT;
c) Specialists who are PhD supervisors within institutions abroad, other than those provided in letter a) or b), acquire the position of PhD supervisor in Romania through the recognition and issuance of the certificate of recognition of habilitation by IOSUD – UMFVBT, based on an international convention of mutual recognition. The exercise of the rights conferred by the position of PhD supervisor within the Romanian system of higher education is carried out in accordance with the legal norms in force.
