Working procedure regarding the automatic recognition of the doctoral supervisor status or habilitation obtained in accredited higher education institutions from abroad*
PURPOSE OF THE PROCEDURE
The procedure establishes the modalities by which the automatic recognition of the status of doctoral supervisor or habilitation obtained in accredited higher education institutions abroad is carried out for individuals who wish to work within the “Ştefan cel Mare” University of Suceava.
SCOPE OF APPLICATION
The procedure is used within the “Ştefan cel Mare” University of Suceava for the recognition of the status of doctoral supervisor or the habilitation obtained in accredited higher education institutions abroad obtained in accredited higher education institutions abroad.
This procedure applies to Romanian citizens, citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries, who have legally acquired the right to supervise doctorates in accredited higher education or research and development institutions abroad.
CONTENT
Romanian citizens, citizens from member states of the European Union, the European Economic Area, the Swiss Confederation can obtain the certificate of habilitation recognition as follows:
of the documents from point c) and d) is not required for persons who have obtained study diplomas from accredited higher education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation.
The file can be submitted to the USV registry, can be sent by mail or via PCUe.
The decision of recognition / non-recognition of the status of supervisor is issued by the Rector of USV based on the committee evaluation and is valid and produces legal effects at USV level.
The certificate of habilitation recognition is issued by IOSUD USV with specification of the accredited field of doctoral study in accordance with the nomenclature of fields and specializations/programmes of study and the structure of higher education institutions, approved by Government decision. (2) If the IOSUD USV does not have in its structure the field for which recognition is requested, by exception, for the establishment of that field of doctoral study, recognition is done in the branch of science which the field belongs to, provided in the nomenclature of fields and specializations/programmes of study and the structure of higher education institutions, approved by Government decision.
The recognition certificate will be drawn up in two copies, one of which is sent to the applicant and one will be archived at the CSUD secretariat.
Issuance of the recognition document
The recognition certificate is issued to the holder or to a person empowered by notarial proxy.
In the case of loss, destruction or deterioration of the recognition document, a duplicate is issued, on request, after consulting the archive.
Recognition certificates issued according to this procedure are recognized only within USV.
*Operational procedure regarding the recognition of teaching positions obtained abroad*
PURPOSE OF THE PROCEDURE
The procedure establishes the ways in which the recognition of teaching positions from higher education, obtained in accredited universities abroad, is performed for persons wishing to work within the "Ştefan cel Mare" University of Suceava.
SCOPE OF APPLICATION
The procedure is used within the "Ştefan cel Mare" University of Suceava for teaching positions in higher education obtained in accredited universities abroad.
CONTENT
Teaching positions in higher education obtained in accredited higher education institutions from member states of the European Union, the European Economic Area, from the Swiss Confederation and in prestigious higher education institutions from other countries included in the List of prestigious universities from other states, approved by order of the relevant minister and updated periodically, are automatically recognized by higher education institutions in Romania.
Teaching positions obtained at other accredited higher education institutions than those mentioned in the previous paragraph, may be recognized, as appropriate, subject to the minimum requirements regarding the occupation of a teaching position in Romanian higher education in force at the date of application for recognition and the requirements provided in Regulation R51.
A certified translation is not requested for persons who have obtained study diplomas from accredited higher education institutions in member states of the European Union, the European Economic Area, or the Swiss Confederation.

PURPOSE OF THE PROCEDURE
The procedure establishes the ways in which the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field obtained in accredited foreign higher education institutions is carried out for those who wish to work within the "Ștefan cel Mare" University of Suceava.
SCOPE OF APPLICATION
The procedure is used within the "Ștefan cel Mare" University of Suceava for the recognition of the doctoral diploma and the title of doctor obtained in accredited foreign higher education institutions.
CONTENT
The Ștefan cel Mare University of Suceava automatically recognizes the doctoral diploma and the title of doctor in sciences or in a professional field obtained at:
a) accredited higher education institutions in a member state of the European Union, the European Economic Area and from the Swiss Confederation;
b) accredited higher education institutions outside the countries provided for in letter a), among the most prestigious higher education institutions in the world, according to the provisions of the Minister of Education's Order regarding the approval of the list of prestigious universities from other countries.
USV recognizes the doctoral diploma and the title of doctor in sciences or in a professional field obtained at accredited higher education institutions on the basis of an international convention of mutual recognition concluded at the intergovernmental level.
USV recognizes the doctoral diploma and the title of doctor in sciences or in a professional field obtained at accredited higher education institutions from other countries than those provided in the previous paragraphs.
Recognition is carried out for the purpose of enrolling in postgraduate study programs, obtaining habilitation, occupying a teaching or research position at USV, participating in programs and projects financed by European and international funds or for other purposes targeting teaching and research activity at USV.
If a doctoral school in the field for which recognition is requested is not organized at USV, it can be obtained from another accredited institution organizing doctoral university studies in the respective field.
The study documents subject to recognition are authenticated with the Hague Apostille for countries that are parties to the Hague Apostille Convention, and for other countries, the study documents are superlegalized or accompanied by a certificate of authenticity issued by the competent authorities of the country of origin.
Exemption from apostille or superlegalization is permitted under the law, for persons benefiting from a form of international protection on the territory of Romania, in accordance with the provisions of an international treaty to which Romania is a party or when study documents can be verified in online databases of the issuing institutions or authorities from the country of origin.
In the case of a joint study program or in co-supervision by accredited higher education institutions from Romania and abroad, completed with the issuance of a diploma by each institution, the study document issued by the foreign institution is not subject to the recognition procedure, and the diploma issued by the higher education institution in Romania confers all rights.
The file can be submitted physically at the USV registry office, sent by mail or through the PCUe system, with electronic signature. The file is taken over by the CSUD secretariat. (3) Within 3 working days, the complete file will be forwarded to the Evaluation Committee appointed by rector's decision. (4) If it is found that the file does not include the documents provided in paragraph 5.3.5, the applicant is notified in writing or by email for completion. (5) The deadline for completion is 10 working days.
The complete file is transmitted to the recognition committee, which will evaluate and pronounce on the request. The proposal will be recorded in a report signed by all committee members (Annex 3).
