Registration of imported videogames on the territory of Romania*
- up to 20 videograms inclusive 75 lei/application
- between 21 and 50 videograms inclusive - 125 lei/application

- request for completion soplementing missing documents, following the rejection of the initial registration application - 10 lei. Registration of imported videotapes on the territory of Romania - in emergency regime*
For authorized natural persons or legal persons who import videograms, respectively carry out intra-Community trade activities, they are required to register all videograms in the National Register of Videograms before introducing them into the commercial circuit, according to art.23 para.1 of G.O. 25/2006 republished, amended and supplemented by G.E.O. 43/2010.
The registration documents must contain the following:

- proof of agreement from the rights holder regarding the import, distribution and commercialization of videograms on the territory of Romania, in authorized translation into Romanian
- copy of the invoice/payment order regarding the registration operation in the register.
The fees for registration operations are provided by G.D.1086/2008, as follows:
-registration invention imported on the territory of Romania
- up to 20 videograms inclusive 75 lei/request
- between 21 and 50 videograms inclusive -125 lei/request
- between 51 and 100 videograms inclusive 150 lei/request
- over 100 videograms 150 lei
- urgent fee, additional fee 300 lei

Registration of work points and/or storage spaces*
In case the registration of new work points and/or storage spaces is requested, after registration in the National Register of Phonograms, applicants shall submit the following documents:

The fees for registration operations are provided by H.G.1086/2008, and are as follows:
-registration of work point - 20 lei/work point
-registration of storage space 20 lei/storage space

-completion request for the completion of missing documents, following the rejection of the initial registration request - 10 lei.

*Replacement of the Registration Authorization in the National Register of Multipliers*
The request for the replacement of the Registration Authorization in the National Register of Multipliers is made as a result of changes to the data initially registered by the economic operator, e.g. change of company name, change of headquarters address, change of organizational form, adding activity object art.36 para.6 of G.O. no.25/2006, republished, amended and supplemented by G.E.O. no.43/2010
For the replacement of the registration authorization in the National Register of Multipliers, applicants shall submit the following applications

Form 157 and Forms 2 3 will be submitted only in case of completion with new work points/storage spaces
Form 6 will be submitted only in case of adding new activity objects.
Documents-copy of the registration certificate at the trade register office CUI
- copy of the previous registration authorization in the National Register of Multipliers and the annexes to the authorization
- copy of the invoice/payment order document certifying payment of the fees.

- replacement of registration authorization as a result of modifying the identification data of the economic operator-50 lei

*Registration in the National Videograms Register*
For film producers, registration is done according to art.23 amended from O.G. 25/2006, republished, amended and supplemented by O.U.G 43/2010. The documents for registration must contain the following:
Standard requests: Forms 1, 2
Documents: Copies of - the registration certificate at the Trade Register Office - the fiscal registration certificate only for legal entities without patrimonial purpose.
Failure to register or enroll in the national registers administered by ORDA is sanctioned with a fine from 2000 lei to 10,000 lei.
*Registration of cinematographic films produced on the territory of Romania - in emergency mode*
Authorized natural persons and legal entities, registered in the National Registry of Videograms, who import or produce videograms, are obligated to register all videograms in the mentioned registry, according to art.23 para.1 of G.O. 25/2006 republished, amended and supplemented by G.E.O.43/2010.
Authorized natural persons or legal entities, who produce cinematographic films on the territory of Romania as videograms, are obliged to register all videograms in the National Registry of Videograms, before introducing them into the commercial circuit.
The documents must contain the following:

Documents - the certificate of registration of the applicant in the Cinematography Registry; - the certificate of classification of the cinematographic film, issued by the Cinematography Registry; - invoice/payment order, according to Decision no.1086/10.09.2008.
The fees for registration operations are provided by G.D.1086/2008, being the following:
- registration of videograms containing cinematographic films - 50 lei/request
- emergency fee, additional tariff of 300 lei;
- request for completion of missing documents, following the rejection of the initial registration request - 10 lei.
Payment is made at the ORDA cashier at Calea Victoriei no. 118, floor 5, sector 1, Bucharest, or in the account RO67TREZ7015005XXX000157, opened at the Treasury Sector 1, Bucharest, CUI 4266995.
Failure to register or enroll in the national registries managed by ORDA is sanctioned with a fine from 2000 lei to 10,000 lei.
*Registration in the National Register of Private Copy - urgent procedure*
For imported media and devices, registration decorations is done according to pt.1 of Decision 89/30.07.2004.
The documents for registration must include the following:
- Forms F1, F2, F23.
Copies of:
- the registration certificate from the Trade Register Office;
- the tax registration certificate (only for non-profit legal entities);
- excerpt from the statute or company contract regarding the object of activity (import and/or production of devices and/or media) of the legal entity;
- invoice/payment order regarding the payment for the operation of registration in booth.
The deadlines for processing the requests are provided by pt.3 para.(1) of Decision 89/30.07.2004 and the Order of the Minister of Culture, Religious Affairs and National Heritage no.2029/2009.
The tariffs for registration operations are provided by H.G.1086/2008 and the Order of the Minister of Culture, Religious Affairs and National Heritage no.2029/2009, as follows:
- issuing the certificate of registration for authorized individuals or legal persons – 100 lei;
- replacement of the registration certificate following changes in the identification data of the economic operator – 25 lei;
- urgent fee, additional tariff – 300 lei;
- completion request (for completing missing documents, following the rejection of the initial registration request) -10 lei.
During the conduct of the activities for which they were registered in the National Register of Private Copy, importers and manufacturers of media and devices for which the compensatory remuneration for private copy registered in the register is owed, are obligated to submit to ORDA the following documents:
- list comprising the devices and media manufactured and the number of units, as well as the main identification elements;
- proof of legal import performed;
- list of invoiced, imported or manufactured products in Romania (to be submitted monthly) and to allow access for ORDA representatives to documents necessary for identifying the number of media and devices invoiced, imported, or manufactured.
*Registration of cinematographic films produced on the territory of Romania*
Authorized natural persons and legal entities, registered in the National Register of Videograms, who import or produce videograms, are obliged to register all videograms in the aforementioned register, according to art.23 para.1 of O.G. 25/2006 republished, amended and supplemented by O.U.G.43/2010.
Authorized natural persons or legal entities who produce cinematographic films on the territory of Romania videograms have the obligation to register all videograms in the National Register of Videograms, before introducing them into the commercial circuit. The documents must contain the following:
Standard application forms – Form 15
Documents – the registration certificate of the applicant in the Cinematography Register; – the classification certificate of the cinematographic film, issued by the Cinematography Register; – invoice/payment order, according to Decision no.1086/10.09.2008.
The fees for registration operations are provided by H.G.1086/2008, as follows:
– registration of videograms containing cinematographic films – 50 lei/application
Payment is made at the ORDA cashier at Calea Victoriei no. 118, 5th floor, sector 1, Bucharest, or in the account RO67TREZ7015005XXX000157, opened at the Treasury Sector 1, Bucharest, CUI 4266995.
Failure to register or failure to enter into the national registers administered by ORDA is sanctioned with a fine from 2,000 lei to 10,000 lei.
*Registration of video game products on the territory of Romania - emergency procedure*
Authorized natural persons and legal entities, registered in the National Video Recording Register, who import or produce videograms, are obliged to register all videograms in the mentioned register, according to push.23 para.1 of G.O. 25/2006 republished, amended and supplemented by G.E.O.43/2010.
Authorized natural persons or legal entities, who produce videograms on the territory of Romania, are obliged to register all videograms in the National Videogram Register before introducing them into the commercial circuit.
The documents must contain the following:

Documents – one copy of the videogram shall be submitted within 30 days from the date of issuance of the certificate – copy of the invoice/payment order.
The fees for registration operations are provided by H.G.1086/2008, being the following
- registration of videograms produced on the territory of Romania - 100 lei/videogram title
- emergency fee, additional charge ndash 300 lei
- application for completion for supplementing missing documents, following type initial registration request rejection -10 lei.
Registration of intermediary/multiplication activities for exempted products*
For registration in the National Register of Multipliers, authorized individuals or legal entities engaged in intermediation/multiplication of exempted products, outside Romania, of phonogram, videogram, or computer program multiplication services on optical discs, audio cassettes, or video cassettes, as applicable, intended for distribution to the public, shall submit the following standard requests and documents:

Documents:
- copy of the certificate of registration at the trade registry office (CUI);
- copy of the document (invoice/payment order) certifying payment of fees.
Fees:
- issuance of the registration authorization for economic operators intermediating optical disc, audio cassette, and video cassette multiplication services-350 lei;
- registration of work points and storage spaces-50 lei/work point or storage space;
- request for completion (for cases of incomplete files)-10 lei.
*Renewal/extension of the Authorization for registration in the National Register of Multipliers*
The request for renewal (extension) of the Registration Authorization in the National Register of Multipliers is performed before the expiration date of the previous authorization and involves the issuance to the applicant of a new authorization with the existing data in the Office's database.
The validity period of the Registration Authorization in the National Register of Multipliers is one year from the date of issuance. (art.36 para.5 of Government Ordinance no.25/2006, republished, amended and supplemented by Emergency Government Ordinance no.43/2010)
For the renewal of the registration authorization in the National Register of Multipliers, applicants shall submit the following standard requests and documents:
Standard request: Form F4
Documents:
-copy of the registration certificate at the Trade Register Office (CUI);
-copy of the registration authorization in the National Register of Multipliers and the annexes of the authorization;
-copy of the document (invoice/payment order) certifying payment of the fees.
*Registration in the National Registry of Works*
Registration in the National Register of Works is optional and is subject to a fee, according to the methodological norms and tariffs established by Government decision, according to art.148 para.(1) of Law no. 8/1996, with subsequent amendments and completions.
Required documents:
Standard application: “Registration of works in the National Register of Works – Form 24” shall be filled out in 2 copies.
Documents:
Copies of:
- invoice/payment order regarding the payment for the registration operation in the register, according to Government Decision 1086/10.09.2008 and Order of the Minister of Culture, Religious Affairs and National Heritage no. 2029/2009;
- one copy of the work registered on optical support or on paper support, in appropriate formats.
Tariffs for the registration operation are provided by Government Decision 1086/2008 and Order of the Minister of Culture, Religious Affairs and National Heritage no.2029/2009, as follows:
- registration of works – 100 lei/work;
- rectification of registration data for works – 50 lei/application;
- emergency fee, additional charge – 300 lei;
- completion request (for completing missing documents, following King the rejection of the initial registration request) – 10 lei.
Processing time for applications is 30 working days.
*Deregistration of working points and/or storage spaces*
This procedure cannot be carried out through the electronic PCU. It is for informational purposes only. If the deletion of work points and/or storage spaces previously registered with O.R.D.A. is requested, applicants must submit the following documents:

