According to Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian qualifications as general nurse, midwife, and nurse, in the other EU Member States.

The activities for attesting Romanian qualifications as general nurse, midwife, and nurse, in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU Member States, the countries belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles in accordance with the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. As appropriate, the attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the aforementioned Romanian qualifications, accompanied by the relevant documents, are sent through the PCUe to the county/bucharest branch of OAMGMAMR, of which the applicant is a member. If the applicant has NOT obtained the status of a member of OAMGMAMR, the application is submitted online through the PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

If the applicant does not attach all requested documents or if the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days of the notification, the applicant is required to complete the file with all requested documents. If the applicant does not comply with the deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be transmitted online to the applicants through PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.
