The sanitary veterinary registration of the objective Artificial insemination and embryo transfer point is carried out by the County Veterinary and Food Safety Directorates, respectively by the Directorate of the municipality of Bucharest (this is represented by specially arranged spaces intended for the storage of semen material and embryos for the artificial insemination of animals).

The sanitary-veterinary registration of the Type A commercial pig holding, according to the legislation in force, is carried out through the County Veterinary Sanitary and Food Safety Directorates (DSVSA), or, as applicable, of the municipality of Bucharest.

Veterinary sanitary registration procedure for School for dog training (other activities/services)*
Based on Order 16/2010, with subsequent amendments and completions, training school (a unit organized with enclosed spaces and areas where activities for sheltering, feeding and training dogs take place) is registered by the county sanitary veterinary and food safety directorates, respectively of the municipality of Bucharest.
*Veterinary sanitary registration procedure - Kennel (veterinary activities)*
Based on Order 16/2010, with subsequent amendments and additions, kennel (the enclosed unit with spaces and places arranged for sheltering, breeding, reproduction, and selection of purebred dogs intended for public services or commercialization), is registered by the county veterinary sanitary directions and for food safety, as well as the municipality of Bucharest.
The resolution time starts from the date of submission of the complete documentation.
When the registration file is complete, the applicant will be informed about the visit of the Evaluation Committee appointed by DSVSA to verify the general and specific operating conditions, as well as to complete the evaluation report which states whether the unit complies with the current veterinary sanitary regulations.
Veterinary sanitary registration procedure for Menagerie (other activities/services)*
Based on Order 16/2010, with subsequent amendments and completions, specially arranged spaces where activities of sheltering domestic and wild animals for public exhibition are carried out, are registered as menagerie by the county veterinary sanitary and food safety directorates, respectively by the Bucharest municipality.
When the registration file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by the DSVSA for verifying the general and specific operating conditions, as well as for completing the evaluation report which specifies whether the unit complies with the specific veterinary sanitary regulations in force.
The resolution time runs from the date of submission of the complete documentation.
The authorization procedure for objectives: units/collection centers/origin farms carrying out activities of import, export or intra-community trade with live animals, semen, oocytes and embryos*
The sanitary-veterinary authorization of units/collection centers/origin holdings that carry out activities of import, export or intra-community trade with live animals, semen, ova, and embryos for the purpose of obtaining (assigning) the unique code for registration in the NATIONAL NOMENCLATURE of Units/Collection Centers/Origin Holdings that carry out activities of import, export or intra-community trade with live animals, semen, ova, and embryos is performed by the County Veterinary and Food Safety Directorates, respectively of the municipality of Bucharest.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by DSVSA for verifying the general and specific operating conditions, as well as for completing the evaluation sheet and the evaluation report (as the case may be). The processing time starts from the date of submitting "the complete documentation".

Procedure for veterinary sanitary registration of the objective - Intermediaries for live animal business (connecting buyers with sellers, buying and selling live animals),*
Veterinary sanitary registration procedure - Hippodrome, Manege (activity of horse and other equine breeding)*
Based on Order 16/2010, with subsequent amendments and completions, the hippodrome, the riding arena (a place with specially arranged spaces where activities for sheltering, training, testing horses and participating in sports competitions take place, or spaces arranged for sheltering, maintenance, and training horses for recreational activities), is registered by the county veterinary and food safety directorates, respectively the municipality of Bucharest. Once the registration file is complete, the applicant will be informed about the visit of the Evaluation Commission designated by the DSVSA for verifying the general and specific operating conditions, as well as for completing the evaluation sheet and the evaluation report (as applicable).
The processing time starts from the date of submission of the complete documentation.

The veterinary sanitary authorization of the commercial goat farm is issued by the County Veterinary Sanitary and Food Safety Directorates, respectively of the municipality of Bucharest

Veterinary sanitary authorization procedure of the objective - Commercial beekeeping operation for biological material*
The sanitary veterinary authorization of the objective Commercial beekeeping operation for biological material is issued by the County Sanitary Veterinary and Food Safety Directorates, or, as the case may be, of the municipality of Bucharest.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by DSVSA for verifying the general and specific operating conditions, as well as for completing the evaluation sheet and the evaluation report (as the case may be). *Procedure for sanitary-veterinary authorization of objectives - Deposit of semen, eggs, embryos*
Sanitary veterinary authorization of the objective - Deposit of semen, eggs, embryos is granted through the County Sanitary Veterinary and Food Safety Directorates, respectively of the municipality of Bucharest.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by DSVSA for the verification of the general and specific operating conditions, as well as for the completion of the evaluation sheet and the evaluation report (if applicable). The processing time starts from the date of submission of the complete documentation.

Sanitary-veterinary authorization procedure for units that carry out both activities of placing animal feed on the market and activities in the veterinary pharmaceutical field for which they hold sanitary-veterinary authorization/registration*
The procedure consists in authorizing units that carry out both activities provided in letter b) and/or d) from annex no. 1 to the Order of the President of ANSVSA no. 44/2017 for the approval of the veterinary sanitary norm regarding listing/authorization procedure for units operating in the field of animal feed and means of animal feed transport as subsequently amended and supplemented, as well as activities in the field of veterinary pharmaceuticals for which they hold a veterinary sanitary authorization/registration issued based on the specific veterinary sanitary legislation in force, according to the provisions.
The activities provided in letter b) and/or d) from annex no. 1 to the Order of the President of ANSVSA no. 44/2017 are:
- Placing on the market of feed additives and products mentioned in chap. 1 of annex IV to Regulation (EC) no. 183/2005, as subsequently amended and supplemented, and/or medicated feed
- Placing on the market of premixtures prepared with feed additives, mentioned in chap. 2 of annex IV to Regulation (EC) no. 183/2005, as subsequently amended and supplemented, and/or medicated feed.
Procedure for issuing the Professional Competence Certificate for drivers and attendants on road vehicles transporting live animals*
The competency certificate for drivers and attendants of road vehicles transporting live animals, hereinafter referred to as the professional competency certificate, is issued to those who complete professional training courses in the field of live animal transport, organized by authorized institutions, according to the law.
The professional competency certificate is mandatory for all drivers and attendants of road vehicles transporting live animals for economic purposes over distances greater than 65 km, is valid for a period of 5 years from the date the certificate is issued, and is written in both Romanian and English. The professional competency certificate may not be issued more than 3 times within a 5-year period. After the expiration of the validity period of the professional competency certificate, a new certificate will be issued only to those who complete a new professional training course, organized under the conditions of the law.
