In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of Romanian qualification titles of general nurse, midwife and nurse, in other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife and nurse, in other EU Member States consist in the preparation and issuance of documents, hereinafter referred to as certification documents, used by the authorities of other EU Member States, the states belonging to the European Economic Area and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. Where applicable, the certification documents are certificates or recommendations.

Online applications for the issuance of the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, shall be submitted via PCUe to the county/Bucharest Municipality branch of OAMGMAMR, of which the applicant is a member. If the applicant has NOT become a member of OAMGMAMR, the application shall be submitted online via PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all requested documents. If the applicant does not meet the deadline for completion, at the expiration of the term, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the level of the specialized structure of the National OAMGMAMR, and within 90 days from the registration of the complete electronic file, will be transmitted online to the applicants through PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
