In accordance with Law 278/2015, the Order of Nurses, Midwives, and Medical Assistants in Romania, as the competent authority, drafts and issues the documents (certificates, etc.) necessary for the recognition, for professional purposes, of Romanian titles of qualification as general nurse, midwife, and medical assistant in the other EU Member States.

The activities of attesting Romanian qualification titles as general nurse, midwife, and medical assistant, in the other EU Member States, consist of drafting and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU member states, states belonging to the European Economic Area and the Swiss Confederation, for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions.Where applicable, the attestation documents are certificates or recommendations.

Online applications for issuing the documents necessary for the professional recognition of the above-mentioned Romanian titles, accompanied by the relevant documents, are sent through PCUe to the county branch / Bucharest Municipality branch of OAMGMAMR with which the applicant is a member. If the applicant has NOT acquired the status of member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial jurisdiction the applicant resides.

In the situation where the applicant does not attach all the required documents or if it is found that the file is incomplete, the applicant will be notified via the PCUe system. Within 15 days from the notification, the applicant has the obligation to complete the file with all the required documents. If the applicant does not meet the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialty structure of the National OAMGMAMR, and within 90 days from the registration of the complete electronic file, will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
