Admission 2018-2019 for Romanians Everywhere: pre-university and higher education*
I. PRE-UNIVERSITY EDUCATION:
The methodology for schooling Romanians from abroad in Romanian state pre-university education, on study places without tuition fees but with a scholarship, respectively without tuition fees but without a scholarship, starting from the 2017-2018 school year

II. HIGHER EDUCATION:
1. In the 2018 - 2019 academic year, state higher education institutions in Romania organize the entrance exam for Romanians from abroad, including citizens of the Republic of Moldova, for undergraduate/master's/doctoral studies, based on university autonomy, similar to the previous year, according to the provisions of the schooling methodology in higher education;
2. Candidates may choose any field of study and any state higher education institution in Romania or, in the case of candidates from the Republic of Moldova, within the extensions opened by Romanian universities in Chișinău, Cahul and Bălți;
3. For ensuring submission within the deadline set by higher education institutions, we recommend sending the application files exclusively to universities, to avoid delays in receiving/processing them, in case they are sent via other channels;
4. Enrollment in accredited state and private higher education in Romania, on fee-paying places in lei, is done based on the provisions of MEN Order no. 4294/29.06.2017;

*National social program "Professional scholarship"*
The "Professional Scholarship" is a national social program that targets all students attending vocational education and consists of monthly financial support.
The "Professional Scholarship" is also available to children of foreigners who benefit from a form of protection in Romania or to foreigners, respectively citizens of the European Union/the European Economic Area and of the Swiss Confederation with the right of residence/stay in Romania, who attend vocational education.
Students in vocational education cannot benefit simultaneously from the "Professional Scholarship" and the financial support granted to students under the national social protection program "High School Money".
At the level of the Ministry of Education, a national commission is established to monitor the granting of the "Professional Scholarship".
*National School Supplies Program*
In order to stimulate school attendance, in 2002 the School Supplies Program was launched, which targets students in state primary and lower secondary education, day classes. At the beginning of each school year, packages with school supplies specific to each grade are distributed.
The composition of the school supply packages granted to students is established based on the Methodology for applying the provisions of Law no. 126/2002 for the approval of the Government Emergency Ordinance no. 33/2001 regarding the provision of school supplies.
The request for funding submitted by the Ministry of National Education, at the beginning of September 2017, through the Operational Program Assistance for Disadvantaged Persons (POAD) 2014-2020, was approved. The decision allows, starting with this school year, the purchase of supplies for preschoolers and supplementing the packages of supplies granted to primary and lower secondary students with schoolbags.
*Enrollment in pre-university education for non-EU (non-community) students*
1. Enrollment in pre-university education
1.1. Admission conditions
1.1.1. Pupils from non-EU states may be enrolled in pre-university education in Romania if one of the parents, guardians or legal supporters meets one of the following conditions:
is repatriated;
has, by marriage, domicile in Romania;
is the holder of a residence permit in Romania;
carries out activities on the territory of Romania in accordance with legal provisions;
is studying in accredited state/private university or postgraduate education in Romania.
1.2. Application file
1.2.1. The pupil's application file shall be sent to the MEN – General Directorate of International Relations and European Affairs (DGRIAE), by the County School Inspectorate/School Inspectorate of Bucharest Municipality where the school unit for which enrollment is requested is located and contains the following documents:
Copies of the identification documents of the pupil and the parents/guardian/legal supporter (birth certificate of the pupil, pupil's passport, parents' passport, pupil's residence permit, parents' residence permit, if available);
Copy and certified translation of the pupil's birth certificate;
Copy of the court decision regarding the entrustment of the minor child, if applicable;
Copies and certified translations of school records;
Application for enrollment, approved by the management of the school unit where the enrollment will take place.
1.3. Enrollment for studies
1.3.1. Enrollment is made based on the approval issued by MEN – DGRIAE, based on the study documents in the personal file, without difference exams.