Professional competency certificates are issued by the General Directorate for Animal Health and Welfare within the National Sanitary Veterinary and Food Safety Authority. The professional competency certificates are issued within 20 working days from the date the application is submitted.

Procedure for sanitary-veterinary authorization for - Control points (auxiliary activities for animal breeding)*
Based on ANSVSA Order no. 16/2010, with subsequent amendments and completions, control points are authorized by the county sanitary-veterinary and food safety directorates, and, respectively, by that of the municipality of Bucharest.
In order to obtain the sanitary-veterinary authorization for the control point, the economic operator sends the request to the county sanitary-veterinary and food safety directorate, or, respectively, that of the municipality of Bucharest, if the control point previously meets all the requirements provided in Annex no. 1 to Council Regulation (EC) No 1255/97 concerning the community criteria provided for assembly and control points set out in the annex to Directive 91/628/EEC, as subsequently amended. Once the authorization file is complete, the applicant will be informed about the visit of the Evaluation Committee appointed by the DSVSA to verify the general and specific operating conditions, as well as to complete the evaluation report on the basis of which the sanitary-veterinary authorization is issued if the sanitary-veterinary requirements are met. The county sanitary-veterinary and food safety directorate, or, respectively, that of the municipality of Bucharest, issues the sanitary-veterinary authorization for the operation of the control point, which may be limited to a particular species or to several categories of animals or health statuses. The sanitary-veterinary authorizations for control points have a unique code, granted by the county sanitary-veterinary and food safety directorates, or, respectively, by that of the municipality of Bucharest. The National Sanitary Veterinary and Food Safety Authority forwards the list of authorized control points to the European Commission.
Procedure for authorizing veterinary pharmacies*
The procedure consists of the sanitary veterinary authorization of veterinary pharmacies by the County Veterinary and Food Safety Directorates, in accordance with the provisions of the Sanitary Veterinary Rule regarding the conditions for the organization and operation of veterinary pharmaceutical units, as well as the procedure for the sanitary veterinary registration/authorization of units and activities in the veterinary pharmaceutical field, approved by Order of the ANSVSA President no. 83/2014, with subsequent amendments and completions.
The county veterinary-sanitary and food safety directorate in the county where the unit's point of work operates registers the application of the legal entity, checks the file, evaluates the unit, and issues the sanitary veterinary authorization within a maximum of 30 calendar days from the date of submission of the complete documentation. The term may be extended, only once, by the county veterinary-sanitary and food safety directorate, for a period of up to 15 calendar days, if the completion of the submitted documentation is requested.
In the case of an incomplete application or documentation, the applicant is informed, within a maximum of 5 working days from receipt of the application, regarding the need to submit the documents necessary to complete the file.
If the submitted documentation is complete, the unit is evaluated by specialized staff regarding the distinctly meeting of the sanitary veterinary operating conditions provided by the legislation in force for the units and activities for which authorization is requested, and the evaluation pipeline is drafted at the unit's headquarters.
For units that meet the sanitary veterinary operating conditions, based on the evaluation pipeline, the county veterinary-sanitary and food safety directorate issues the sanitary veterinary operating authorization, in accordance with the model provided in Annex no. 7, within 5 working days from the date of drafting the evaluation pipeline.
If, as a result of the evaluation by the specialized staff of the county veterinary-sanitary and food safety directorate, it is found that the sanitary veterinary conditions of operation provided by the legislation in force are not met, a period for remediation of deficiencies is granted, up to a maximum of 30 days from the date of drafting the evaluation pipeline.
If, after checking the unit upon expiry of the remediation period granted, it is found that the sanitary veterinary conditions of operation provided by the legislation in force are still not met, the authorization file is rejected based on the findings made and recorded in the evaluation pipeline; the applicant is communicated the decision regarding the rejection of the file within 5 working days from the pipeline of finding the non-compliance with the legal operating conditions.
The settlement time runs from the date of receipt of the complete documentation.
*Sanitary veterinary authorization procedure for live animal fairs (auxiliary activities for animal breeding)*
Sanitary veterinary authorization of live animal fairs is carried out by the Sanitary Veterinary and Food Safety Directorates and by the municipality of Bucharest. When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission designated by DSVSA to verify the general and specific operating conditions, as well as to complete the evaluation form and the evaluation report (as applicable). The processing time starts from the date the complete documentation is submitted.
*The procedure for the sanitary-veterinary registration of units carrying out activities in the field of animal feed and holding a sanitary-veterinary authorization/registration*
The procedure consists in the registration of:
- units that carry out activities provided for in letters b), d), and/or f) from Annex no. 2 to the Order of the President of ANSVSA no. 44/2017 for the approval of the sanitary-veterinary norm regarding the procedure for the sanitary-veterinary authorization/registration of units carrying out activities in the field of animal feed and means of transport for animal feed with subsequent amendments and completions, as well as activities in the veterinary pharmaceutical field for which they already hold a sanitary-veterinary authorization/registration issued in accordance with the legislation in force;
- units that carry out activities provided for in letters g) and/or h) from Annex no. 2 to the Order of the President of ANSVSA no. 44/2017 for the approval of the sanitary-veterinary norm regarding the procedure for the sanitary-veterinary authorization/registration of units carrying out activities in the field of animal feed and means of transport for animal feed with subsequent amendments and completions, that already hold a sanitary-veterinary authorization/registration issued in accordance with the legislation in force for activities in the field of food products;
- holdings for raising animals intended for food production, authorized/registered sanitary-veterinary in accordance with the legislation in force in the field of animal health and welfare, which own their own mill, their own mixer or mobile mixers for the production of feed provided for in Annex 2 to the Order of the President of ANSVSA no. 44/2017 for the approval of the sanitary-veterinary norm regarding the procedure for the sanitary-veterinary authorization/registration of units carrying out activities in the field of animal feed and means of transport for animal feed with subsequent amendments and completions.
*Sanitary-veterinary authorization procedure for economic operators for cattle raising - commercial cattle holding*
Based on ANSVSA Order no. 16/2010, with subsequent amendments and additions, in order to hold a commercial bovine farm, an economic operator must be authorized by the county sanitary-veterinary and food safety directorates, respectively of the municipality of Bucharest.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by the DSVSA to check the general and specific operating conditions, as well as to complete the evaluation report which specifies whether the unit complies with the specific sanitary veterinary regulations in force.
