The procedure establishes the method for automatic recognition at Transilvania University of Brașov of the status of doctoral supervisor or habilitation obtained in accredited higher education or research-development institutions from member states of the European Union, the European Economic Area, from the Swiss Confederation and in prestigious universities from other countries listed in the List of prestigious universities from other states, approved/updated by order of the relevant minister, is automatically recognized by IOSUD-Transilvania University of Brașov (IOSUD-UNITBV).

The status of doctoral supervisor or habilitation obtained in accredited higher education or research-development institutions from member states of the European Union, the European Economic Area, from the Swiss Confederation and in prestigious universities from other countries listed in the List of prestigious universities from other states, approved/updated by order of the relevant minister, is automatically recognized by IOSUD-Transilvania University of Brașov (IOSUD-UNITBV).

The status of doctoral supervisor or habilitation obtained in accredited higher education or research-development institutions is recognized by IOSUD-UNITBV for the doctoral fields authorized/accredited to operate within the Interdisciplinary Doctoral School (SDI) of IOSUD-UNITBV. In case IOSUD-UNITBV does not have in its structure the field for which recognition is requested, as an exception, for the establishment of that doctoral field, recognition is made in the branch of science to which the field belongs, as provided in the nomenclature of fields and specializations/university study programs and the structure of higher education institutions, approved by government decision.

The status of doctoral supervisor or habilitation obtained at accredited higher education or research-development institutions abroad, other than those mentioned, is recognized based on an international convention of mutual recognition.

The recognition of the status of doctoral supervisor or habilitation by IOSUD-UNITBV is valid and produces legal effects only at the level of Transilvania University of Brașov.

The procedure regulates the recognition at Transilvania University of Brașov of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained at:

​(a) accredited higher education institutions in a member state of the European Union, the European Economic Area, and in the Swiss Confederation;

(b) accredited higher education institutions outside the countries provided in point (a), included in the list of prestigious universities from other states, approved/updated by order of the relevant minister;

(c) accredited higher education institutions that are the subject of an international mutual recognition agreement, concluded at intergovernmental level;

(d) accredited higher education institutions from other states than those provided in points (a)-(c); in such a case, recognition of the diploma/title of doctor is conditioned by meeting the quality standards required of a doctoral thesis at the national level (including regarding the content of the doctoral thesis).

For the recognition of the doctoral diploma and title in sciences or in a professional field, UNITBV collaborates with the National Center for Recognition and Equivalence of Diplomas (CNRED) and respectively the National Commission for the Certification of Titles, Diplomas and University Certificates (CNATDCU) and sends annually to CNRED a centralized report of the recognition requests and the decisions issued. If the intergovernmental international agreement (accredited higher education institutions that are the subject of an international mutual recognition agreement, concluded at intergovernmental level) provides, for recognition, the fulfillment of the national procedures for the certification of doctoral titles, applicable to Romanian citizens, the files are sent to CNRED to be forwarded to CNATDCU for evaluation. Based on the decision of CNATDCU, the university issues the decision of recognition or non-recognition, as the case may be.

Doctoral diplomas subject to recognition will be authenticated with the Hague Apostille for countries that are parties to the Hague Apostille Convention, and for the other countries, the documents will be superlegalized or accompanied by a certificate of authenticity issued by the competent authorities from the country of origin. Exemption from apostille or superlegalization is permitted by law for persons benefiting from a form of international protection on the territory of Romania, in accordance with the provisions of an international treaty to which Romania is a party, or when the study documents can be verified in online databases of the issuing institutions or authorities from the country of origin. In the situation where there are suspicions regarding the authenticity of the study documents, UNITBV will notify the competent authorities.

The procedure establishes the manner in which the automatic recognition is carried out, by the Transilvania University of Brașov, of the teaching positions obtained in accredited higher education institutions abroad by persons applying for a teaching position within the university.

Transilvania University of Brașov recognizes teaching positions from higher education obtained at:

a) accredited higher education or research and development institutions in a member state of the European Union, the European Economic Area, and the Swiss Confederation;

b) accredited higher education or research and development institutions included in the List of prestigious universities from other countries, approved/updated by order of the relevant minister;

c) accredited higher education or research and development institutions that are subject to an international mutual recognition agreement, concluded at intergovernmental or inter-university level.

The recognition of teaching positions obtained abroad according to the Methodology regarding the recognition at Transilvania University of Brașov of the teaching positions from higher education obtained in accredited higher education institutions abroad, is valid and produces legal effects only at the level of Transilvania University of Brașov.