1.3.2. The enrollment of pupils from non-EU states, based on study periods carried out abroad, proven by school records, can also be done during the school year, in accordance with the provisions of the Regulation on the organization and functioning of pre-university education units, approved by Order of the Minister of National Education no. 5115/2014
1.3.3. At the request of the parents/guardian, the pupil may be enrolled in a class lower than the level resulting from the documents.
1.4. Tuition fees
1.4.1. In compulsory education, foreign pupils benefit from schooling under the same conditions as Romanian citizens.
1.4.2. In upper secondary high school education, pupils from non-EU states pay tuition fees, in accordance with the provisions of Law no. 1/2011.
1.4.3. In pre-university education at all levels, foreign citizens who have obtained a form of protection in Romania can be educated in the same conditions as Romanian citizens. The class in which pupils from this category, who do not have study documents, can be enrolled will be established following an evaluation carried out by the school unit nominated by the County School Inspectorate/School Inspectorate of Bucharest Municipality.
2. Taking the baccalaureate exam by citizens from non-EU states who have completed high school studies in another education system and do not hold a baccalaureate diploma or its equivalent
2.1. Citizens from non-EU states who have completed high school studies in another education system and do not possess a baccalaureate diploma or its equivalent may, upon request, take the national baccalaureate exam, depending on the profile of the pre-university studies completed, in an exam center established by the County Baccalaureate Commission/Bucharest Municipality.
2.2. Taking the national baccalaureate exam by citizens from non-EU states who have completed high school studies in another education system and do not possess a baccalaureate diploma or its equivalent, is conditioned by the payment of the tuition fee, in accordance with the provisions of Law no. 1/2011.
*The After School Program*
The "School after School" (ȘDȘ) program is a complementary program to the compulsory school curriculum, which offers opportunities for formal and non-formal learning, for the consolidation of competences, remedial learning and accelerated learning through educational, recreational, and leisure activities and is addressed to both primary and secondary school students.
The SDS program can take place before or after the compulsory school program (depending on the schedule of each level of study), at school, in the situation where it has the necessary material and human resources for organizing this program.
In primary education, the SDS program includes activities with specialized support (supervision and guidance in doing homework, recovery for students with cognitive, emotional difficulties, language disorders through remedial activities, counseling, speech therapy, activities to encourage independent reading, etc.), workshops / thematic activities, and other recreational-type activities.
Each school, depending on the target group, constitutes modules of activity packages, by combining the activities mentioned above.
In secondary education, the SDS program includes the package of activities for accelerated learning and performance (preparation for participation in school competitions and olympiads, sports, artistic, subject-based contests, participation/organization of festivals, exhibitions, creation of school publications, participation in European cooperation activities), the support activities package (providing psycho-pedagogical assistance for recovering learning gaps, support activities for doing homework, remedial activities, psychological counseling) and the life preparation package (organization of personal development activities, activities aimed at developing an active attitude and student involvement, healthy lifestyle, career education, etc.).
The program can be organized in modules, on time units established at the level of the educational institution depending on the target group and identified needs, by combining activity packages oriented towards the development of transferable competences.
The program is carried out in groups of students (maximum 12 students), formed according to identified options and needs. Activities are designed, organized and supported by teachers in primary and secondary education, counselors, support teachers, librarians, speech therapists, lab assistants, pedagogues, coaches, school mediators, volunteers from the school, from authorized partner institutions and organizations.
*Certification of the qualification of graduates of high school education, technological pathway*
This methodology includes rules for the organization and conduct of the certification exam for graduates of high school education, technological track, hereinafter referred to as the certification exam, for obtaining the qualification certificate, in accordance with art. 31 para. (6) and art. 77 para. (6) and (7) of the National Education Law no. 1/2011, with subsequent amendments and additions.
Graduates of high school education, technological track, who take and pass the certification exam obtain the qualification certificate level 4, according to the National Qualifications Framework, and the descriptive supplement to the certificate, in Europass format.
*Post-secondary education*
Post-secondary education is organized for professional qualifications established by the Ministry of National Education in accordance with the National Qualifications Registry.