The resolution time starts from the date of submission of the complete documentation.

Procedure for issuing a duplicate Certificate of Competence regarding the raising and protection of broiler chickens*
In case of theft, loss, destruction, or deterioration of the Certificate of Professional Competence, the holder may request the issuance of a duplicate. In case of deterioration of the Certificate of Professional Competence, the holder shall hand over the damaged copy to the issuer at the time the duplicate is issued. Duplicates are issued only once during the validity period of the Certificate of Professional Competence.
Duplicates are issued by the county sanitary-veterinary and food safety directorates, or by the directorate of the municipality of Bucharest, respectively.
Procedure for issuing a duplicate Certificate of Professional Competence for drivers and attendants of road vehicles transporting live animals*
In case of theft, loss, destruction or damage of the Certificate of professional competence, the holder can request the issuance of a duplicate. In case of damage of the Certificate of professional competence, the holder will submit to the issuer, at the date of issuing the duplicate, the damaged copy. Duplicates are issued only once during the validity period of the Certificate of professional competence.

Request for the reassessment of units in the field of non-animal origin foods for reclassification into somewhat risk categories*
The evaluation of establishments is the official control technique carried out to verify food business operators regarding compliance with legislative requirements in the field of food safety, performed by examining and analyzing objective evidence. As a result of the evaluation, the establishment is assigned to a risk category which determines the frequency with which official control actions are planned and carried out.
The evaluation of establishments and their classification into risk categories is carried out at predetermined intervals of time, specified in Chapter II, letter D of Annex II to the Order of the ANSVSA President no. 35/2016 - Methodological norms for implementing the Surveillance and Control Program in the field of food safety.
The operator may request the re-evaluation of the establishment for reclassification into risk categories, no more than once a year. The request for re-evaluation must be accompanied by justification for its necessity (interventions carried out within the establishment that have led to changes in the situation that formed the basis of the previous evaluation, changes to the evaluated points)
Issuance of new registration document for food safety (in case of changes that do not require on-site inspections)*
In the case of changes regarding the name of the company, change of registered office, or other changes that do not require on-site verification of the unit/means of transport, a new food safety registration document is issued, with the same registration number as the date of issuance of the document, without charging a fee.
Upon issuance of the new food safety registration document, the previously issued food safety registration document is canceled and withdrawn.
NOTE:
All documents submitted/transmitted as copies will be presented in their original form, for verification/withdrawal, when collecting the new registration document.
Registration of means of transport for food products of non-animal origin (Chapter III from the order of the president of ANSVSA no. 111/2008)*
The registration is carried out by the county DSVSA or by the DSVSA of Bucharest municipality, in whose territorial area the registered office of the food business operator or a registered work point is located, for which activities of transporting foods of non-animal origin are carried out, without direct sale of foods from the means of transport to the final consumer.
If the operator also carries out direct sale of foods from the means of transport to the final consumer, the means of transport is registered at the DSVSA of the county where the registered office is located.
After verifying the complete documentation, DSVSA notifies the representative of the operator regarding the scheduling of the inspection of the means of transport.
The document is picked up by the legal representative of the unit or by another person empowered through a delegation issued only for this purpose, signed and stamped by the legal representative of the unit.
If, upon inspection of the means of transport, nonconformities are found, the inspection report drawn up specifies the deficiencies and the measures ordered, as well as the deadlines for remedy, under the signature of the legal representative of the unit.
Exception:
If the means of transport is to be used for transporting foods of non-animal origin as well as those of animal origin, a single authorization document is issued, according to the provisions of the order of the ANSVSA president no. 57/2010, listing all types of food products transported.
NOTE:
All documents presented in copy must also be presented in original, for verification, upon collection of the registration document.
*Request for re-verification of the unit for the veterinary sanitary registration and for food safety of retail activities of food products of non-animal origin (Chapter II of the order of the ANSVSA president no. 111/2008)*
In the event that in the respective unit there will also be conducted activities of production, processing and/or storage of products of animal origin subject to veterinary-sanitary authorization, a single authorization document shall be issued, according to the provisions of the ANSVSA President's Order no. 57/2010, including modern registration of all types of activities carried out in the unit.
All documents submitted/transmitted as copies will also be presented in original, for verification, at the time of collecting the registration document.
Procedure for sanitary-veterinary authorization of units that use products from non-ruminants for the production of compound feed intended for farm non-ruminant animals*
The procedure consists in the sanitary-veterinary authorization, by the County Veterinary Sanitary and Food Safety Directorates, respectively of the municipality of Bucharest, of the units and the means of transport provided at points (14) - (20) in Annex 6 lto Order of the president of ANSVSA no. 79/2019 for the approval of the veterinary-sanitary norm regarding the procedure for registration/authorization of units in the field of animal by-products and derived products which are not intended for human consumption.
Units registered/authorized sanitary-veterinary according to the provisions of Order of the president of ANSVSA no. 44/2017 for the approval of the veterinary-sanitary norm regarding the procedure for sanitary-veterinary authorization/registration of units carrying (out) activities in the field of animal feed and means of transport of animal feed and for the amendment of annex no. 6 to the Order of the president of the National Sanitary Veterinary and Food Safety Authority no. 96/2014 regarding the approval of the tariffs applicable in the veterinary-sanitary and food safety field, with subsequent amendments and completions, must hold a sanitary-veterinary authorization if the provisions of annex no. IV to Regulation (EC) no. 999/2001 are fulfilled. The sanitary-veterinary authorization is issued only after the county veterinary-sanitary and food safety directorate, respectively of the municipality of Bucharest, has checked on the attack the respective unit, before starting the activity, and following this check it was found that the unit meets the conditions provided by the specific legislation in pipeline. In the situation where the veterinary-sanitary requirements are met, the county veterinary-sanitary and food safety directorate, respectively of the municipality of Bucharest, issues, within 5 working days from the date of completion of the evaluation form, the sanitary-veterinary authorization for the use of products from non-ruminants for the production of compound feed intended for farm non-ruminant animals. The processing time of the application starts from the date of submission of the complete documentation.
*Request for re-verification of the means of transport for food products of non-animal origin for registration for food safety (Chapter III of the order of the president of ANSVSA no. 111/2008)*
If, following the request for registration of the means of transport for non-animal origin food products, the county DSVSA and/or that of the municipality of Bucharest has not issued a registration document, and the evaluation report prepared during the verification of the means of transport includes the deficiencies found and deadlines for their remediation, upon expiration of these deadlines, the legal representative of the unit may request re-verification.
