Automatic recognition of academic teaching positions obtained in accredited higher education institutions abroad*
The procedure applies within the Technical University of Civil Engineering Bucharest to citizens from member states of the European Union, from the Swiss Confederation, who have obtained the status of doctoral supervisor in accredited higher education institutions from member states of the European Union, from the Swiss Confederation, of the European Economic Area, from the Swiss Confederation, and from prestigious universities in other states included in the "List of prestigious universities from other states", approved by order of the Minister of National Education and Scientific Research OMECTS no. 5825/2016 and periodically updated, for the purpose of settling in Romania. Only in the case of temporary exercise, the provisions of Law no. 200/2004 and Art. 296 of the National Education Law no. 1/2001 are applied directly.
(1) Reserved or temporarily vacant teaching positions are covered as a priority by the tenured teaching staff of the institution or by associated teaching staff, paid by the hour, according to the law.
(2) The employment of specialists with recognized scientific professional value in the field from the country or abroad, as invited associated teaching staff, is approved by the associated academic council, paid by the hour, according to the law.
Applicants who do not fall into one of the above situations shall address directly the National Center for Recognition and Equivalence of Diplomas within the Ministry of National Education and Scientific Research.
Teaching positions obtained at other accredited higher education institutions than those mentioned above are recognized only based on an international mutual recognition agreement, concluded at intergovernmental or inter-university level.
Documents of studies subject to recognition are authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states, the study documents are superlegalized or accompanied by a certificate of authenticity issued by the competent authorities from the country of origin.
Exemption from apostille or superlegalization is permitted on the basis of the law, an international treaty to which Romania is a party or on a reciprocal basis.
The Rectorate requests the Faculty to which the academic field of the teaching position for interfere recognition belongs, to appoint a committee of 3 specialists, having at least the same academic rank as the applicant, who within 5 working days, check and express their opinion on the fulfillment of the recognition conditions for the proven teaching position. If uncertainties are found, the committee requests other documents from the applicant, who is obliged within maximum 5 working days to submit the requested documents.
Otherwise, the committee will reject the recognition request. If the conditions are found to be met, the committee of specialists prepares an Analysis Report with the proposal for recognition of the teaching position.
Following the Analysis Report, the UTCB Rector issues the recognition decision. The certificate of recognition of the teaching position is issued by the Rectorate Secretariat within a maximum of 5 working days from notification, according to the model in this procedure.
For the analysis of the files, a processing fee is charged, established annually by the University Senate, in the UTCB Fee Regulations, which will also include postal fees for correspondence with applicants.
*Recognition by the Technical University of Civil Engineering Bucharest (UTCB) of the diploma and the doctoral title obtained in accredited higher education institutions abroad*
The procedure aims to establish the way in which the Technical University of Civil Engineering Bucharest (UTCB) recognizes the doctorate title obtained in accredited foreign higher education institutions, in compliance with the principles of legality, university autonomy, transparency, responsibility, and applicable ethical and deontological norms.
The procedure applies within the Technical University of Civil Engineering Bucharest for the automatic recognition of the doctoral title obtained in accredited foreign higher education institutions.
Applicants who have obtained the respective diploma and title at:
- accredited higher education or research and development institutions in a member state of the European Union, the European Economic Area, or the Swiss Confederation;
- accredited higher education or research and development institutions included in the List of prestigious universities in other states, approved by order of the Minister of National Education and Scientific Research, updated periodically;
- accredited higher education or research and development institutions that are subject to an international mutual recognition agreement, concluded at inter-governmental or inter-university level.
All applicants who do not fall within any of the above situations must address the National Center for Recognition and Equivalence of Diplomas of the relevant ministry directly.
Applicants must have a doctoral diploma and the title of doctor of science in one of the doctoral fields accredited at UTCB.
The applicant’s file is submitted, in the first stage by e-mail to the UTCB Rectorate Secretariat, which checks the documents in the file before registering it.
The file is registered after the documents have been checked.
The Rectorate Secretariat checks the file for completeness and forwards it for analysis to a Recognition Committee appointed by the Rector.
Within 30 working days from the file submission, the Recognition Committee appointed by the Rector will inform the applicant of the agreement or, as the case may be, disagreement for the recognition of the doctoral diploma and the title of doctor of science, together with the reasoning for the decision.
If the request is not approved, the applicant may file an appeal within 5 working days from receiving this notification. The appeal is analyzed within 5 working days by an Appeals Committee appointed by the Rector and the result will be communicated to the applicant in writing.
The following specifications are made regarding the authentication of the doctoral diploma to be submitted for recognition:
- For states that are parties to the Hague Apostille Convention, the study documents subject to equivalence/recognition must be endorsed with the Hague Apostille by the competent authorities in the issuing countries; study documents from Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Convention Apostille, other EU member states being excepted.
- For states that are not parties to the Hague Apostille Convention, study documents will be superlegalized or will be accompanied by a Certificate of authenticity issued by the competent authorities from the country of origin. Superlegalization is applied either by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs of the issuing country, its Embassy/Consular Office in Romania, and the Ministry of Foreign Affairs of Romania. For countries where Romania does not have diplomatic missions or which do not have diplomatic missions in Romania, the study documents will have the visa of the Ministry of Education and the Ministry of Foreign Affairs from the issuing country.
- Exemption from superlegalization is permitted under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.
- Any of the legalized copies (not the legalized translation) may be replaced with a simple copy only if the original document is presented.
*Recognition by the Technical University of Civil Engineering Bucharest (UTCB) of the status of PhD supervisor or habilitation obtained abroad*
The purpose of the procedure is to establish how the Technical University of Civil Engineering Bucharest (UTCB) recognizes the quality of doctoral supervisor obtained in accredited higher education institutions abroad, in compliance with the principles of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force.
The exercise of the rights conferred by the quality of doctoral supervisor and the occupation of a teaching position in the Romanian higher education system is carried out according to the legal norms in force.
The procedure is applied within the Technical University of Civil Engineering Bucharest for the automatic recognition of the quality of doctoral supervisor obtained in accredited higher education institutions abroad, for applicants who have obtained the quality of doctoral supervisor or habilitation at:
a) accredited higher education institutions in member states of the European Union or the European Economic Area or in the Swiss Confederation;
b) prestigious universities included in the List of prestigious universities from other states, approved by order of the minister of the relevant department, updated periodically;
c) accredited higher education institutions abroad, which are subject to an international agreement of mutual recognition, concluded at intergovernmental or inter-university level.
All applicants who do not fit into one of the situations mentioned above will address directly the National Center for Recognition and Equivalence of Diplomas within the relevant ministry.
Applicants must hold the quality of doctoral supervisor in one of the doctoral fields accredited at UTCB.
After receiving the favorable resolution of the CSD and the favorable opinion of the CSUD, the candidate will make an affiliation request to the Doctoral School of UTCB, according to the provisions of the Doctoral School Regulation. The affiliation request will be endorsed by the director of the department where the applicant will be assigned. At the same time, the candidate will submit the original documents so that the copies submitted in the first stage can be validated as "according to the original".
The Senate of UTCB will issue a decision regarding the affiliation request and will grant the quality of member of the Doctoral School of UTCB.
