URBANISM - REQUEST for the extension of the validity of the urbanism certificate*
According to art. 40, para. 1 of Order 839/2009, the extension of the validity period of the urban planning certificate can only be carried out by the issuing authority, at the request of the holder submitted at least 15 days before its expiration, for a maximum period of 12 months, after which it is mandatory to issue a new urban planning certificate.

URBANISM - REQUEST for issuing road administrator agreement/authorization*
Road administrator agreement/authorization is requested in case the proposed work is carried out on public domain (street, sidewalk, green space, park, pedestrian alley, green areas, etc.) and is submitted on the platform start.ps4.ro.
The fee for issuing the road administrator agreement/authorization is 13 RON/connection (branch) according to point 4.5 of Annex no.1 of CGMB Decision no. 219/28.04.2022 and payment can be made by bank transfer in the account RO70TREZ70421160203XXXXX TREASURY OF SECTOR 4, SECTOR 4 OF THE MUNICIPALITY OF BUCHAREST, CUI 4316422 and at SelfPay machines.

URBANISM - Notification of commencement/completion of works execution*
The notice of commencement/completion of works shall be submitted to the competent public administration authority (Sector 4 City Hall Bucharest) that issued the building/demolition permit and to the State Inspectorate for Construction (ISC) in whose jurisdiction the objective is located.
The notice must be submitted at least 10 days before the commencement/completion of works, and at Sector 4 City Hall the applicant can submit the request by creating an account on the start.ps4.ro platform.

Parking - Request for residential parking space*
The allocation of parking spaces in the parking lots within Sector 4 of Bucharest Municipality will be done by the Sector 4 Urban Mobility Directorate based on requests submitted exclusively electronically through the online platform available on the website of the Sector 4 Urban Mobility Directorate (www.mobilitateurbana4.ro, section "Parking space request").
The residential parking serves both individuals and legal entities who have their residence/headquarters/branch in the buildings located within Sector 4 of Bucharest Municipality.
The levels of the residential parking space fee are established by H.C.G.M.B. No. 108 of 27.04.2023 (Annex 2, point 3.22) and are as follows:
- ZONE A 683 lei/year/vehicle;
- ZONE B 569 lei/year/vehicle;
- ZONE C 455 lei/year/vehicle;
- ZONE D 341 lei/year/vehicle.
The fee can be paid in cash or by card at SelfPay payment stations, through Westaco, through the Sector 4 City Hall mobile application, or online at https://www.mobilitateurbana4.ro/plati-online/.
Persons with disabilities will have priority in being allocated a parking space and are exempt from paying the fee.

URBANISM - REQUEST FOR ISSUANCE OF URBANISM CERTIFICATE*
The procedure for obtaining the urbanism certificate is intended for individuals or legal entities interested in receiving from the competent public administration authority information regarding a property, land, and/or constructions, for the purposes defined in art. 6 of the law.
For the issuance of the urbanism certificate, the applicant will create an account on the start.ps4.ro platform where they will submit online the application for issuing the urbanism certificate. The application will include the identification data of the applicant, the purpose, and the identification data of the property (address, cadastral number, area) for which the urbanism certificate is requested.

URBANISM - REQUEST for issuing the building/demolition permit*
The execution of construction works is allowed only based on a building permit, as regulated by Law no. 50/1991 regarding the authorization of construction works execution, republished with subsequent amendments and additions.
The building/demolition permit is the document that grants citizens the right to build, as well as to consolidate/repair/demolish an already existing construction. This document is issued by the Sector 4 City Hall of Bucharest, through the General Directorate of Urbanism and Land Planning, based on a file that includes a series of approvals, agreements, technical project, is valid for a maximum of 12 months from the date of issue and can be extended for another 24 months.
According to the regulatory act, the building permit is issued at the request of the holder of a real right (ownership, use, usufruct, superficies, easement, etc.) over an estate (land and/or buildings), in compliance with the provisions of spatial planning and urban documentation.
Law no. 50/1991 also stipulates a series of cases in which a building permit is not required according to art. 11.
For the issuance of the building/demolition permit, the applicant shall create an account on the platform start.ps4.ro where an application for the issuance of the building/demolition permit will be submitted.
The value of the fee for issuing the building/demolition permit is established by the Fiscal Code, art. 267 and by decision of the General Council of the Municipality of Bucharest (HCGMB) and is calculated as follows:
- Individuals – developed area (built surface) x zone coefficient (A, B, C, D results from CU) x 1.129/m2
- Legal entities – the estimate calculated by the beneficiary is considered:
· for collective housing – estimate*0.5%
· for other destinations - estimate*1.0%