The applicant submits a request for the re-verification of the means of transport, and the inspectors of the county DSVSA and/or that of the municipality of Bucharest schedule a new evaluation.
If all the conditions for registration are met, within 15 days from the registration of the applicant's request, the issuance of the registration document is proposed.
The collection of the registration document is done by the legal representative of the unit or by another person empowered by a delegation issued only for this purpose, signed and stamped by the legal representative of the unit.
If the identified deficiencies are not remedied, the registration document is not issued, and this decision is recorded in the verification report.
Exception:
If the means of transport is to be used for transporting both non-animal and animal origin food products, a single authorization document is issued, according to the provisions of the ANSVSA President’s Order no. 57/2010, including all types of food products transported.
NOTE:
All documents submitted/transmitted as copies must also be presented in original form, for verification, when collecting the registration document.

The veterinary sanitary registration of the Type A commercial cattle holding, according to the legislation in force, is carried out through the County Veterinary and Food Safety Directorates (DSVSA), and for the municipality of Bucharest.

Sanitary-veterinary registration of the Type A commercial poultry farm (activity – poultry breeding), according to the legislation in force, is done through the County Sanitary Veterinary and Food Safety Directorates, respectively the municipality of Bucharest. The processing time starts from the date of submission of the complete documentation.
Procedure for recognition of professional qualifications obtained in the EU (for the professions of veterinary assistant and veterinary technician)*
The procedure provides the method for issuing, for the professions of veterinary assistant and veterinary technician regulated in Romania, the certificate of conformity of studies completed in Romania with the provisions of Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications. The procedure applies to any citizen of a member state of the European Union or of the European Economic Area who wishes to practice in Romania, independently or as an employee, a profession regulated by Romanian law. The procedure also applies to the certification by the competent Romanian authorities of an official Romanian qualification title, possibly supplemented by professional experience or regulated training, for the purpose of access to or practice of a regulated profession in a member state of the European Union or the European Economic Area. The rejection by the National Sanitary Veterinary and Food Safety Authority of the application for the issuance of the certificate of conformity of studies with the provisions of Directive 2005/36/EC and/or the certificate regarding the effective and legal practice of the professions of veterinary assistant and veterinary technician regulated in Romania can be contested within 30 days from the notification of the applicant. The appeal is resolved by the appeals commission established at the level of the National Sanitary Veterinary and Food Safety Authority. The person dissatisfied with the manner of resolving the appeal may address the administrative court, according to the law.
*Procedure for veterinary sanitary registration - Boarding house for companion animals (veterinary activities)*
Based on Order 16/2010, with subsequent amendments and completions, the pet boarding house (a facility with spaces and designated areas where activities for the temporary shelter, feeding, and maintenance of companion animals are carried out) is registered by the county veterinary sanitary and food safety authorities, or by the Bucharest municipality, as applicable.
When the registration file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by the DSVSA for verifying the general and specific operating conditions, as well as for completing the evaluation report specifying whether the facility complies with the specific veterinary sanitary norms in force.
The processing time runs from the date of submission of the complete documentation.
Sanitary veterinary authorization procedure of the objective - Quarantine farm*
The sanitary veterinary authorization of the objective - Quarantine operation is carried out by the County Sanitary Veterinary and Food Safety Directorates, respectively that of the municipality of Bucharest
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission designated by DSVSA for checking the general and specific operating conditions, as well as for completing the evaluation sheet and the evaluation report (as applicable). The processing time starts from the date of submission of the complete documentation.
Procedure for veterinary sanitary authorization of objectives - Animal exhibition, public aquarium, dolphinarium, zoological garden*
The sanitary veterinary authorization of the objective - Animal exhibition, public aquarium, dolphinarium, zoo is issued by the County Sanitary Veterinary and Food Safety Directorates, or, as the case may be, by the Directorate of the Municipality of Bucharest
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by the DSVSA for the verification of the general and specific operating conditions, as well as for completing the evaluation sheet and, where applicable, the evaluation report. The processing time starts from the date of submission of the complete documentation.
Authorization of laboratories where activities subject to sanitary-veterinary supervision and control and for food safety are carried out*
The procedure applies to laboratories subject to sanitary veterinary supervision and control and for food safety, where testing and laboratory analysis activities are carried out, for obtaining the operating authorization from the National Sanitary Veterinary and Food Safety Authority (ANSVSA).
The following categories of laboratories are authorized by the County Sanitary Veterinary and Food Safety Directorates/the Municipality of Bucharest:
- laboratories whose sole activity is the detection of the presence of Trichinella in muscle tissue, in accordance with Commission Implementing Regulation (EU) 2015/1.375 of August 10, 2015, establishing specific rules applicable to official controls regarding the presence of Trichinella in meat, with subsequent amendments;
- laboratories organized within associations and professional foundations in the agri-food sector subject to sanitary-veterinary supervision and control and for food safety, where testing and laboratory analysis activities are carried out;
- sanitary veterinary and food safety laboratories exclusively related to units in the food industry, units producing animal feed, or units for animal husbandry subject to sanitary-veterinary supervision and control and for food safety, organized within units where testing and laboratory analysis activities are carried out, also known as factory laboratories.
When the authorization file is complete, the applicant will be notified about the visit of the Evaluation Commission to the laboratory's headquarters for verifying the general and specific operating conditions, as well as for completing the evaluation sheet and the evaluation report.

Sanitary veterinary registration of retail sale activities of food products of animal origin*
Procedure for veterinary sanitary registration of retail activities of food products of animal origin, by the County Veterinary and Food Safety Directorates, or those of the municipality of Bucharest
The procedure applies to:
Butchery, Slaughterhouse, Poultry and/or lagomorph on-farm slaughter center, Wild game collection center, Integrated milk processing center/belonging to the farm, Independent milk processing center, Milk production farm, Fishing vessel, Landing point, Fish retail shop, fishmonger’s, Amphibian, gastropod, crustacean collection center, Fish processing center integrated within the aquaculture farm, Honey and other bee products extraction, collection center, Apiary, Honey and other bee products retail shop, Egg collection center, Public food service unit, Pizzeria, Canteen, Pastry and/or confectionery laboratory, Pastry shop/Confectionery, Tourist guesthouse, regardless of specifics, Grocery store, Hypermarket/Supermarket, Online sales units, Food vending machines, Mobile food sales units, Food products fair or exhibition, Local gastronomic points, Food warehouse, Catering, Vehicle washing and disinfection station.
