*National Assessment of 8th grade students*
The National Evaluation for eighth grade students represents the method of external summative assessment of the competencies acquired during lower secondary education.
The exam takes place annually, in a single session. Both candidates from state education and those from private education have the right to take the NE free of charge.
The average obtained at NE VIII is a decisive criterion for admission to high school education.
The national coordination of the planning, organization, and administration of NE VIII, as well as the utilization of its results, is ensured by the Ministry of Education through the National Center for Assessment and Examination (CNEE).
The development of specific assessment procedures is carried out by CNEE, following consultation with the specialized departments of the ministry.

*The National Program "High School Money"*
The Ministry of Education has been running for over 12 years the national social protection program "High School Money", through which it provides financial support for students in high schools and art and vocational schools.
For students who wish to obtain this financial support, we have launched the High School Money portal, which, together with the discussion forum dedicated to this national program, represents an effective means of information.
The beneficiaries are students who are dependents of families whose gross monthly income per family member, achieved in the last 3 months prior to submitting the application, is a maximum of 500 lei, as well as students who benefit from a protection measure or are under guardianship or trusteeship, provided the above-mentioned income condition is met.
The documents will be submitted as copies, provided that, when submitting the application, the applicant also presents the original documents.
IMPORTANT!
By adopting Government Decision 712/2018 (attached), starting with the 2018-2019 school year, each beneficiary will receive monthly, for the entire duration of the courses, in the situation of fulfilling all the stipulated legal conditions, the amount of 250 lei/month.
Besides the indexing of this amount (from 180 lei/month), the maximum threshold for granting the scholarship was also increased from 150 lei to 500 lei/family member, given the need to correlate the support threshold with the current economic situation.

*The School after School program*
The "School after School" Program (ȘDȘ) is a program complementary to the mandatory school curriculum, which offers opportunities for formal and non-formal learning, for consolidating competences, remedial learning, and accelerated learning through educational, recreational, and leisure activities, and is addressed to both primary and secondary school students.
The SDS Program can be carried out before or after the mandatory school hours (depending on the schedule of each level of study), at the school, if it possesses the necessary material and human resources to organize this program.
In primary education, the SDS program includes activities with specialized support (supervision and guidance in doing homework, recovery for students with cognitive, emotional difficulties, speech disorders through remedial activities, counseling, speech therapy, activities to encourage independent reading, etc.), workshops/thematic activities, and other recreational activities.
Each school, depending on the target group, forms modules of activity packages, by combining the activities mentioned above.
In secondary education, the SDS program includes the package of activities for accelerated learning and performance (preparation for participation in competitions and school olympiads, sports, artistic, subject competitions, participation/organization of festivals, exhibitions, the production of school publications, participation in European cooperation activities), the support activity package (providing psycho-pedagogical assistance for recovering learning gaps, support activities for doing homework, remedial activities, psychological counseling) and the package for preparation for life (organization of personal development activities, activities aimed at developing an active attitude and student involvement, a healthy lifestyle, career education, etc.).
The program can be organized modularly, on time units established at the level of the educational institution, depending on the target group and identified needs, by combining activity packages oriented towards the development of transferable competences.
The program is carried out in groups of students (maximum 12 students), formed according to the identified options and needs. The activities are designed, organized, and supported by primary and secondary education teachers, counselors, support teachers, librarians, speech therapists, lab assistants, pedagogues, coaches, school mediators, volunteers from the school, and from accredited partner institutions and organizations.

The program offers these categories of people the possibility to continue and complete compulsory education without having to interrupt their professional or family activities in which they may be involved.
The program is structured on two levels: Second Chance – primary education and Second Chance – lower secondary education – the latter also having a vocational training component.
There is no upper age limit for those who wish to enroll in this program. The condition is that they must be at least 4 years older than the appropriate age for the class and who are in the following situations:
For the Second Chance – primary education program:
- have not participated at all in formal – school – education;
- were enrolled, but dropped out of primary education – regardless of the time or reasons for dropping out;
- did not complete primary education by the age of 14.
For the Second Chance – lower secondary education program:

The Second Chance program is a flexible program, so as to motivate students and determine them to complete it, to offer schools more autonomy regarding its implementation, but also the necessary support for all those involved, through teacher training programs and educational materials for students and teachers. Through the program, innovative elements have been introduced in the educational process, such as: modular curriculum and credit system for basic education, assessment, certification and recognition of previously acquired competences by students, ensuring an individualized training program.
Enrollment in the Second Chance program can be done each year, in two sessions: October and February.
Students enrolled in the program can have very different levels and expectations. The new program ensures a transparent offer of modules that students can follow in order to develop competences, as a result of participating in cooperative learning activities, in real contexts, and with tasks and topics that address their interests and needs.
Learning will take place in small groups (8-15 students in each class). Courses can be held after several timetable options (during the week in the afternoon or evening, on Saturday or during school holidays, etc.) depending on the possibilities of the students and teachers. Hours for individual counseling are planned at the students' disposal.
The program has a flexible duration. The average duration of schooling (2 years for primary education, respectively 4 years for lower secondary education) can be shortened for each student, depending on the competences demonstrated, both in basic education and in vocational training.
Graduates have the right to continue their studies, according to the law, as follows:
Graduates of the Second Chance Program – primary education can pursue studies in lower secondary education;
Graduates of the Second Chance Program – lower secondary education can pursue studies in upper secondary education (upper cycle of high school) or can undertake practical training stages, after which they have the possibility to obtain a level 3 vocational qualification certificate as well.

*Special education*
Special and special integrated education is an integral part of the Romanian national education system and offers all children/pupils/young people educational programs adapted to their degree of deficiency and their development needs.
It is organized at all levels of pre-university education, depending on the type and degree of disability, as follows: mental, hearing, visual, locomotor, associated.
Inclusive education was adopted in Romania as early as the 1990s through respecting diversity, initiating and practically achieving access and participation in education and social life for all categories of children. Today, approximately half of students with disabilities are educated in mainstream education.
The legislation in the field of special education was designed to respond to a wide and very varied spectrum of special situations. Taking this reality into account, special, special integrated, and inclusive education has been organized at all levels of pre-university education, according to the type and degree of disability.
Special education institutions for pupils with sensory impairments apply the curriculum of mainstream schools. These institutions retain only the structure and form of organization according to the special education system, while the content, schooling, and specialization are similar to those of mainstream schools. Special technological high schools, high school classes, and special post-secondary classes are organized following the model of the mainstream school (content, profiles, specializations, outcomes, objectives and/or competences). Strategies, methods, and teaching/learning modalities remain specific to these institutions.
Upon graduation, pupils of these special education units take national exams (tests, baccalaureate or graduation exams) just like all graduates of mainstream education. For them, facilities and adaptations are stipulated in the methodologies for the organization and conduct of exams.
For each pupil with severe, profound, or associated impairments, a personalized intervention plan is developed with objectives specific to the individual psycho-developmental needs and possibilities.
Pupils with special educational needs benefit from adaptations to examination procedures also in the case of current evaluations.
*Certification of the qualification of secondary school graduates, technological branch*
This methodology includes rules for the organization and conduct of the certification exam for graduates of high school education, technological stream, hereinafter referred to as the certification exam, for obtaining the qualification certificate, in accordance with art. 31 para. The filling as available places, after completing the re-enrollment process, will generally be made in descending order of age groups, as follows: large group (children aged 5), middle group (children aged 4), and small group (children aged 3). Based on Government Decision no. 1.252/2012 and within the available places, children aged between 2 and 3 may also be enrolled in the small group.
If, in an educational unit, the number of enrollment requests is greater than the number of available places, general and specific selection criteria will be applied, successively.
The general selection criteria are the following:
- existence of a document proving that a child is an orphan of both parents (children from an orphanage/a placement center/family placement are assimilated to the situation of a child orphaned by both parents);
- existence of a document proving that the child is an orphan of one parent only;
- existence of a brother/sister enrolled in the respective educational unit;
- existence of a medical certificate attesting the child's disability degree.
Specific selection criteria (drawn up by each preschool educational unit, approved by its Board of Administration, and endorsed by the County/Bucharest School Inspectorate by May 18) cannot be discriminatory and cannot include pre-enrollment lists. Also, specific selection criteria shall be applied only after the general criteria have been exhausted.
To ensure the transparency of the re-enrollment/enrollment process, the management of preschool educational units will visibly display, for all interested parties, the following information:
- the institution's capacity (the number of children for which it was designed);
- the number of places approved through the school plan for the 2018-2019 school year (by age groups: small, middle, large);
- the general and specific criteria for children's enrollment;
- the number of children re-enrolled/enrolled daily (within the set period) out of the total available.

Post-secondary education is organized in post-secondary schools, within high schools with legal personality, or in colleges within accredited higher education institutions.
Schooling in state post-secondary education is financed from the assignee budgets of the administrative-territorial units, from the amounts allocated from state budget revenues and from local budget revenues. Schooling can also be financed by applicants, natural or legal persons, through a contract concluded with the educational unit that ensures the schooling.
Credits for education and professional training obtained in post-secondary education may be recognized for graduates with a baccalaureate diploma by universities, based on the decisions of the university senate, as transferable study credit units for the bachelor's level.
