National Authority for Child Rights Protection and Adoption*

The maternal assistant is the natural person, certified under the conditions of Government Ordinance no. 27/2024, regarding the conditions for obtaining the certificate, the certification procedure, and the status of the maternal assistant, with subsequent amendments and additions, employed by the general directorate of social assistance and child protection, who ensures at their own home or, as the case may be, at their residence the upbringing, care, and education of the child during the application process of the special placement protection measure, emergency placement for the separated child, temporarily or permanently, from their parents or, as the case may be, during the respite period for another maternal assistant.
Persons interested in becoming a maternal assistant (EU citizens) shall submit to the General Directorate of Social Assistance and Child Protection in the county/sector of Bucharest municipality where they have their domicile or, as the case may be, residence, an evaluation request of their capacity, accompanied by the documents mentioned below. The certificate is issued by the Child Protection Commission in the county/sector of domicile or, as the case may be, residence.