Graduates of high school, with or without a baccalaureate diploma, may register for post-secondary education, with admission carried out according to the general criteria established by the Ministry of National Education.
Post-secondary education is provided through post-secondary schools and foreman schools. Both post-secondary schools and foreman schools represent specialized training routes, lasting from 1 to 3 years, depending on the complexity of the qualification.
Graduates of post-secondary education who pass the professional qualification certification exam receive a level 5 qualification certificate according to the National Qualifications Framework, corresponding to the reference level 5 of the European Qualifications Framework (specialist technician), and the descriptive supplement of the certificate, according to Europass.
Post-secondary education is organized in post-secondary schools, within high schools with legal personality, or in colleges within accredited higher education institutions.
State post-secondary education is financed through the local budgets of administrative-territorial units, from amounts allocated from state budget revenues and from local budget revenues. Education can also be financed by applicants, individuals or legal entities, through a contract concluded with the educational unit that provides the schooling.
Credits for education and professional training obtained in post-secondary education can be recognized for graduates with a baccalaureate diploma by universities, based on the decisions of the university senate, as transferable study credit units for the bachelor's level.
*Enrollment in primary education*
Enrollment in primary education is done based on a methodology approved by the Ministry of Education.
Thus, children who turn 6 years old by August 31, 2018, inclusive, must be enrolled in the preparatory class, in accordance with the Education Law.
Parents must go to the school inspectorates and educational institutions, which are obliged to provide information and counseling regarding the enrollment process.
Lists with school districts must be posted at the headquarters of the inspectorates and educational institutions, and parents must be informed about the content of educational activities carried out in the preparatory class, the didactic approach, the organization of the school program, etc.
Children who turn 6 years old between September 1 - December 31, 2018, inclusive, can be enrolled if their psychomotor development is appropriate.
All educational institutions have the obligation to provide information regarding the enrollment procedure of children in primary education, regardless of whether the parents belong or not to the respective district.

*Higher education in Romania*
Higher education is organized in universities, academies of studies, institutes, schools of higher studies, hereinafter referred to as higher education institutions or universities, which have obtained provisional authorization to operate or accreditation.
Higher education institutions are education-providing organizations that carry out teaching activities based on study programs authorized to operate provisionally/accredited under the law, for initial and continuous university-level training, programs that operate on the principle of quality and the correlation of educational offer with the labor market.
The national system of higher education includes all accredited higher education institutions. A higher education institution authorized to operate provisionally, according to the legal procedures in force, becomes part of the national higher education system only after accreditation. Higher education institutions may be state, private or confessional. These institutions have legal personality, are non-profit and apolitical. Higher education institutions are legal entities under public law or, as the case may be, legal entities under private law and of public utility.
University autonomy is guaranteed by the Constitution. Academic freedom is guaranteed by law. Public accountability is also regulated for any higher education institution, state or private.
By an annual government decision, the following are validated:
- The nomenclature of fields and university study specializations/programs per union
- the structure of accredited or provisionally authorized state and private higher education institutions, with:
- fields of undergraduate university studies and specializations/study programs accredited or authorized to operate provisionally,
- geographic locations,
- number of transferable study credits for each university study program,
- type of education and teaching language,
- maximum number of students who can be enrolled
The mission of higher education is to generate and transfer knowledge to society both through initial and continuous university-level training, for personal development, professional insertion of the individual, and meeting the competence needs of the socioeconomic environment, as well as through scientific research, development, innovation and technological transfer, through individual and collective creation, in the fields of sciences, engineering sciences, arts, letters, by ensuring physical and sports performance and development, as well as the valorization and dissemination of their results. All these are carried out in compliance with the following principles:
a) the principle of university autonomy;
b) the principle of academic freedom;
c) the principle of public accountability;
d) the principle of quality assurance;
e) the principle of equity;
f) the principle of managerial and financial efficiency;
g) the principle of transparency;
h) the principle of respecting the rights and freedoms of students and academic staff;
i) the principle of independence from ideologies, religions and political doctrines;
j) the principle of freedom of national and international mobility for students, teaching staff and researchers;
k) the principle of consulting social partners in decision-making;
l) the principle of student-centered education.