No fees are charged for the operation of deleting work points/storage spaces from the national registers managed by ORDA.
*Registration in the National Registry of Computer Programs - urgent procedure*
For producers/importers, distributors/traders/those who rent software, registration is done in accordance with art.35 of O.G. 25/2006, republished, amended and supplemented by O.U.G 43/2010.
The registration documents must contain the following:
Standard application forms 1,2;
Photocopies of:
- the registration certificate from the Trade Registry Office;
- the fiscal registration certificate only for legal entities without patrimonial purpose;
- invoice/payment order regarding the payment for the registration operation in the registry.
The fees for registration operations are provided by H.G.1086/2008, being the following:
- registration of software production activity 50 lei;
- registration of work point 20 lei-registration of storage space 20 lei;
- urgent fee, additional charge 300 lei;
- application for completion to supplement missing documents, following rejection of the initial registration request 10 lei.
Payment can be made at the ORDA cashier on Calea Victoriei no. 118, 5th floor, district 1, Bucharest, or in account RO67TREZ7015005XXX000157, opened at the Treasury Sector 1, Bucharest, CUI 4266995.
*Renewal of the Registration Certificate in the National Registry of Phonograms - expedited processing*
The renewal of certificates based on new registrations and entries is carried out under the conditions of art.36 para.6 of O.G. 25/2006. The validity period of the registration certificate in the National Register of Phonograms is 1 year from the date of issuance, according to art.36 para.5 of the Ordinance.
The certificate renewal can only be done if its validity period has not been exceeded and the information contained in the valid Certificate/Certification as well as in the corresponding Annexes has not been changed.
The documents for registration must contain the following:
Standard requests: Form 4;
Documents: copies of:
- copy of CUI;
- previous certificate and its Annexes, issued by the Romanian Office for Copyright;
- copy of invoice/payment order regarding the payment for the registration operation in the register.
The fees for registration operations are stipulated by H.G.1086/2008, as follows:
- issuance of a new registration certificate due to expiration of the previous certificate's validity 25 lei/activity,
- if the certificate has expired 50 lei per activity, 20 lei/work point, 20 lei/storage space,
- if registration of a new activity is requested 50 lei.
- additional fee of 300 lei, related to urgent registration.
Payment is made at the ORDA cashier's office at Calea Victoriei no. 118, 5th floor, sector 1, Bucharest, or in account RO67TREZ7015005XXX000157, opened at the Treasury Sector 1, Bucharest, CUI 4266995.
*Registration of phonograms imported into the territory of Romania*
For authorized individuals or legal entities who import phonograms or carry out intra-community trade activities, there is an obligation to register all phonograms in the National Phonogram Register before introducing them into the commercial circuit, according to art.9 para.1 of O.G. 25/2006 republished, as amended and supplemented by O.U.G. 43/2010.
The documents for registration must contain the following:
Standard requests: Form 7;
Copies of documents:
-the document proving the rights holder's agreement regarding the import, distribution, and commercialization of phonograms on the territory of Romania, with certified translation into Romanian;
-copy of invoice/payment order regarding the registration operation in the register.
The fees for registration operations are provided by H.G.1086/2008, as follows:
-registration of imported phonograms or ones introduced into the commercial circuit on the territory of Romania-up to 20 phonogram titles inclusive = 50 lei/request;
-between 21 and 50 phonogram titles inclusive = 75 lei/request;
-between 51 and 100 phonogram titles inclusive = 100 lei/request;
-over 100 phonogram titles = 150 lei/request;
-request for completion to supply missing documents, following the rejection of the initial registration request -10 lei.
Payment is made at the ORDA cashier on Calea Victoriei no. 118, 5th floor, sector 1, Bucharest, or to account RO67TREZ7015005XXX000157, opened at Treasury Sector 1, Bucharest, CUI 4266995.
*Renewal of the Certificate of Registration in the National Phonograms Register*
The renewal shortly based on new registrations and entries is carried out under the conditions of art.36 para.6 of G.O. 25/2006. The validity period of the registration certificate in the National Phonogram Register is 1 year from the date of issuance, according to art.36 para.5 of the Ordinance.
The renewal of the certificate can only be done if its validity period has not expired and the data contained in the Valid Certificate/Attestation and in the corresponding Annexes have not been modified.
The documents for registration must contain the following:
Standard requests: Form 4;
Copy documents:
- copy of CUI;
- previous certificate and its Annexes, issued by the Romanian Copyright Office;
- copy of the invoice/payment order regarding payment for the registration operation in the register.
The fees for registration operations are provided by G.D.1086/2008, being as follows:
- issuance of a new registration certificate as a result of the expiration of the validity period of the previous certificate 25 lei/activity,
- if the certificate has expired 50 lei per activity, 20 lei/work station, 20 lei/storage space,
- in case a new activity registration earning class is requested 50 lei.
Payment is made at the ORDA cashier on Calea Victoriei no. 118, 5th floor, sector 1, Bucharest, or in the account RO67TREZ7015005XXX000157, opened at the Treasury Sector 1, Bucharest, CUI 4266995.
*Registration of phonograms produced on the territory of Romania - emergency procedure*
Authorized natural persons and legal entities, registered in the National Register of Phonograms, who produce phonograms, are obliged to register all phonograms in the mentioned register, according to art.9 para.1 of G.O. 25/2006.
Authorized natural persons or legal entities, who produce phonograms on the territory of Romania, have the obligation to register all phonograms in the National Register of Phonograms, before introducing them into the commercial circuit, according to art.9 para.1 of G.O. 25/2006 republished, amended and supplemented by G.E.O. 43/2010.
The documents for registration must contain the following:
Standard requests - Forms 5, 6:
Documents - copy of invoice/payment order;
- one copy of the phonogram must be submitted within 30 days from the date of issuance of the certificate.
The fees for registration operations are provided by H.G.1086/2008, being as follows:
- registration of phonograms produced on the territory of Romania - 50lei/phonogram title;
- urgent fee, additional fee 300 lei;
- request for completion of missing documents, following the rejection of the initial application for registration - 10 lei.
Payment is made at the ORDA cashier's office at Calea Victoriei no. 118, 5th floor, sector 1, Bucharest, or in the account RO67TREZ7015005XXX000157, opened at the Treasury Sector 1, Bucharest, CUI 4266995.
*Deregistration of work points and/or storage spaces*
In case the deregistration of work points and/or storage spaces that were previously registered with O.R.D.A. is requested, applicants will submit the following:

No fees are charged for deregistration operations.
*Registration of computer programs produced for commercialization on the territory of Romania*
Renewal/extension of the registration certificate in the National Phonograms Register*
The request for renewal of the registration certificate in the National Register of Phonograms is made until the expiration date of the previous certificate and involves the issuance of a new certificate with the existing data in the database.
The validity period of the registration certificate in the National Register of Phonograms is 1 year from the date of issuance, according to art.36 para (5) of the Ordinance.
The replacement of the registration certificate in the National Register of Phonograms is carried out when there are changes (e.g. headquarters, company name, addition of business activity) and/or additions to the documents on the basis of which the initial registration was made, according to art.36 para.(6) of the Ordinance.
The documents for registration must contain the following:

- modification documents (e.g.: headquarters, change of organizational form, etc.) and/or additions to the documents on the basis of which the registration was made

- copy of invoice/payment order regarding payment for the registration operation in the register.
The fees are as follows:
- Certificate renewal - 25 RON / activity
- Certificate replacement - 50 RON
- modification of economic operator data; for adding a work point/storage space - 20 RON / work point/storage space.
Registration in the National Register of Videograms - urgent processing*
Registration is done according to art.23, as amended from O.G. 25/2006, republished, modified and completed by O.U.G 43/2010.
The documents for registration must contain the following:
Standard application forms 1, 2
Documents: Copies of - the registration certificate from the Trade Register Office; - the tax registration certificate only for non-profit legal entities.
*Changing the registration in the National Register of Videograms*
The change of registration in the National Register of Videograms is carried out when there are modifications, for example, headquarters, company name and/or additions to the documents based on which the initial registration was made, according to art.36 para.6 of the Ordinance.
The documents for registration must contain the following:
Standard requests - Form F4
Documents: Copies of documents of modification, for example, headquarters, change of organizational form, etc. and/or completion of documents based on which the registration was made - CUI copy.
*Renewal/Replacement of the registration certificate in the National Register of Phonograms - in emergency regime*
The request for renewal of the registration certificate in the National Register of Phonograms is made until the date of expiration of the previous certificate and entails the issuing of a new certificate with the existing data in the database. The validity period of the registration certificate in the National Register of Phonograms is 1 year from the date of issuance, according to art.36 par.5 of the Ordinance.
The replacement of the registration certificate in the National Register of Phonograms is carried out when there are changes, for example, headquarters, company name, addition of object of activity and/or completions of the documents based on which the initial registration was made, in accordance with art.36 par.6 of the Ordinance.
The documents for registration must contain the following:

Documents: Copies of:
-documents of modification, for example headquarters, change of form of organization etc. and/or completion of documents based on which the registration was made

-previous certificate and its Annexes, issued by the Romanian Copyright Office, the original will be submitted at the time of collecting the new certificate
-copy of the invoice/payment order regarding payment for the registration operation in the register.
The fees for the registration operations are provided by H.G.1086/2008 and Order no. 2029/2009, as follows:
-issuance of a new registration certificate, until the expiry date of the previous certificate validity 25 lei/activity
-if the certificate has expired 50 lei per activity, 20 lei/working point, 20 lei/storage space
-replacement of the registration certificate as a result of changing the identification data of the economic operator-50 lei
-in case registration of a new activity is requested if the initial certificate has not expired 50 lei
-express fee/additional request fee 300 lei.
*Renewal of the Registration Certificate in the National Register of Computer Programs - urgent procedure*
The request for renewal of the registration certificate in the National Register of Computer Programs must be made before the expiration date of the previous certificate and involves the issuance of a new certificate with the existing data in the database. The validity period of the registration certificate in the National Register of Computer Programs is 1 year from the date of issuance, according to art.36 para. 5 of the Ordinance.
The renewal of the registration certificate in the National Register of Computer Programs can only be done if the validity period has not been exceeded and the information contained in the valid Certificate/Attestation as well as in the corresponding Annexes has not been changed.
The documents for renewal must contain the following:
Standard application – Form 4;
Copies of documents:
- copy of CUI;
- previous certificate and its Annexes, issued by the Romanian Copyright Office;
- invoice/payment order regarding the payment for the registration operation in the register.
The fees for renewal operations are provided by H.G.1086/2008 and Order no. 2029/2009, as follows: issuance of a new registration certificate, before the expiration date of the validity period of the previous certificate 25 lei/activity – if the certificate has expired 50 lei per activity, 20 lei/branch, 20 lei/storage space;
in case the registration of a new activity is requested, if the initial certificate has not expired 50 lei
-emergency fee/application additional fee 300 lei.
*Replacement of the Registration Certificate in the National Register of Phonograms - in emergency regime*
The validity period of the registration certificate in the National Register of Phonograms is 1 year from the date of issuance, according to art.36 paragraph 5 of the Ordinance.
The renewal of the registration certificate in the National Register of Phonograms, within its validity period, is done following the change of the headquarters address, the modification of the company name, the modification of the company’s organizational form, the addition/removal of an activity.
Registration documents must contain the following:

Forms 2, 3 will be submitted only in case of adding new work points/storage spaces, or in case of removal of work points/storage spaces.
Documents Copies of:
- the modification documents, e.g. headquarters, change of organizational form, etc. and/or the completion of documents based on which the registration was performed
- copy of CUI;
- previous certificate and its Annexes, issued by the Romanian Office for Copyright
- copy of invoice/payment order regarding the payment made for the registration operation in the register.
The fees for registration operations are provided by H.G.1086/2008, and are as follows
- if the certificate has expired 50 lei per activity, 20 lei/work point, 20 lei/storage space,
- renewal of the registration certificate due to changes in the economic operator's identification data - 50 lei,

*Renewal/Replacement of the registration certificate in the National Register of Phonograms*
The request for renewal of the registration certificate in the National Register of Phonograms is made until the expiration date of the previous certificate and involves issuing a new certificate with the data existing in the database. The validity period of the registration certificate in the National Register of Phonograms is 1 year from the date of issuance, according to art.36 para. 5 of the Ordinance.
The replacement of the registration certificate in the National Register of Phonograms is carried out when there are changes, for example, headquarters, company name, addition of scope of activity and/or additions to the documents based on which the initial registration was made, in accordance with art.36 para.6 of the Ordinance.
The registration documents must contain the following:

*Registration of videogames produced on the territory of Romania*
Authorized natural persons and legal entities, registered in the National Register of Videograms, who import or produce videograms, are obliged to register all videograms in the mentioned register, according to art. 23 para. 1 of the Government Ordinance 25/2006 republished, amended and supplemented by Emergency Government Ordinance 43/2010.
Authorized natural persons or legal entities, who produce videograms on the territory of Romania, are obliged to register all videograms in the National Register of Videograms, before introducing them into the commercial circuit.
The documents must contain the following:

*Registration of phonograms produced on the territory of Romania*
Authorized natural persons and legal entities, registered in the National Registry of Phonograms, who import or produce phonograms, are required to register all phonograms in the aforementioned registry, according to art.9, paragraph 1 of G.O. 25/2006.
Authorized natural persons or legal entities, who produce phonograms on the territory of Romania, have the obligation to register all phonograms in the National Registry of Phonograms, before introducing them into the commercial circuit, according to art.9, paragraph 1 of G.O. 25/2006, republished, modified and supplemented by G.E.O. 43/2010.
The documents for registration must contain the following:

- copy of the invoice/payment order;
- one copy of the phonogram must be submitted within 30 days from the date of issuance of the certificate

*Registration of imported phonograms on the territory of Romania - urgent procedure*
For authorized natural persons or legal entities who import phonograms, respectively carry out intra-community trade activities, they are required to register all phonograms in the National Phonogram Register before introducing them into the commercial circuit, according to art. 9 para. 1 of O.G. 25/2006 republished, amended and supplemented by O.U.G. 43/2010.
The documents for registration must contain the following:

-the supporting document proving the agreement of the rights holder regarding the import, distribution and commercialization of phonograms on the territory of Romania, accompanied by an authorized translation in Romanian;

-registration of imported phonograms or introduced into the commercial circuit on the territory of Romania - up to 20 phonogram titles inclusive = 50 lei/request;

-between 51 and 100 phonogram titles inclusive = 100 lei/request;
-over 100 phonogram titles = 150 lei/request;

In the event that individuals obtain other spaces for carrying out the manufacturing and storage activities of the media and devices for which the compensatory remuneration for private copying is owed, they are required to declare the new spaces to ORDA before actually starting their activity.

