Operational procedure regarding the automatic recognition by Alexandru Ioan Cuza University of Iași of the doctoral diploma and the doctoral title obtained in accredited higher education institutions from abroad*
This procedure establishes the manner in which the automatic recognition is carried out by the “Alexandru Ioan Cuza” University of Iași of the doctoral diploma and the title of doctor in sciences or in a professional field obtained in accredited higher education institutions abroad, with respect for the principle of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force.
The procedure applies to Romanian citizens and citizens from member states of the European Union, the European Economic Area, and the Swiss Confederation who obtained the doctoral diploma and the title of doctor in:
- accredited institutions of higher education or research and development in the member states of the European Union, the European Economic Area, and the Swiss Confederation;
- accredited institutions of higher education or research and development included in the “List of prestigious universities from other states”, approved by OMECTS no. 5825/2016 and periodically updated, for the purpose of establishing on the territory of Romania;
- accredited institutions of higher education or research and development that are subject to an international convention of mutual recognition, concluded at governmental or inter-university level.
The recognition of the doctoral diploma and the title of doctor in sciences or in a professional field is made only for the purpose of registration for postgraduate programs, obtaining habilitation, occupying a teaching or research position within the “Alexandru Ioan Cuza” University of Iași. Occupying a teaching position in the Romanian higher education system is carried out according to the legal regulations in force.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 para (1) and (2) of Law no. 1 of 2011 on National Education apply directly:
(1)Reserved, vacant or temporarily vacant teaching positions are filled with priority by tenured teaching staff of the institution or by associated teaching staff, paid by the hour, according to this law.
(2)The employment of specialists with recognized scientific and professional value in the field from the country or from abroad, as invited associated teaching staff, is endorsed by the department council and approved by the board of administration.
Submission of the file:
The file may also be submitted to the Registry of the “Alexandru Ioan Cuza” University of Iași, Monday to Friday, between authorized hours 08.00 - 16.00, and will be forwarded to the Bureau for Doctoral University Studies or may be sent by mail to the address: “Alexandru Ioan Cuza” University of Iași, Bulevardul Carol I no. 11, postal code 700506, Iași, Romania.
The resolution deadline is 40 days from the date of its registration. This deadline is extended in justified cases, with the applicant informed in writing. The commission may request additional documents from the diploma holder, in which case the resolution deadline is extended by 30 days from the date of file completion.
Procedure regarding the automatic recognition by Alexandru Ioan Cuza University of Iași of academic teaching positions in higher education obtained in accredited higher education institutions abroad*
This procedure establishes the way in which "Alexandru Ioan Cuza" University of Iași carries out the automatic recognition of teaching positions obtained in accredited higher education institutions abroad, in compliance with the principles of legality, university autonomy, transparency, responsibility, and the current ethical and deontological norms.
The procedure applies to Romanian citizens and citizens of member states of the European Union, the European Economic Area, and the Swiss Confederation who have obtained a teaching position in:
- accredited institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;
- accredited institutions included in the “List of prestigious universities from other countries,” approved by OMECTS no. 5825/2016 and periodically updated, in view of establishment on the territory of Romania;
Teaching positions obtained at other accredited higher education institutions than those mentioned above are recognized only on the basis of an international reciprocal recognition agreement, concluded at the intergovernmental or inter-university level.
Automatic recognition of teaching positions obtained abroad may occur in the case of participating in a competition for occupying a teaching post, or other teaching activities carried out within "Alexandru Ioan Cuza" University of Iași.
Only in the case of temporary exercising, the provisions of Law no. 200/2004 and art. 296 paragraphs (1) and (2) of Law no. 1 of 2011 of National Education apply directly:
(1)Teaching posts reserved, vacant or temporarily vacant are filled with priority by the tenured teaching staff of the institution or by associated teaching staff, paid by the hour, according to the present law.
(2)The hiring of specialists with recognized scientific and professional value in the field from the country or abroad, as invited associated teaching staff, is approved by the department council and approved by the administrative council.
The recognition of a teaching position by "Alexandru Ioan Cuza" University of Iași, according to this procedure, is valid and produces legal effects at the level of "Alexandru Ioan Cuza" University of Iași.
The occupation of a teaching position in the Romanian higher education system is carried out according to the legal norms in force.
File submission:
The recognition file can also be submitted directly by the applicant to the Human Resources and Professional Development Service or sent by mail to the address: "Alexandru Ioan Cuza" University of Iași, Bulevardul Carol I no. 11, postal code 700506, Iași, Romania.
After verification, the file is registered at the University Registry and forwarded for resolution.
Operational procedure regarding the automatic recognition by Alexandru Ioan Cuza University of Iași of the status of doctoral supervisor obtained in accredited foreign higher education institutions*
This procedure establishes the way in which “Alexandru Ioan Cuza” University of Iași carries out the automatic recognition of the PhD supervisor status obtained in accredited higher education institutions abroad, respecting the principles of legality, university autonomy, transparency, responsibility, as well as the applicable ethical and deontological norms. The procedure applies to Romanian citizens and citizens of the Member States of the European Union, the European Economic Area, and the Swiss Confederation who have obtained the status of PhD supervisor in:
- accredited higher education or research and development institutions in the Member States of the European Union, the European Economic Area, or the Swiss Confederation;
- accredited higher education or research and development institutions included in the “List of prestigious universities from other states”, approved by OMECTS no. 5825/2016 and periodically updated, for the purpose of settling in Romania;
- accredited higher education or research and development institutions that are the object of an international convention of mutual recognition, concluded at governmental or inter-university level.
The automatic recognition of the status of PhD supervisor or habilitation by IOSUD “Alexandru Ioan Cuza” University of Iași is valid and produces legal effects only at the level of “Alexandru Ioan Cuza” University of Iași.
The recognition of the status of PhD supervisor or habilitation by IOSUD “Alexandru Ioan Cuza” University of Iași is made only for the purpose of exercising the rights conferred by the PhD supervisor status and for occupying a teaching position within “Alexandru Ioan Cuza” University of Iași.
Occupying a teaching position in the Romanian educational system is carried out according to the legal norms in force.