Structure of the academic year (according to Law no. 1/2011 – art. 136)
- The academic year usually starts on the first working day of October, includes two semesters and ends on September 30 of the following calendar year.
- A semester usually lasts 14 weeks of teaching activities, followed, as a rule, by a minimum of 3 weeks of exams.
- The structure of the academic year is approved by the university senate.
- When assigning transferable study credits in a semester, a period of at least 17 weeks is considered.
- The university senate of each higher education institution approves annually, at least 3 months before the start of the academic year, the regulations regarding students' professional activity, as well as the calendar of educational activities specific to the academic semesters of study.
Issuance of duplicates of study documents*
In case of incorrect completion due to the fault of the educational institution issuing the original diploma or in case of submitting the original diploma in such deteriorated condition that it can no longer serve its intended purpose, based on a written request from the applicant, the educational institution that issued the document will issue a duplicate, prepared on the basis of documents found in the archive of the educational institution which prove the school record of the applicant.
In case of loss, destruction, or theft of the original diploma, the request for issuing a duplicate must be accompanied by the following documents, which are archived for 100 years at the school inspectorate, with certified copies "according to the original" held at the educational institution:
a) the notarial/consular statement given by the document holder, which includes all necessary identification elements, the circumstances under which the original document was lost, as well as other details to confirm the disappearance of the respective diploma. The following mention is mandatory: "the original diploma was not pledged/guaranteed at any state or private institution, in the country or abroad, and was not intentionally transferred to another natural or legal person";
b) proof of publication of the loss, destruction, or theft of the diploma in the Official Gazette of Romania, Part III;
c) notarized copy of the birth/marriage certificate;
d) two color photos, size 3 x 4 cm;

The Ministry of Education has been running for over 12 years the national social protection program "High School Money", through which it offers financial support for students in high schools and schools of arts and trades.
For students who wish to obtain this financial support, we have launched the High School Money portal, which, together with the discussion forum dedicated to this national program, represents an efficient means of information.
The beneficiaries are students who are supported by families whose average gross monthly income per family member, realized in the last 3 months prior to submitting the application, is a maximum of 500 lei, as well as students who benefit from a protection measure or are placed under guardianship or curatorship, provided the income condition mentioned above is met.
The documents will be submitted as copies, provided that, upon submission of the application, the applicant also presents the original documents.
IMPORTANT!
By adopting Government Decision 712/2018 (available attached), starting with the 2018-2019 school year, each beneficiary will receive monthly, for the entire duration of the courses, if all the stipulated legal conditions are met, the amount of 250 lei/month.
In addition to the indexation of this amount (from 180 lei/month), the maximum threshold for granting the scholarship was also increased from 150 lei to 500 lei/family member, given the necessity to correlate the support granting threshold with the current economic situation.
Special education*
Special and special integrated education is an integral part of the Romanian national education system and offers all children/pupils/young people educational programs adapted to the degree of deficiency and their development needs.
It is organized at all levels of pre-university education, depending on the type and degree of disability, as follows: mental, hearing, visual, locomotor, associated.
Inclusive education was adopted in Romania as early as the '90s by respecting diversity, initiating, and implementing practical access and participation in education and social life for all categories of children. Today, about half of students with disabilities are educated in mainstream schools.
The legislation in the field of special education was thus designed to respond to a wide and very varied spectrum of special situations. Taking this reality into account, special, special integrated, and inclusive education has been organized at all levels of pre-university education, depending on the type and degree of disability.
Special education units for students with sensory deficiencies apply the curriculum of mainstream schools. These units retain only the structure and form of organization according to the special education system, while in content, school preparation, and specialization they are similar to mainstream schools. Special technological high schools, high school classes, and special post-secondary classes are organized following the model of mainstream schools (content, profiles, specializations, outcomes, objectives and/or competencies). Specific to these units remain the strategies, modalities, and teaching/learning methods.