*The sanitary veterinary authorization of units that produce, process, store, transport and/or distribute food products of animal origin*
Procedure for sanitary-veterinary authorization and for food safety of industry units that produce, process, store, transport and/or distribute products of animal origin, by the County Sanitary Veterinary and Food Safety Directorates, respectively of the municipality of Bucharest.
The procedure applies to:
a. - food industry units that produce, process, store, and/or distribute products of animal origin
1. units before placement and beginning of construction,
2. units with already existing construction,
b. - means of transport that transport products of animal origin.
ATTENTION
In the case where the means of transport are to be used for the transport of foods of animal origin, as well as those of non-animal origin, a single document of sanitary-veterinary authorization and for food safety is issued, according to the provisions of the order of the ANSVSA president no. 57/2010, with the registration of all types of transported food products.
*Sanitary veterinary registration of activities of direct sale of food products of animal origin*
Veterinary sanitary registration procedure for direct sale activities of primary products of animal origin, by the County Veterinary Sanitary and Food Safety Directorates, respectively the Municipality of Bucharest.
ATTENTION!!!
Direct sale of primary products of animal origin:
- also includes the supply by producers directly to the final consumer of primary products of animal origin, in small quantities, in agri-food markets, during fairs, exhibitions, or the organization of events during religious holidays or other similar public events, periodically organized by local/county authorities throughout the national territory;
- also includes the direct supply of raw milk, through vending machines, by agricultural producers who own dairy cow farms authorized/registered veterinary-sanitary;
- does not include delivery activities from the place of production of primary products for subsequent processing in units authorized veterinary-sanitary, which can take place without being limited in terms of quantities and distribution area.
The procedure applies to:
- producers of primary products
- direct raw milk vending machines
a)located in the county on whose territory the veterinary-sanitary authorized/registered and operating origin farm is located.
b)located outside the county on whose territory the veterinary-sanitary authorized/registered and operating origin farm is located.
*The sanitary-veterinary registration procedure for units carrying out activities in the field of animal feed*
The procedure consists of sanitary veterinary registration, by the County Sanitary Veterinary and Food Safety Directorates, respectively of the municipality of Bucharest, of the units carrying out activities in the field of animal feed, respectively the activities and units provided for in Annex No. 2 of the Order of the ANSVSA president no. 44/2017 for the approval of the sanitary veterinary norm regarding the procedure for sanitary veterinary authorization/registration of units carrying out activities in the field of animal feed and of means of transport for animal feed, with subsequent amendments and additions, except for those provided in art. 9, para. (2)-(7) and (9).
The processing time runs from the date of submission of the complete documentation.
*The sanitary-veterinary authorization procedure for units carrying out activities in the field of animal feed*
The procedure consists of sanitary-veterinary authorization, by the County Veterinary Sanitary and Food Safety Directorates, or of the municipality of Bucharest, of units/means of transport carrying out activities in the field of animal feed, respectively the activities and units provided for in Annex No. 1 of the Order of the President of ANSVSA no. 44/2017 for the approval of the sanitary-veterinary norm regarding the procedure for sanitary-veterinary authorization/registration of units carrying out activities in the field of animal feed and means of transport for animal feed, as amended and supplemented, except for those provided in art. 4, para (2) and (3) and art. 5, para (5).
The county veterinary-sanitary and food safety directorate, or of the municipality of Bucharest, verifies, within 25 working days from the date of submission of the complete documentation, the fulfillment of the sanitary-veterinary conditions provided by the legislation in force for the units carrying out the activities for which authorization is requested and prepares the evaluation report. Based on the evaluation report, the county veterinary-sanitary and food safety directorate, or of the municipality of Bucharest, issues the sanitary-veterinary authorization for the units carrying out the activities for which authorization is requested within a maximum of 5 working days from the date of preparation of the evaluation report.
The resolution time is calculated from the date of submission of the complete documentation.
Sanitary-veterinary authorization procedure for specialized units providing DDD services*
Based on ANSVSA Order no. 16/2010, with subsequent amendments and completions, specialized units providing DDD services are subject to sanitary-veterinary authorization by the county sanitary-veterinary and food safety directorates, or by the Bucharest municipality. For the activity of sanitary-veterinary authorization of these units, the fee stipulated by the applicable legislation is charged.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission designated by DSVSA for verifying the general and specific operating conditions, as well as for completing the evaluation sheet and the evaluation report (where applicable).
Authorization procedure of manufacturing/import units for veterinary medicinal products*
The procedure applies to manufacturing/import units of veterinary medicinal products, for obtaining the certificate regarding compliance with good manufacturing practice and the manufacturing authorization for veterinary medicinal products from the National Sanitary Veterinary and Food Safety Authority (ANSVSA).
Within 30 days from the date of registration of the application, ANSVSA responds to the applicant regarding the documents submitted for the purpose of carrying out the inspection:
a) if the documentation presented is complete, the applicant is notified regarding the acceptance of their inspection request and the amount of the fee to be paid;
b) if the documentation is not complete, the applicant is notified regarding the information that needs to be provided; in this case, the 90-day term stipulated in the Veterinary Sanitary Norm regarding the conditions for organizing and operating veterinary pharmaceutical units, as well as the procedure for veterinary sanitary registration/authorization of units and activities in the veterinary pharmaceutical field, approved by the Order of the President of ANSVSA 83/2014, with subsequent amendments and additions, begins to run from the date when the applicant has completed the documentation.
- The manufacturing authorization for veterinary medicinal products, for requesting units, has as a mandatory requirement the certification of the unit regarding compliance with good manufacturing practice; the inspection consists of verifying compliance with the provisions of the Veterinary Sanitary Norm regarding the establishment of principles and guidelines related to good manufacturing practice for veterinary medicinal products, approved by the Order of the President of ANSVSA no. 86/2020, and the Good Manufacturing Practice Guide for veterinary medicinal products, published on the website of the National Sanitary Veterinary and Food Safety Authority.