Failure to start the works or to complete them within the established deadlines leads to the expiration of the permit validity, requiring the issuance of a new building/demolition permit. If the characteristics do not change compared to the initial permit, a new building permit can be issued without the need for a new urbanism certificate.
Information regarding THEME MODIFICATION and SITE ORDER
By theme modification, according to the definition in annex no. 2 Law 50/1991 - any change initiated by the investor/owner which concerns the characteristic functions and/or functional capacities, approved technical-economic indicators, spatial and/or placement solutions and other such requirements, which formed the basis for the development of the technical documentation - D.T. that was the basis for issuing the building permit.
According to the provisions of art.7, para. 15 of Law 50/1991, if during the execution of the works and only during the validity period of the building permit theme modifications occur regarding the authorized construction works, which lead to the need to modify them, the holder is obliged to request a new building permit, according to the provisions of this law.
For obtaining a new building permit, according to the provisions, the applicant shall submit new technical documentation - D.T. elaborated according to the occurred theme modifications, and the competent local public administration authority shall decide, as the case may be:
a) issuance of the new building permit, if the works related to the theme modifications fall within the limits of the administrative act of the competent environmental authority, as well as the approvals and agreements obtained for the initial building permit;
b) the resumption of the authorization procedure under this law, if the works related to the theme modifications exceed the limits of the administrative act of the competent environmental authority, as well as the approvals and agreements obtained for the initial building permit.
The verification of compliance of the works related to the theme modifications with the approvals and agreements obtained for the initial building permit is carried out by the specialized structures of the competent public administration authority, as well as by certified project verifiers under the law, for each essential quality requirement in constructions, with the participation of representatives of the approving institutions.
The verification of compliance of the works related to the theme modifications with the administrative act of the competent environmental authority is carried out by it according to the provisions of the legislation regarding the environmental impact assessment of certain public and private projects.
For transport infrastructure projects of national interest, the verification of the compliance of design theme modification works with the approvals and agreements obtained for the initial building permit is carried out by the Ministry of Transport, as well as by certified project verifiers under the law, for each essential quality requirement in constructions, with the participation of representatives of the approving institutions affected by the changes. The summoning of the representatives of the approving institutions is done by the Ministry of Transport. The minutes of the meeting together with all legally required documents form the basis for issuing the building permit.
According to the methodological norms for the application of Law no. 50/1991 on the authorization of construction works from 12.10.2009, based on the site order issued by the project designer and checked by a certified project verifier under the law, as well as with the written agreement of the beneficiary/investor/administrator/project manager, as applicable, local modifications of the technical solutions in the authorized technical documentation - D.T. may be allowed without issuing a new building permit, if:

a) the function stated in the initial permit is not changed;
b) compliance with the provisions of the approvals/agreements/the point of view of the competent authority for environmental protection, as well as its administrative act, if applicable, annexed to the initial permit is ensured;
c) compliance with the provisions of the Civil Code;
d) placement conditions are not changed (height regime, POT, CUT, alignment, minimum distances to property boundaries, or the aspect of the construction);
e) the resistance and stability of neighboring buildings are not endangered;
f) compliance with the provisions of technical regulations in the field of fire safety is ensured;
g) energy efficiency is ensured.
They fit within the provisions and works that become necessary in special cases determined by unforeseen situations at the design stage (as a result of decappings, foundation surveys, etc.), carried out on existing constructions, including historical monuments (with the approval of the competent bodies of the Ministry of Culture and Religious Affairs).
In the situations provided above, responsibility for the technical correctness of the modifying solution lies with the designer, jointly with the project verifier/verifiers, and the permit holder is obliged to submit (in copy) to the permit issuer the specified documentation and/or documents, as evidence.

Parking - Request for public parking space*
The allocation of subscription-based parking spaces in public parking lots within Sector 4 of Bucharest Municipality will be done by the Sector 4 Urban Mobility Directorate based on requests sent exclusively electronically through the online platform available on the Sector 4 Urban Mobility Directorate website (www.mobilitateurbana4.ro, section “Parking space request”).
Public parking lots serve both individuals and legal entities that have domicile/residence/headquarters/working points in buildings located within Sector 4 of Bucharest Municipality.
The subscription fees for aboveground or built public parking spaces are established by HCL S4 no. 205 of 30.12.2021 (Art. 34) and are as follows:
a) for individuals:
The subscription is paid in full (annually) at the time of concluding/extending the utilization contract based on a subscription and is as follows:
– 60(sixty) lei/month (VAT included), in the time interval 00.00-24.00 based on a subscription with reservation of a specific spot, without use of a blocker system;
– 70(seventy) lei/month (VAT included), in the time interval 00.00-24.00 based on a subscription with reservation of a specific spot, through the use of a blocker system for that parking spot, installed exclusively by the Administrator, at their own expense;
b) for legal entities:
The subscription is paid in full (annually) at the time of concluding/extending the utilization contract based on a subscription and is as follows:
– 100(one hundred) lei/month (VAT included), in the time interval 00.00-24.00 based on a subscription with reservation of a specific spot, without use of a blocker system;
– 110(one hundred ten) lei/month (VAT included), in the time interval 00.00-24.00 based on a subscription with reservation of a specific spot, through the use of a blocker system for that parking spot, installed exclusively by the Administrator, at their own expense;
– 120(one hundred twenty) lei/month (VAT included), in the time interval 00.00-24.00 based on a subscription with reservation of a specific spot, in parking lots equipped with a barrier.
The subscription fee for public parking spaces arranged on public roads is established by HCL S4 no. 205 of 20.12.2022 (Art. 37).
The monthly subscription is 60(sixty) lei/month (VAT included), non-divisible and allows use of a parking spot without reservation or nomination of the spot. The subscription is valid from Monday to Sunday in the time interval 8.00 – 18.00, only during the month in agreeing which it was purchased.

If for the requests regarding the allocation of residential parking spaces intended for persons with disabilities submitted under the Methodology for allocation and use of residential parking spaces in Sector 4 of Bucharest Municipality, no available residential parking spaces can be identified, the Sector 4 Urban Mobility Directorate may proceed to allocate a spot in public parking lots.
In the situations provided for in para. (1), the Sector 4 Urban Mobility Directorate will start the process of releasing an existing spot with an active contract.