Upon graduation, students of these special education units take national exams (tests, baccalaureate or graduation examination) just like all graduates from mainstream education. For them, facilities and adaptations in the methodologies for organizing and conducting the exams are stipulated.
For each student with severe, profound, or associated deficiencies, a personalized intervention plan with specific objectives tailored to the needs and possibilities of psycho-individual development is developed.
Students with special educational needs benefit from adaptations to the examination procedures, including for current assessments.
*Admission to high school*
The admission of 8th grade graduates to state high school education for the 2018-2019 school year takes place according to the regulatory framework approved by the Ministry of Education.
The admission of 8th grade graduates to state high school education for the 2018-2019 school year takes place in accordance with the methodology for organizing and conducting the admission to state high school education for the 2011-2012 school year, approved by the Order of the Minister of Education, Research, Youth and Sports no. 4.802/2010 regarding the organization and conduct of admission to state high school education for the 2011-2012 school year.
The aptitude tests organized for admission in the 2018-2019 school year at vocational high schools take place in accordance with the methodology for organizing and conducting and the structure of the aptitude tests for admission to vocational high schools, provided in annex no. 3 to the order of the Minister of National Education no. 4.432/2014, with subsequent amendments.
Candidates who, during lower secondary education, pass internationally recognized exams for the certification of language skills in foreign languages may request the recognition and equivalence of the results obtained in these exams with the test for assessing knowledge of a modern language for admission to 9th grade classes with bilingual teaching programs in a modern international language.
*Admission to high school and vocational education*
Admission of 8th grade graduates to state high school education for the 2018-2019 school year is carried out according to the normative framework approved by the Ministry of Education.
Admission of 8th grade graduates to state high school education for the 2018-2019 school year is carried out in accordance with the methodology for organizing and carrying out admission to state high school education for the 2011-2012 school year, approved by order of the Minister of Education, Research, Youth and Sports no. 4.802/2010 regarding the organization and conduct of admission to state high school education for the 2011-2012 school year.
Aptitude tests organized for admission in the 2018-2019 school year to vocational high schools are carried out in accordance with the methodology for the organization and conduct and structure of aptitude tests for admission to vocational high schools, provided in annex no. 3 to the order of the Minister of National Education no. 4.432/2014, with subsequent amendments.
Admission of 8th grade graduates to state professional education for the 2018-2019 school year is carried out in accordance with the Methodology for organizing and conducting admission to state professional education, approved by the Order of the Minister of National Education and Scientific Research no. 5.068/2016.
Admission of 8th grade graduates to dual professional education for the 2018-2019 school year is carried out in accordance with the framework methodology for organizing and conducting admission to dual professional education for level 3 professional qualifications, according to the National Qualifications Framework, approved by the order of the Minister of National Education no. 3.556/2017.
Candidates who pass, during lower secondary education, examinations with international recognition for the certification of linguistic competences in foreign languages may request the recognition and equivalence of the results obtained in these examinations with the test for verification of modern language knowledge for admission to the 9th grade with bilingual teaching program of a modern language of international circulation.

Teaching and research titles in higher education in Romania*
Teaching and research titles
Employment in a teaching or research position within higher education institutions is carried out on a fixed-term or indefinite period. Employment for an indefinite period in any teaching or research role is possible only through a public competition, organized by the higher education institution, after obtaining the doctoral degree. See also HG_457_2011(annex 8).
Only persons who meet the minimum and mandatory standards for enrollment in the competition for occupying teaching and research positions in higher education, approved by Order no. 6560/2012 regarding the approval of minimum necessary and mandatory standards for conferring teaching titles in higher education and professional degrees in research-development, as subsequently amended and supplemented (annex 9), may apply for teaching and research positions in higher education.
The following teaching and research positions can be found in higher education institutions:
- Teaching positions:
a) university assistant;
b) university lecturer/laboratory chief;
c) university associate professor;
d) university professor.