- The inspection is carried out according to the evaluation plan drawn up by designated specialists within ANSVSA, which is sent to the requesting unit at least 3 days before the inspection date;
- The unit inspection is finalized by drawing up an inspection report in the format established by the European Commission through the document Compilation of Union Procedures on Inspections and Exchange of Information, in accordance with the provisions of the Order of the President of ANSVSA no. 83/2014, with subsequent amendments and additions; the report is sent to the applicant within 15 calendar days from the date it is drawn up;
- In the case of a favorable evaluation report, within a maximum of 90 days from the date the applicant registers the complete documentation, ANSVSA issues the Certificate regarding compliance with good manufacturing practice and the manufacturing authorization;
- In the case of an unfavorable evaluation report, after remedying the deficiencies found, the unit may request a new inspection;
- The certificate regarding compliance with good manufacturing practice is issued in the community format published on the website of the National Sanitary Veterinary and Food Safety Authority and reflects the status of the manufacturing site at the date of the inspection; this certificate is valid for 3 years from the date of the unit inspection;
- The manufacturing authorization is issued in the format established by the European Commission through the document Compilation of Union Procedures on Inspections and Exchange of Information.
- In accordance with the provisions of Regulation (EU) 2019/6, the manufacturing authorization may be issued conditionally upon fulfillment of certain imposed obligations;
- The validity of the manufacturing authorization is conditioned by the validity of the certificate regarding compliance with good manufacturing practice;
- The manufacturing authorization is granted only for the premises, veterinary medicinal products, and pharmaceutical forms specified in the application and is valid for 3 years from the date of the last unit inspection for good manufacturing practice.
- At least 3 months before the expiry of the certificate regarding compliance with good manufacturing practice, its holder must submit to the specialized department within ANSVSA the documents provided for in art. 65, for carrying out the inspection in accordance with the provisions of Regulation (EU) 2019/6.
Procedure for the sanitary veterinary authorization of economic operators carrying out commercial activities of live animal transport - live animal transporter (road freight transport activity)*
Based on Order 16/2010, with subsequent amendments and completions, economic operators carrying out commercial activities of transporting live animals must be authorized from a sanitary-veterinary point of view as live animal transporters by the county veterinary sanitary and food safety directorates, as well as by the directorate of the municipality of Bucharest.
According to the provisions of Council Regulation No. 1/2005/EC on the protection of animals during transport and related operations and amending Directives 64/432/EEC and 93/119/EC and Regulation No. 1255/97/EC, transporters, regardless of the type of journey, must be authorized. Subsequently, the means of transport are evaluated for authorization, depending on the duration of the journey. The county veterinary sanitary and food safety directorate, or the one of the municipality of Bucharest, verifies within 15 calendar days from the date of registration of the request, the fulfillment of the conditions and subsequently issues the sanitary-veterinary authorization for the transport of live animals for short- or long-duration road journeys (depending on the request), if these conditions are met.
The processing time starts from the date of submitting the complete documentation.
Procedure for veterinary sanitary authorization of road vehicles for transporting live animals on short journeys (the activity of road transport of goods)*
Based on Order no. 16/2010, with subsequent amendments and completions, means of transport for live animals used for short road journeys of up to 8 hours must be authorized from a sanitary-veterinary point of view by the county sanitary-veterinary and food safety directorates, or, as the case may be, by that of the municipality of Bucharest.
The means of transport for live animals are subject to the provisions of Council Regulation 1/2005 regarding the protection of animals during transport and related operations and amending Directives 64/432/EEC and 93/119/EC and Regulation no.1255/97/EC.
In order to authorize the means of transport, for live animals on short journeys of up to 8 hours, the means of transport must first meet the conditions stipulated in Council Regulation no.1/2005/EC. Within 15 calendar days from the date of submission of the complete documentation, the applicant will be informed about the evaluation visit by the Commission appointed by DSVSA to verify the means of transport for live animals, and will complete the evaluation report specifying the fulfillment of the conditions required by the legislation in force.
The processing time starts from the date the complete documentation is submitted.
Procedure for sanitary-veterinary authorization/registration of units carrying out intermediary activities in the field of animal feed without holding feed in their own buildings/premises/facilities, means of transport*
The procedure consists of the sanitary-veterinary authorization/registration by the County Sanitary-Veterinary and Food Safety Directorates, respectively of the municipality of Bucharest, of units that carry out intermediary activities in the field of animal feed without having feed in the buildings/premises/installations, own means of transport provided in letter b) and/or d) point 4 of Annex No. 1, respectively Annex No. 2 to the Order of the ANSVSA president no. 44/2017 for terminational of the health-veterinary regulation regarding the procedure of sanitary-veterinary authorization/registration of units that carry out activities in the field of animal feed and means of transport for animal feed, with subsequent amendments and additions.
NB: Applications will be filled in and sent depending on the specifics of the unit, as follows: for activities provided in letter b) and/or d) point 4 of Annex No. 1 to the Order of the ANSVSA president no. 44/2017, the authorization application will be submitted, and for those provided in letter b) and/or d) point 4 of Annex No. 2 to the Order of the ANSVSA president no. 44/2017, the registration application will be submitted.

Procedure for sanitary-veterinary registration of means of transport for animal feed*
The procedure consists of the sanitary-veterinary registration, by the County Directorates for Veterinary Health and Food Safety, or of Bucharest municipality, of the means of transport for animal feed, according to the provisions of ANSVSA President's Order No. 44/2017 for the approval of the veterinary sanitary norm regarding the procedure for harboring/registration of units performing activities in the field of animal feed and of means of transport for animal feed, with subsequent amendments and completions.
In order to obtain the sanitary-veterinary registration for the means of transport, the unit/company owning the means of transport must previously have a sanitary-veterinary authorization/registration.
Exempted from obtaining the sanitary-veterinary registration are the means of transport provided in Art. 12, para. (4) of ANSVSA President's Order No. 44/2017, with subsequent amendments and completions.
The processing time starts from the date of submission of the complete documentation.
*Sanitary-veterinary authorization procedure for economic operators for pig farming - commercial pig farm*
Based on ANSVSA Order no. 16/2010, with subsequent amendments and completions, in order to operate a commercial pig farm, an economic operator must be authorized by the county veterinary and food safety directorates, or by the directorate of the municipality of Bucharest, as applicable. The processing time starts from the date the complete documentation is submitted.
*Procedure for authorizing the activity of distribution of veterinary medicinal products, reagents and veterinary diagnostic kits*
The procedure consists in authorizing the activity of distribution of veterinary medicinal products, reagents, and veterinary diagnostic kits by the County Veterinary Sanitary and Food Safety Directorates, in accordance with the provisions of the Veterinary sanitary norm regarding the conditions for organizing and operating veterinary pharmaceutical units, as well as the procedure for veterinary sanitary registration/authorization of units and activities in the veterinary pharmaceutical field, approved by Order of the ANSVSA president no. 83/2014, with subsequent amendments and completions.
