URBANISM - Extension of validity of urbanism certificate*
This procedure regulates the extension of the validity of urban planning certificates issued by the Maramureș County Institution. The structure that handles the request is the Document Intake Department.
For the extension of the validity of urban planning certificates, the following documents must be completed and submitted to the issuer:
- standard application (Form - model F.7 - APPLICATION for the extension of the validity of the urban planning certificate);
- proof of payment of the extension fee
- the issued urban planning certificate, in original
The application for the extension of the validity of the urban planning certificate must be submitted 15 days before the expiry date of its validity.
The issuance of the urban planning certificate is conditioned by the submission by mail, to the issuer’s headquarters, of the documents, in original, if they are not electronically signed.
*URBANISM - Issuing urbanism certificate*
This procedure regulates the issuance of urban planning certificates by the Maramureș County Institution. The department responsible for handling the request is the Document Intake Department.
For the issuance of the urban planning certificate, the applicant shall address the Maramureș County Council by submitting electronically the following:
- Application for the issuance of the urban planning certificate - form F1;
- Identification elements of the property for which the urban planning certificate is requested;
- Proof of payment of the legal fee (copy). Payment can be made via bank transfer to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through the Baia Mare Treasury.
- Other documents deemed necessary by the applicant (optional).
The issuance of the urban planning certificate is conditioned upon the mailing, to the issuer’s headquarters, of the original F1 form if it does not bear an electronic signature.
URBANISM - Issuance of building/demolition permit*
This procedure regulates the issuance of building/demolition permits by the Maramureș County Institution. The department responsible for the application is the Document Intake Department.
In order to obtain the building/demolition permit, the applicant shall contact the Maramureș County Council by electronically submitting the following documents:- Application for the issuance of the building/demolition permit - Form F8;
- urban planning certificate, in copy;
- proof of title over the property, land and/or buildings;
- approvals, agreements and the opinion/administrative act of the competent environmental protection authority;
- specialized studies;
- technical documentation - D.T.;
Proof of payment of the legal fee (copy). Payment can be made by bank transfer to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through the Baia Mare Treasury.
Issuance of the building/demolition permit is conditional upon sending the original documents, by mail, to the issuer’s headquarters, if they do not have an electronic signature.
URBANISM - Declaration regarding the real value of the construction works*
This procedure regulates the adjustment of fees related to building permits issued by the Maramureș County Institution. The department handling the request is the Chief Architect Directorate through the Document Intake Division.
For the adjustment of fees related to building permits, the "Declaration regarding the actual value of the works executed based on the building permit" must be completed and submitted to the issuer within 15 days from the date the construction works are completed, but no later than 15 days from the date the permit expires.
By the 15th day, inclusive, from the date the final report regarding the value of the construction works is submitted, the specialized department of the local public administration authority has the obligation to determine the fee owed based on the actual value of the construction works.
By the 15th day, inclusive, from the date the specialized department of the local public administration authority communicates the established fee value, any difference in fee owed by the person who received the permit or any difference in fee to be reimbursed by the local public administration authority must be paid.
The issuance of the CALCULATION SHEET regarding the adjustment of the fee is conditioned by the mailing, to the issuer's headquarters, of the documents, in original, if they do not have an electronic signature.
*URBANISM - Communication regarding the start of construction works*
This procedure regulates the way of submitting the notification regarding the start of execution of authorized works to the Maramureș County Institution. The structure handling the request is the Document Reception Department.
For the notification regarding the start of execution of authorized works, the following documents must be completed and submitted to the issuer:
- Form F13 Notification regarding the start of works execution;
- Copy of the construction/demolition authorization;
*URBANISM - Issuance of the chief county architect's approval for historical monuments*
This procedure regulates the issuance of the chief county architect's approval for constructions representing classified historical monuments or those undergoing the classification process according to the law, by the Maramureș County Institution. The department handling the application is the Document Intake Unit.
For the issuance of the approval, the applicant shall address the Maramureș County Council by electronically submitting the following documents: - Application - standard form;
- copy of the urbanism certificate;
- proof of ownership of the property, land and/or buildings;
- approvals, consents, and the opinion/administrative act of the competent environmental protection authority;
- specialty studies;
- technical documentation - D.T.;- Proof of payment of the legal fee (copy). Payment can be made via bank transfer to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through the BAIA MARE TREASURY.
