Granting aid for home heating*

This Emergency Government Ordinance no. 70/2011 aims to regulate the granting of certain social protection measures for the population, represented by monthly assistance to cover parts of the expenses related to home heating during the cold season, as well as the manner of billing and payment of thermal energy.

Granting state allowance for children*

The state allowance for children is granted to all children up to the age of 18, without discrimination. The state allowance for children is also granted to young people who have reached the age of 18, who are attending high school or vocational education courses organized according to the law, until their completion, except those who repeat the school year, except for those who repeat for health reasons, proven with a medical certificate.

The state allowance for children is also granted to children of foreign citizens and stateless persons, residents, under the law, in Romania, if they live together with their parents.

This right may be requested by either of the child's biological parents, as well as the person who has adopted a child, provided they meet the eligibility criteria.

Social tickets regarding the stimulation of participation in preschool education of children coming from disadvantaged families*

Law 248/2015 regarding the stimulation of participation in preschool education of children coming from disadvantaged families.

For the purpose of stimulating participation in preschool education of children from disadvantaged families and increasing their access to education, the educational incentive is instituted, in the form of social vouchers.

Educational incentives are granted to children from families who have established the right to family support allowance granted under Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions, regardless of whether the family is receiving this right or it is suspended.

By exception, the educational incentive is also granted to children in the care of the person designated by the parent for the maintenance of the child, during the parents' absence, according to art. 104 of Law no. 272/2004 regarding the protection and promotion of children's rights, republished, with subsequent amendments and completions, if the income per person, including the child in care, does not exceed the maximum income level for granting the family support allowance.

The granting of educational incentives is conditioned by the regular attendance at kindergarten of children from families benefiting from the educational incentive provided by this law.

The minimum monthly nominal value of the educational incentive is related to the social reference indicator and is 0.2 ISR, expressed in lei, for each child enrolled in kindergarten, beneficiary of the educational incentive.

Educational incentives granted in the form of social vouchers are used for the purchase of food products, hygiene products, clothing and/or school supplies.

Application for funeral aid or emergency aid*

Funeral aid is granted based on Law no. 416/2001 regarding the guaranteed minimum income, in the event of the death of a person from families receiving social assistance or of a single person receiving social assistance (the mayor may order the granting of aid representing part of the funeral expenses).

Issuance of parking card-ID for persons with disabilities*

The issuance of these card-certificates is based on the provisions of Law no.448/2006 regarding the protection and promotion of the rights of persons with disabilities, with subsequent amendments and completions, and on the provisions of Government Decision no.268/2007 for the approval of the methodological norms for the application of the provisions of Law no.448/2006

Minimum inclusion income*

a) inclusion aid;

b) aid for families with children.

Depending on the needs of the family/single person, the minimum inclusion income is accompanied by other complementary social assistance measures, granted in cash and/or in kind, as follows:

c) incentives;

d) contributory facilities;

e) other complementary rights

The minimum inclusion income consists of the total amounts representing inclusion aid and aid for families with children, which are determined based on the adjustment of net monthly incomes earned by the family within the following limits:

a) for the inclusion aid, up to an adjusted net monthly income of 366 lei inclusive, which is considered when determining the total income of the family;

b) for the inclusion aid, up to an adjusted net monthly income of 533 lei inclusive, which is considered when determining the income of a single person aged at least 65 years;

c) for the aid for families with children, up to an adjusted net monthly income of 930 lei inclusive.

The right is granted based on a request-declaration on one's own responsibility, accompanied by supporting documents regarding the family composition, income earned in the month prior to the submission of the request by its members, and assets held, including in other administrative-territorial units.

File contents:

- standard request;

- copies of identity documents of all family members: husband/wife, children, partner;

- copy of the marriage certificate (if applicable);

- copy of the divorce decision (if applicable);

- copies of documents proving the status of guardian/curator, etc. (if applicable);

- copies of the family placement/adoption approval decision (if applicable);

- copy of the ownership/rental contract of the dwelling;

- supporting documents regarding earned income;

- income certificate issued by ANAF;

- certificate of fiscal attestation regarding the assets held;

- copies of documents proving inclusion in the category of persons with disabilities (if applicable);

- other medical documents demonstrating incapacity for work;

- proof regarding school attendance by dependent children.
