The case management department for children in family-type services – AMP ensures the protection of the child who requires the establishment of a protection measure that involves the upbringing, care, and education of the child by a professional maternal assistant, at their home. Professional maternal assistant (AMP) - the certified individual who, through their activity carried out at home, ensures the upbringing, care, and education necessary for the harmonious development of the children they receive in placement or custody.

Persons residing in Suceava County, graduates of vocational school or high school, interested in becoming a maternal assistant, submit to the General Directorate of Social Assistance and Child Protection Suceava an application for the evaluation of their capacity, accompanied by the documents listed below.

​Certificate- the document issued by the Child Protection Commission, in accordance with the provisions of Ordinance no. 27/2024. The certificate is issued for an inde​terminate period and is reviewed by the CPC every two years.

Placement - the special protection measure of a temporary nature, ordered under the conditions of the law

The Residential Adult Service and the Specialized Commissions - Specialized Commissions Department drafts and issues certificates of classification in the degree of disability for adults, after their approval during the meetings of the Evaluation Commission for Adults with Disabilities Suceava.

Appeals against these classification certificates in the degree of disability are submitted to the secretariat of the evaluation commission for persons with disabilities (The Residential Adult Service and the Specialized Commissions - Specialized Commissions Department, within D.G.A.S.P.C. Suceava) or at the A.N.P.D.P.D registry and can be contested by the certificate holder, within 30 calendar days from the date of notification, to the Superior Commission for the Evaluation of Adults with Disabilities.

In the situation of registering the appeal at the secretariat of the Evaluation Commission for Persons with Disabilities Suceava, SRACS - CCS transmits to the Superior Commission, within 5 working days from registration, the appeal, the proof of notification of the certificate of classification in the degree of disability, and the file of the concerned person.

In the situation of registering the appeal at the registry of the Authority, the secretariat of the Superior Commission takes it over and registers it in its Correspondence Register and requests within 5 working days from the Evaluation Commission for Persons with Disabilities Suceava the file of the person. C.E.P.A.H. Suceava, through its secretariat, is obliged to send the documents to the S.C. within 3 working days from the request.

The purpose of the operational procedure is to establish and describe the steps to be followed, the working methods and the rules to be applied, as well as the responsibilities of the persons involved in carrying out the process of termination of care within the Case Management Department for children in family-type services

Placing the child with a Professional Maternal Assistant is a temporary special protection measure established for the child separated from the care of their parents, through which the material and moral conditions necessary for their harmonious development are ensured.

Termination of care for children placed with a professional maternal assistant is carried out only with their prior preparation and under the conditions stipulated by law. In this regard, Service specialists, in collaboration with other specialists, provide specialized services: counseling, information, support, preparation of children/young people regarding the termination of services provided to children in placement;

Termination of the special protection measure by the professional maternal assistant occurs in the following cases:

1.Reintegration of the child into the natural family;

2.The young man/woman who has reached the age of 18 and is no longer attending any form of education;

3.At the request of the young man/woman who has reached the age of 18, is attending a full-time education form, but no longer wishes to maintain the special protection measure;

4.The young man/woman who has reached the age of 26;

5.The child’s death has occurred;

6.Transfer to another social service;

7.Adoption;

8.Marriage;

Admission criteria for adults with disabilities in social services are the following:

- admission to the public residential center is carried out only with the consent of the adult with disabilities, expressed in any form, respecting the principle of Choice and control of person-centered planning and only to the extent that the services provided meet their needs;

- admission is carried out in the public residential center closest to the domicile/residence of the adult with disabilities and which ensures the highest possible level of autonomy in exercising rights and obligations;

- admission is carried out only for a period of up to 24 months, depending on the type of service offered, the beneficiary will be deinstitutionalized according to the provisions of Law no. 7/2023, respectively of the Guide regarding the acceleration of the deinstitutionalization process, provided in annex no. 2 to the national strategy on preventing the institutionalization of adults with disabilities and accelerating the deinstitutionalization process, for the period 2022 - 2030, approved by Government Decision no. 1,543/2022, in the locality of domicile or residence, at the request or with the consent of the person with disabilities;

- admission is carried out on the vacant places in the public residential centers, except for those provided in art. 5, within the limit of 5% per year, of the total number of beneficiaries who will be deinstitutionalized by June 30, 2026, according to the order of the president of the National Authority for the Protection of the Rights of Persons with Disabilities establishing the objectives associated with the key performance indicators, planned at the level of each county/sector of the municipality of Bucharest.

The purpose of the procedure

The procedure establishes the manner of organizing and carrying out the activities of evaluation and intervention in cases of abuse, neglect, parental alienation, exploitation through labor, as well as taking over and evaluating cases of domestic violence reported by the beneficiary and/or other natural/legal persons; counseling/informing/orienting victims and/or aggressors, in collaboration with the competent institutions in this field towards specialized services; ensuring psycho-emotional support to victims of domestic violence.

All reports are registered in the computerized case monitoring system, bear the signature of the general director, the deputy general director for social protection and are distributed to the head of the service who hands them over to the employee who registers them in the service's database and subsequently being assigned to case managers for the purpose of the initial evaluation of the reported situation.
