Granting the state allowance for children*

The state child allowance is granted to all children up to the age of 18, without discrimination. The state child allowance is also granted to young people who have reached the age of 18, who are attending high school or vocational education courses, organized under the conditions of the law, until their completion, except for those who repeat the school year, except for those who repeat for health reasons, proven by a medical certificate.
Children of foreign citizens and stateless persons who are residents, under the conditions of the law, in Romania, if they live together with their parents, also benefit from the state child allowance.
This right may be requested by either of the child's natural parents, as well as by the person who has adopted a child, provided that they meet the eligibility criteria.

Granting aid for home heating*

It is granted for the full coverage or part of the expenses related to heating the home during the cold season.
Types of aid:
- aid for heating the home with thermal energy;
- aid for heating the home with natural gas;
- aid for heating the home with electricity;
- aid for heating the home with solid or petroleum fuels.
Beneficiaries:
Families and single persons who meet the following conditions:
- actually live at the address for which they apply for this aid, are registered in the property record, and are considered when establishing the maintenance expenses of the home;
- have an income of up to 1386 lei per family member in the case of a family, or 2053 lei in the case of a single person;
- do not own goods included in the List of assets that lead to the exclusion from granting social aid;
- have the status of aid holder, status which is found in the following situations:
· owner of the home;
· legal successor of the owner of the home;
· person who has transferred the home through a sale-purchase contract with maintenance clauses or with right of habitation;
· holder of a rental, commodate, or concession contract;
· another adult family member authorized by the owner of the home or by the contract holder of the rental agreement;
· legal representative of the single person who does not have legal capacity (persons under interdiction, etc.)


Granting the right
The aid for heating the home is granted based on an application-declaration on personal responsibility, accompanied by supporting documents regarding the family composition, incomes obtained in the month prior to filing the application by its members, and owned assets, including in other administrative-territorial units. When determining the family's or, as the case may be, single person's monthly net income, all incomes obtained are considered, including those from state social insurance rights, unemployment insurance, allowances, allocations, and permanent aid, regardless of the budget from which they are supported, legal maintenance obligations, and other legal claims, except for the amounts provided under Art.8 para.1 of Law 416/2001 on minimum guaranteed income.
Required documents:
- copies of the identity documents of all family members;
- copy of documents attesting the status of heating aid holder (property deed, rental contract, legal authorization, etc.);
- copies of the vehicle registration certificates for owned cars (where applicable);
- supporting documents regarding incomes obtained in the month prior to filing the application (salary certificate stating YES/NO meal vouchers, vacation vouchers, pension slips, unemployment slips, etc.); for persons who have no incomes or whose amounts cannot be proven otherwise, a notarized declaration will be submitted in this sense;
- certificate issued by the owners/tenants association regarding the number and names of people actually living at the address for which heating aid is requested (for applicants submitting the application individually);
- copy of the last natural gas/electricity bill (for those requesting heating aid with gas or electricity).


The submission of application-declarations is done only once at the beginning of the season. A holder is legally entitled to only one heating aid, depending on the type of home heating (thermal energy, natural gas, electricity, solid or petroleum fuels). In the situation where families and single persons meet the conditions for granting heating aid during the cold season, the right to heating aid is established starting from the month of submitting the application, if it is submitted by the 20th of the month. Single persons and families who own assets included in the list leading to the exclusion from heating aid, provided in Annex no.4 to HG 559/2017, are NOT entitled to heating aid.

Granting of monthly allowance for child raising up to 2 years, respectively 3 years in the case of a child with disabilities*

The allowance for raising children up to 2 years old, or 3 years old in the case of a disabled child, is a form of support to which persons are entitled who, in the last 24 months prior to the child's birth, have earned income for at least 12 months from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 regarding the Fiscal Code, as subsequently amended and supplemented - income subject to taxation, or have found themselves in one or more of the situations called assimilated periods. Either of the child's natural parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.

Granting family support allowance*

The family support allowance is a form of aid for families with low incomes, up to 530 lei per family member, who are raising and caring for children up to the age of 18.
The granting of the family support allowance aims to supplement the income of families in order to ensure better conditions for the upbringing and education of children, as well as to encourage children of school age, cared for by low-income families, to attend the courses of an educational institution organized according to the law, according to art.1, para.2 of Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions.
If the family owns under ownership, rental, loan for use, or in another form of possession at least one of the goods included in the list of items that lead to the exclusion from granting social assistance, provided in art. 8, para. (2) and (3), of Law 416/2001 (Annex no. 3 of Government Decision 778/2013), it does not benefit from the allowance.

Granting the right of the person classified with severe disability with a personal assistant to employ a personal assistant, as well as monitoring the activity of personal assistants*

Persons classified with a severe disability with a personal assistant have the right to be provided with the employment of a personal assistant paid by the local public authorities, in order to facilitate equal opportunities, ensure an autonomous life, and promote social inclusion. The social benefits and vulnerable persons service has the obligation to take the necessary measures to ensure the employment of personal assistants for all persons in need, classified with a severe disability with a personal assistant, without any discrimination. The same service also monitors the activity of personal assistants.
In order to be employed as a personal assistant, the applicant must have domicile or residence in the territory of Gurahonț commune.

Granting of insertion incentive*

Eligible persons (who have earned, for 12 months out of the 2 years prior to the child's birth, income from salaries, income from independent activities, income from agricultural activities, or have found themselves in one or more of the situations known as assimilated periods) who, during the period they are entitled to benefit from childcare leave, obtain taxable income, are entitled to an insertion incentive in the monthly amount of 50% of the minimum monthly childcare allowance.
For persons who obtain taxable income at least 60 days before the child reaches the age of 2 years, or 3 years in the case of a child with disabilities, the granting of the insertion incentive is extended until the child reaches the age of 3 years, or 4 years in the case of a child with disabilities.
Either of the child's natural parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.