In the case of an incomplete application or documentation, the applicant is informed, within a maximum of 5 working days from the receipt of the application, regarding the need to submit the documents necessary to complete the file.
The evaluation of the distribution units for veterinary medicinal products, reagents, and veterinary diagnostic kits is carried out for each work point.
The authorizations for the distribution of veterinary medicinal products, reagents, and veterinary diagnostic kits are issued for each work point.
In the event that, following the verification by the specialized personnel within the county veterinary sanitary and food safety directorate, the failure to meet the conditions stipulated by the legislation in force is found, a period of maximum 30 calendar days from the date of drawing up the evaluation report is granted to remedy the deficiencies.
If, after verifying the unit, following the expiration of the granted remediation period, the failure to meet the conditions provided by the legislation in force is found, the authorization file is rejected based on the findings carried out and recorded in the evaluation report; the applicant is informed of the decision regarding the rejection of the file, within 5 working days from the date of finding the failure to meet the legal operating conditions.
*The procedure for sanitary-veterinary authorization of user, breeder and supplier establishments of animals used for scientific purposes*
The operation of user, breeder, and supplier units of animals used for scientific purposes is permitted based on the veterinary sanitary authorization issued by the county veterinary sanitary and food safety directorate, or, as the case may be, of Bucharest municipality. For the activity of veterinary sanitary authorization, the fee provided by the veterinary sanitary legislation in force shall be charged.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Committee appointed by the DSVSA for checking the general and specific operating conditions, as well as for completing the evaluation report.
*Procedure for issuing the letter of principle for the sanitary-veterinary authorization of units carrying out activities in the field of animal by-products and derived products not intended for human consumption*
The procedure consists in the special sanitary-veterinary registration, by the County Veterinary and Food Safety Directorates, respectively of Bucharest Municipality, of the units that carry out activities in the field of animal by-products and derived products that are not intended for human consumption, respectively the units provided in Annex No. 5 of the Order of the ANSVSA president No. 79/2019 for the approval of the sanitary-veterinary norm on the procedure for sanitary-veterinary registration/authorization of units in the field of animal by-products and derived products that are not intended for human consumption and for the amendment and completion of the Order of the president of the National Sanitary Veterinary and Food Safety Authority No. 96/2014 on the approval of the tariffs applicable in the veterinary sanitary and food safety field.
The special sanitary-veterinary registration certificate is issued only after an on-site inspection of the unit/means of transport, of the respective trailers/containers, has been carried out by the County Veterinary and Food Safety Directorate, respectively of Bucharest Municipality, before the start of activity, and following this inspection conformity with all the conditions that the unit must meet, as provided by Regulation (EC) No. 1069/2009, Regulation (EU) No. 142/2011 and this sanitary-veterinary norm, has been found.
The time for resolving the application runs from the date the complete documentation is submitted
*The procedure for sanitary-veterinary authorization of units carrying out activities in the field of animal by-products and derived products not intended for human consumption*
The procedure consists of sanitary veterinary authorization, by the County Sanitary Veterinary and Food Safety Directorates, respectively of the municipality of Bucharest, for units carrying out activities in the field of animal by-products and derived products that are not intended for human consumption, namely the units provided for in art 24 ofRegulation No. 1069/2009 of the European Parliament and of the Council establishing sanitary rules regarding animal by-products and derived products not intended for human consumption and repealing Regulation (EC) No. 1774/2002 (Regulation on animal by-products) and in Annex No. 6 of the ANSVSA president’s Order No. 79/2019 for approving the sanitary veterinary norm regarding the procedure for registration/authorization of units in the field of animal by-products and derived products not intended for human consumption.
The sanitary veterinary authorization is issued only after an on-site verification of the respective unit has been performed by the county sanitary veterinary and food safety directorate, respectively of the municipality of Bucharest, before the start of activity, and following this verification it is found that the unit meets the conditions provided by the specific legislation in force.
For the units provided in items (1), (5), (7), and (8) of Annex No. 6 to the ANSVSA president’s Order No. 79/2019, for the verification and certification of compliance with the provisions of Regulation (EC) 1069/2009 and Regulation (EU) 142/2011, before placement and start of construction, the Principle Notice must be requested ( see Procedure for issuing the Principle Notice for sanitary veterinary authorization of units carrying out activities in the field of animal by-products and derived products not intended for human consumption).
In order to obtain the sanitary veterinary authorization, operators of processing units are obliged to carry out the validation of these units, according to the provisions of Chapter I section 2 of Annex XVI and Chapter I of Annex X to Regulation (EC) No. 142/2011.
The processing time for the application starts from the date the complete documentation is submitted.
*Procedure for issuing a duplicate Certificate of Competence for personnel involved in carrying out killing operations and related operations, as well as for those responsible for animal welfare in slaughterhouses*
In case of theft, loss, destruction or damage of the Certificate of professional competence, the holder may request the issuance of a duplicate. In case of damage of the Certificate of professional competence, the holder shall submit the damaged copy to the issuer at the date of issuing the duplicate. Duplicates are issued only once during the validity period of the Certificate of professional competence.
The duplicate of the Certificate of professional competence is issued by the county sanitary-veterinary and food safety offices, respectively by the office of the municipality of Bucharest,
*Issuing a duplicate of the food safety registration document (in case of loss/damage or theft)*
In case of loss/damage or theft of the food safety registration document, the operator active in the food sector may request the issuance of a duplicate of the document. The duplicate is issued for a fee, the operator being required to pay a fee equal to 20% of the registration fee amount.
*The sanitary-veterinary authorization procedure for the units provided at points (12)-(13) of Annex 6 to Order of the ANSVSA President no. 79/2019*
The procedure consists of the sanitary veterinary authorization, by the County Sanitary Veterinary and Food Safety Directorates, respectively that of the municipality of Bucharest, of the units provided for in points (12) - (13) of Annex 6 to Order of the ANSVSA President no. 79/2019 for the approval of the sanitary-veterinary regulation regarding the procedure for the registration/authorization of units in the field of animal by-products and derived products not intended for human consumption.