The replacement of the Registration Certificate in the National Registry of Computer Programs, during the validity period, is requested as a result of a change of address, company name modification, change of the company’s form of organization, addition/removal of an activity object.

In case the registration of new working points and/or storage spaces is requested, after registration in the National Registry of Software Programs, applicants shall submit the following documents:

*Registration of computer programs imported into the territory of Romania - under emergency procedure*
Record of multiplication activities*
For registration in the National Register of Multipliers, authorized natural persons or legal entities carrying out activities of multiplying phonograms, videograms and/or computer programs on optical discs, audio cassettes or video cassettes, as the case may be, intended for distribution to the public, shall submit the following standard applications and documents:
- Standard applications: Forms 1, 2, 18
- copy of the registration certificate at the Trade Register Office (CUI);
- copy of technical specifications or authorized technical expert reports concerning the industrial nature of the multiplying equipment;
- copy of the document (invoice/payment order) attesting the payment of the fees.
Fees:
- issuance of the registration authorization for optical disc multipliers - 500 lei;
- issuance of the registration authorization for audio cassette and video cassette multipliers - 350 lei;
- registration of work points and storage spaces - 50 lei/work point or storage space;
- application for completion (for incomplete files) - 10 lei.
Release of holographic markings*
According to the provisions of Government Ordinance no. 25/2006 regarding the strengthening of the administrative capacity of the Romanian Copyright Office, as updated, natural or legal persons who have obtained the certificate of registration of phonograms/videograms in the National Register of Phonograms/Videograms may request the Romanian Copyright Office to issue holographic markings, through a standard application in which the titles of the phonograms/videograms for which the issuance of holographic markings is requested are obligatorily mentioned.
Required documents: Forms 16, 17.
*Registration in the National Register of Private Copy*
For imported supports and devices, the registration is done according to item 1 of Decision 89/30.07.2004. The documents for registration must contain the following:

Documents: Copies of:
- the registration certificate from the Trade Register Office;
- the tax registration certificate (only for legal persons without patrimonial purpose);
- excerpt from the statute or company contract regarding the object of activity (import and/or production of devices and/or supports) of the legal entity;
- invoice/payment order regarding the payment made for the registration operation in the register.
The deadlines for resolving applications are provided in item 3 paragraph (1) of Decision 89/30.07.2004 and the Order of the Minister of Culture, Religious Affairs and National Heritage no.2029/2009. The fees for registration operations are provided by H.G.1086/2008 and the Order of the Minister of Culture, Religious Affairs and National Heritage no.2029/2009, as follows:
- issuing the registration certificate for authorized individuals or legal entities – 100 lei;
- replacement of the registration certificate following changes in the identification data of the economic operator – 25 lei;
- urgent fee, additional charge – 300 lei;
- completion request (for supplementing missing documents, following the rejection of the initial registration request) – 10 lei.
During the activities for which they were registered in the national Private Copy Register, importers and manufacturers of supports and devices for which the compensatory remuneration for private copy is owed and who are registered in the register, have the obligation to submit the following documents to ORDA:
- list including the devices and supports manufactured and the number of copies, as well as the main identification elements;
- proof of legally performed import;
- list regarding refactured, imported or manufactured products in Romania (submitted monthly) and to allow access for ORDA representatives to the necessary documents for identification of the number of supports and devices invoiced, imported or manufactured.
*Replacement of the registration certificate in the National Register of Computer Programs*
The validity period of the registration certificate in the National Register of Computer Programs is 1 year from the date of issuance, according to art.36 para. 5 of the Ordinance.
The replacement of the Registration Certificate in the National Register of Computer Programs, during its validity period, is requested as a result of change of registered office address, change of company name, change in the form of company organization, addition/removal of an activity object.

- the document proving the agreement of the holder of copyright on the computer programs or a declaration on own responsibility from the author of the programs;
- the model of the license granted in Romania to users of computer programs;

- if the computer program is not produced for commercialization through specialized stores, a declaration on own responsibility regarding the excepted programs according to art. 31 para. 1 of OG.25/2006 will be filled and submitted
