Automatic recognition of teaching positions in higher education obtained in accredited higher education institutions abroad*

This procedure regulates the automatic recognition by the "Ferdinand I" Technical Military Academy of teaching positions in university education obtained at accredited higher education institutions abroad.

The “Ferdinand I” Technical Military Academy offers automatic recognition if the applicant has obtained the teaching position within a higher education institution accredited by the EU, in the European Economic Area or Switzerland, or from institutions included in the List of prestigious universities from other countries approved by OM no. 5826/2016.

The recognition of the teaching position is carried out by the decision of the rector, issued within 30 days based on the resolution of the Evaluation Commission. The exercise of rights and holding of a teaching position in the Romanian system of higher education is carried out according to the legal norms in force.

Methodology regarding the automatic recognition by the "FERDINAND I" Military Technical Academy of the doctoral diploma and the title of doctor in sciences obtained from accredited foreign higher education institutions*

This methodology establishes the way in which the Military Technical Academy "Ferdinand I" recognizes the doctoral diploma and the title of doctor in sciences obtained abroad, in compliance with the principles of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force. The Military Technical Academy "Ferdinand I" recognizes the doctoral diploma and the title of doctor in sciences obtained at:

  • Accredited institutions of higher education or research and development from a member state of the European Union, the European Economic Area, and the Swiss Confederation;
  • Accredited institutions of higher education or research and development included in the List of prestigious universities from other states, approved by order of the Minister of National Education and periodically updated;
  • Accredited institutions of higher education or research and development that are the subject of an international convention of mutual recognition, concluded at the intergovernmental or inter-university level.

The provisions of this methodology apply to Romanian citizens, citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and third-country citizens.
This methodology is valid and produces legal effects only at the level of the Military Technical Academy "Ferdinand I".

Methodology regarding the automatic recognition by the Military Technical Academy "FERDINAND I" of the qualification of doctoral supervisor obtained in accredited higher education institutions abroad*

Through this methodology, the quality of PhD supervisor obtained in an accredited foreign higher education institution is automatically recognized within the “Ferdinand I” Military Technical Academy. The methodology applies to Romanian citizens and citizens of member states of the European Union, of the European Economic Area, and of the Swiss Confederation who have obtained PhD supervisor status in accredited higher education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states included in the ”List of prestigious universities from other states,” approved by Order OMECTS 5825/2016 and periodically updated, for the purpose of establishing themselves on the territory of Romania.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 203 of Law 199/2023 of higher education apply directly:

(1) Reserved, vacant, or temporarily vacant academic positions are covered with the tenured academic staff of the institution or with associated academic staff, paid by the hour, in accordance with the present law.
(2) Employment of specialists with recognized scientific research and professional value in the field … .

The exercise of the rights conferred by the status of PhD supervisor and holding a teaching position in the Romanian higher education system is carried out according to the regulations in force.