- Research positions:
a) research assistant;
b) scientific researcher;
c) scientific researcher grade III;
d) scientific researcher grade II;
e) scientific researcher grade I.
The equivalence of research positions with teaching positions is as follows:
a) scientific researcher is equivalent to university assistant, for persons who hold a doctoral degree;
b) scientific researcher grade III is equivalent to university lecturer/laboratory chief;
c) scientific researcher grade II is equivalent to university associate professor;
d) scientific researcher grade I is equivalent to university professor.
The general list of auxiliary teaching and research positions in higher education is approved by Joint Order (MENCS/MMFPSPV) no. 6419/2858/2011 (annex 10).

*Procedure regarding the organization and conduct of the language proficiency test for admission to the 5th grade with an intensive program of teaching a modern language of international circulation*
This procedure regulates the way of organizing and conducting the linguistic competence test for admission to the 5th grade with an intensive program of teaching a modern international language, at the level of state or private pre-university education institutions in Romania, based on the provisions of Art. 6 (2) and (3) from the Framework Regulation regarding the organization and functioning of classes with intensive or bilingual teaching of a modern language in pre-university education institutions, approved by OMEN no. 4797/31.08.2017.
*Social tickets for kindergarten*
Educational incentives are granted to children from disadvantaged families under the cumulative fulfillment of the following criteria:
a) the child is enrolled in a preschool education unit, according to LEN no. 1/2011, with subsequent amendments and completions;
b) the monthly income per family member is up to twice the level of the guaranteed minimum income for a single person, provided by Law no. 416/2001 regarding the guaranteed minimum income, with subsequent amendments and completions.
Law no. 248/2015 regarding the stimulation of participation in preschool education of children coming from disadvantaged families; GD No. 15/2016 for the approval of the Methodological Norms for the application of the provisions of Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families and the procedure for granting social vouchers for kindergarten.
*National Assessment of 8th grade students*
The National Assessment for eighth grade students represents the external summative assessment method of the competencies acquired during middle school education.
The exam takes place annually in a single session. Both candidates from public education and those from private education have the right to take the NA free of charge.
The average obtained at NA VIII is a decisive criterion for admission to high school education.
The national coordination of the design, organization, and conduct of NA VIII, as well as the valorization of their results, is ensured by the Ministry of Education through the National Center for Assessment and Examination (CNEE).
The development of specific assessment procedures is carried out by CNEE, after consulting the ministry’s specialized departments.
The county/Bucharest municipality level coordination of the organization of NA VIII, as well as the valorization of their results, is ensured by the school inspectorate.
*The Second Chance Program*
The “Second Chance” program is addressed to adolescents, young people, and adults from diverse social backgrounds and of various ages, who have not attended or completed primary and lower secondary education. The program offers these categories of people the possibility to continue and complete compulsory education without being forced to interrupt their possible professional or family activities in which they are engaged.
The program is structured on two levels: Second Chance – primary education and Second Chance – lower secondary education – the latter also having a vocational training component.
There is no upper age limit for those who wish to enroll in this program. The condition is that they have exceeded by at least 4 years the age corresponding to their grade and find themselves in the following situations:
For the Second Chance – primary education program:
- have not participated at all in formal (school) education;
- were enrolled but abandoned primary education – regardless of the moment and reasons for dropping out;
- did not complete primary education by the age of 14.
For the Second Chance – lower secondary education program:
- have completed compulsory primary education (including in the Second Chance system) but did not continue their education further
or:
- have completed part of the grades corresponding to lower secondary education (V, VI, or VII), but dropped out during this cycle – regardless of the moment and reasons for dropping out.
The Second Chance program is a flexible program, aiming to motivate the learners and to encourage them to complete it, to provide more autonomy to schools in terms of its implementation, as well as the necessary support to all those involved, through teacher training programs and educational materials for both learners and teaching staff. Through this program, innovative elements have been introduced in the educational process, such as: modular curriculum and credit system for basic education, assessment, certification and recognition of the skills previously acquired by the learners, provision of an individualized training program.