The issuance of the approval is conditional on sending the original documents by mail to the issuer’s headquarters, if they do not have an electronic signature.
URBANISM - Issuance of opportunity notice*
This procedure regulates the issuance of the opportunity opinion by the Institution Maramureș County. The department responsible for the application is the Document Reception Department.
For the issuance of the opportunity opinion, the applicant will address the Maramureș County Council by electronically submitting the following documents:
- Application for the issuance of the opportunity opinion - form;
- Urbanism certificate, copy;
- Proof of ownership of the property, land and/or constructions;
- Opportunity study;
- Proof of payment of the legal fee (copy). Payment can be made by bank transfer in the account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through TREZORERIA Baia Mare.
- Other documents the applicant considers necessary (optional).
The issuance of the opportunity opinion is conditioned by the submission by mail, to the issuer’s headquarters, of the original documents, if these do not have an electronic signature.
URBANISM - Issuing opinion C.T.A.T.U.*
This procedure regulates the issuance of the opinion by the Technical Commission for Territorial Planning and Urbanism of Maramureș County for substantiation studies, documentation phase D.T.A.C., urbanism and territorial planning documentation by the Institution of Maramureș County. The structure which handles the request is the Document Collection Office.
In order to obtain the technical approval, the applicant shall address the Maramureș County Council by electronically submitting the following documents:
- Request for the issuance of the C.T.A.T.U. opinion.
- Form;
- The technical documentation for which the opinion is requested;
- Proof of payment of the legal fee (copy). Payment can be made by PO to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through the Baia Mare Treasury.
- Other documents that the applicant considers necessary (optional).
Issuance of the opinion is conditional on sending the original documents by mail to the issuer’s headquarters, if they do not have an electronic signature.
URBANISM - Issuing neighbourhood report*
This procedure regulates the issuance of the neighborhood report by the Maramureș County Institution. The structure that handles the application is the Document Intake Department.
In order to issue the approval, the applicant will address Maramureș County Council by electronically submitting the following documents:
- Request - standard form;
- Site and boundary plan of the property for which the signature of the neighborhood report is requested (P.A.D.)
- Neighborhood report
- Area zoning plan
- Other documents (optional)
The issuance of the approval is conditioned by sending the documents in their original form, by mail, to the issuer's headquarters, if they do not have an electronic signature.
URBANISM - Extension of validity of building/demolition permit*
This procedure regulates the extension of the building/demolition permit issued by Maramureș County Institution. The structure handling the request is the Document Intake Department.
For extending the validity of the building/demolition permit, the following documents must be filled in and submitted to the issuer:
- standard application (Form - model F.12 - APPLICATION for the extension of the validity of the building/demolition permit);
- proof of payment of the extension fee.
- the original building/demolition permit issued.

URBANISM - Communication regarding the completion of construction works*
This procedure regulates the way of transmitting the notification regarding the completion of the execution of authorized works to the Maramureș County Institution. The structure responsible for the request is the Document Intake Department.
For the communication regarding the commencement of the execution of authorized works, the following documents are completed and submitted to the issuer:
- Form F15 Communication regarding the completion of the execution of works;
- Copy of the building/demolition permit;
*URBANISM - Issuance of the chief architect’s technical approval for urban planning and territorial planning documentation*
This procedure regulates the issuance of the technical approval by the chief architect for urban planning and territorial arrangement documentation by the Maramureș County Institution. The structure in charge of the request is the Document Reception Department.
For the issuance of the technical approval, the applicant will contact the Maramureș County Council by submitting the following documents electronically: - Application for issuing the technical approval - form;
- Urban planning certificate;
- Opportunity approval (if applicable);- proof of ownership of the property, land and/or buildings (if applicable);
- Foundation study;
- Approvals/ agreements/ etc.- The report on informing and consulting the public regarding PUZ proposals is to be made before sending the documentation through the technical approval circuit;
- Urban planning or territorial arrangement documentation;
- Proof of payment of the legal fee (copy). Payment can be made via OP to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through the Baia Mare Treasury.
- Other documents the applicant considers necessary (optional).
Issuance of the approval is conditional on submitting, by post, at the issuer's headquarters, the original documents, if they do not have an electronic signature.
