Ministry of Education and Research General Directorate of Management, Teaching Career and School Network in Pre-university Education*

The procedure applies to Romanian citizens and citizens of the member states of the European Union, citizens of the states signatory to the agreement on the European Economic Area and of the Swiss Confederation, who have studied in Romania and request, for the purpose of conducting teaching activities, in one of the member states of the European Union, the European Economic Area, the Swiss Confederation, independently or as an employee, the issuance of the certificate of conformity of studies with the provisions of Directive 2005/36/EC on the recognition of professional qualifications.

The procedure applies to Romanian citizens and citizens of the member states of the European Union, citizens from the signatory states of the European Economic Area agreement, and from the Swiss Confederation, who have completed psychopedagogical training in Romania and request, for the purpose of carrying out teaching activities at the pre-university level, in one of the member states of the European Union, the European Economic Area, or in the Swiss Confederation, either independently or as an employee, the issuance of the certificate regarding the certification of competencies for the profession of pre-university education teacher.

Recognition consists of the evaluation and harmonization of the level, field, and/or specialization of the completed psycho-pedagogical training program in the member states of the European Union, in the states signatory to the agreement on the European Economic Area or in the Swiss Confederation with the one in the national education system, taking into account the admission requirements for the respective psycho-pedagogical training program and which may conclude with the issuance of a certificate granting the holder the same rights for the continuation of the psycho-pedagogical training program and/or access to the labor market, as the graduates of accredited psycho-pedagogical training programs in Romania.

The procedure applies to citizens of the member states of the European Union, the states signatory to the agreement on the European Economic Area, and the Swiss Confederation, who request recognition, in Romania, of psycho-pedagogical training programs completed in these states for the purpose of continuing psycho-pedagogical training and/or access to the labor market in Romania.

The certificate of recognition of the psycho-pedagogical training program is the document that certifies that the holder has completed a psycho-pedagogical training program in a member state of the European Union, a state signatory to the agreement on the European Economic Area, or in the Swiss Confederation.

Recognition of specific initial training for the teaching career in pre-university education in Romania consists of the evaluation and compatibility of the level, field and/or specialization completed in member states of the European Union, the European Economic Area, in the Swiss Confederation and abroad by reference to the Romanian education system, taking into account the conditions for exercising the teaching profession in pre-university education in Romania.

Recognition is carried out by the Ministry of Education and Research, through the General Directorate of Management, Teaching Career and School Network in Pre-university Education, the competent authority for the teaching profession in pre-university education and it can be finalized by issuing a certificate recognizing the right to exercise the teaching profession in pre-university education in Romania, by which the holder is granted the right to register for the competition for vacant/reserved positions/chairs in a pre-university educational institution in Romania, under the conditions provided by current legislation.