Enrollment in the Second Chance program can be done every year, in two sessions: October and February.
Students enrolled in the program may have very different levels and expectations. The new program provides a transparent offer of modules that students can follow in order to acquire skills, as a result of participating in cooperative learning activities, in real contexts and with tasks and topics that meet their interests and needs.
Learning will take place in small groups (8–15 students in each class). The courses may be carried out in several schedule options (during the week in the afternoon or evening, on Saturdays, or during school holidays, etc.) depending on the possibilities of the learners and the teaching staff. Individual consulting hours are scheduled for students.
The program has a flexible duration. The average schooling period (2 years for primary education, and 4 years for lower secondary education) may be reduced for each student, depending on the competencies demonstrated, both in basic education and vocational training.
Graduates have the right to continue their studies, according to the law, as follows:
Graduates of the Second Chance Program - primary education can continue their studies in lower secondary education;
Graduates of the Second Chance Program - lower secondary education can continue their studies in upper secondary education (the upper cycle of high school) or can undergo practical training stages, after which they have the possibility to also obtain a professional qualification certificate level 3.
For the young people in the program, the graduation certificate will not represent just a personal achievement, but the chance for a different tomorrow.
*The procedures and calendar regarding enrollment/re-enrollment in preschool education in the year 2018*
The Ministry of National Education informs that, in order to include children aged between 3 and 6 years in preschool education, the following stages will take place successively at the level of each educational unit:
- re-enrollment of children who attend kindergarten this school year and wish to attend it also in the 2018-2019 school year - will begin on May 7;
- enrollment of new children will take place starting May 21.
The schedule for re-enrollments and enrollments will be established by the management of the educational unit and will be displayed, in a visible place, in each kindergarten, for the information of parents and interested public, including on its website (if any), and possibly on the websites of the school inspectorates.
The filling of available seats, after the completion of the re-enrollment process, will generally be done in descending order of age groups, as follows: upper group (5-year-old children), middle group (4-year-old children), and lower group (3-year-old children). Based on Government Decision no. 1.252/2012 and within the limit of available places, children aged between 2 and 3 years may also be enrolled in the lower group.
In the situation where, in an educational unit, the number of enrollment applications is greater than the number of available places, general and specific selection criteria will be applied successively.
The general selection criteria are the following:
- the existence of a document proving that a child is an orphan of both parents (the situation of the child coming from an orphanage/a placement center/foster care is assimilated to the situation of a child orphaned by both parents);
- the existence of a document proving that the child is an orphan of one parent;
- the existence of a brother/sister enrolled in the respective educational unit;
- the existence of a medical certificate for classifying the child in a degree of disability.
The specific selection criteria (developed by each preschool educational unit, approved by its Board of Administration and endorsed by the County School Inspectorate/of the municipality of Bucharest by May 18) cannot be discriminatory and cannot include pre-enrollment lists. Also, the specific selection criteria will be applied only after exhausting the general criteria.
To ensure transparency of the re-enrollment/enrollment process, the management of preschool educational units will display, in plain sight, for all interested persons, the following information:
- the capacity of the institution (the number of children it was designed for);
- the number of places approved by the schooling plan for the 2018-2019 school year (by age groups: lower, middle, upper);
- the general and specific criteria for children's enrollment;
- the number of children re-enrolled/enrolled daily (during the established period) out of the total available.
We mention that private preschool educational units also have the obligation to visibly display information regarding their status, namely whether they are authorized to operate provisionally or are accredited by the Romanian Agency for Quality Assurance in Pre-University Education (ARACIP).
*The National Baccalaureate Exam*
The 2018 National Baccalaureate Exam is conducted in accordance with the provisions of the Methodology for the organization and conduct of the Baccalaureate Exam - 2011 (approved by the order of the Minister of Education, Research, Youth and Sports no. 4.799/2010 regarding the organization and conduct of the Baccalaureate Exam - 2011, with subsequent amendments), and with the provisions of the attached ministerial order.