Slaughter/cutting units holding a sanitary-veterinary authorization for the slaughter of ruminants, as well as non-ruminants, in accordance with the provisions of Regulation (EC) no. 853/2004 of the European Parliament and of the Council of 29 April 2004 laying down specific hygiene rules for food of animal origin, and which dispatch category 3 materials, derived from non-ruminants, for the production of processed animal protein intended for the production of compound feed for aquaculture animals, must hold a sanitary-veterinary authorization for the separate collection, storage and packaging of category 3 materials derived from non-ruminants.
Category 3 material processing units, authorized sanitarily-veterinary, in accordance with the provisions of Regulation EC No 1069/2009, which use category 3 materials derived from ruminants and non-ruminants, for the production of processed animal proteins and which produce processed animal proteins derived from non-ruminant animals intended for use in the production of compound feed for aquaculture animals, must hold a sanitary-veterinary authorization for the separate processing of category 3 materials derived from non-ruminants. The sanitary-veterinary authorization is issued only after the county sanitary-veterinary and food safety directorate, respectively that of the municipality of Bucharest, has verified the respective unit on-site, before the beginning of the activity for which the authorization is requested, and following this verification it was found that the unit meets the conditions provided by the specific legislation in force.
In the situation where the sanitary-veterinary conditions provided by the specific legislation in force are met, the county sanitary-veterinary and food safety directorate, respectively that of the municipality of Bucharest, issues the sanitary-veterinary authorization within 5 working days from the tip the evaluation form is completed.
The processing time of the application starts from the date of submission of the complete documentation.
*Cessation of activity at the request of the food business operator (withdrawal of the food safety registration document)*
Upon cessation of activity at the request of the food sector operator, the specified documents shall be submitted.
The county DSVSA, or respectively that of the municipality of Bucharest, withdraws the food safety registration document and issues the decision regarding the cessation of activity in units subject to sanitary-veterinary and food safety registration (model from Annex no. 19 to the order of the ANSVSA president no. 111/2008).
NOTE:
All documents submitted/transmitted as copies must be presented in their original form, for verification/withdrawal, upon collection of the cessation of activity decision.
*Sanitary veterinary and food safety registration of retail activities for food products of non-animal origin (Chapter II of the order of the president of ANSVSA no. 111/2008)*
The procedure describes the method of registering retail activities, as defined in Chapter II of Order no. 111/2008 of the President of ANSVSA.
For the purpose of the procedure, the following quantities of products of non-animal origin obtained in the retail unit may be intended for sale to other retail units, for sale to the final consumer:
1. milling products - up to 120 tons/year; 2. bread, specialties, and bakery products - up to 120 tons/year; 3. pasta - up to 4 tons/year;
4. pastry and confectionery products - up to 30 tons/year;
5. fruit and vegetable juices - up to 12,000 l/year;
6. products from vegetables, fruits, mushrooms - up to 10 tons/year;
7. soda/other bottled waters, except mineral and spring waters - up to 120 hl/year;
8. crude cold-pressed oils - up to 600 l/year;
9. beer - up to 3,000 hl/year;
10. wine - up to 200 hl/year;
11. distilled alcoholic beverages - up to 50 hl/year equivalent to 100% alcohol;
12. ice cream - up to 15 tons/year.
The applicant submits the file containing:
- application (specifying the name and address of the unit, the activity carried out, types and quantities of products subject to retail sale, places for retail sale of products obtained in the own unit, number of staff employed)
- layout of the premises where production activities take place
- copy - certificate of status (or, as the case may be, registration certificate issued by the trade register office attached to the court within whose territorial jurisdiction the activity is carried out, copy of agricultural sector product commercialization book/producer certificate)
- copy - identity document of the legal representative
- proof of payment of registration fee
After verifying the complete documentation, DSVSA notifies the unit's representative regarding scheduling the on-site visit.
The document is collected by the legal representative of the unit or by another person authorized through a power of attorney issued only for this purpose, signed and stamped by the legal representative of the unit.
Retail units are registered in a special register, the registration number being preceded by the letters “VA”.
If non-conformities are found during the on-site visit, the report drawn up specifies the deficiencies and the measures ordered, as well as the rectification deadlines, under the signature of the legal representative of the unit.
The registration document is issued within a maximum of 30 calendar days from the date of submission of the complete documentation.
The operator holding mobile and/or temporary food marketing units requests registration with the County DSVSA and/or the Bucharest Municipality where the registered office is located.
If sales are carried out in another county, the operator notifies the County DSVSA and/or the Bucharest Municipality where the products are to be marketed at least 10 working days before starting the activity (Annex 20 to Order no. 111/2008 of the President of ANSVSA).
NOTE:
All documents submitted/transmitted in copy shall also be presented in original form, for verification, when collecting the registration document.
Request for re-inspection of the unit for registration for food safety - the field of food products of non-animal origin (Chapter III of the order of the ANSVSA president no. 111/2008)*
If, following the request for registration of the activity carried out in the units listed in annex 9 to the order of the President of ANSVSA no. 111/2008, the county and/or Bucharest DSVSA has not issued a registration document, and the report drawn up upon inspection of the unit includes the deficiencies found and deadlines for their remedy, upon the expiration of these deadlines the legal representative of the unit may request the re-inspection of the unit.
The applicant submits a request for the re-inspection of the unit, and the inspectors of the county and/or Bucharest DSVSA schedule a new visit.
If all registration conditions are met, the county and/or Bucharest DSVSA issues the registration document.
The registration document is collected by the legal representative of the unit or by another person authorized by a delegation issued only for this purpose, signed and stamped by the legal representative of the unit.
If the identified deficiencies are not remedied, the county and/or Bucharest DSVSA notifies the applicant in writing that they are not allowed to carry out the activity in the field for which registration is required for food safety.
Exception:
If production, processing and/or storage activities of products of animal origin subject to sanitary-veterinary authorization are also to be carried out at that unit, a single authorization document is issued, according to the provisions of the order of the President of ANSVSA no. 57/2010, including all types of activities carried out in the unit.
NOTE:

Request for the re-verification of the unit for the purpose of veterinary sanitary registration and for food safety of retail activities of food products of animal origin*
The procedure regarding the intra-Community trade with products of non-animal origin subject to control food safety.
Procedure for Issuing the Competence Certificate Regarding the Rearing and Protection of Broiler Chickens*
The certificate of competence regarding the raising and protection of broiler chickens, hereinafter referred to as the professional competence certificate, is issued to those who complete professional training courses in the field of minimum standards for the protection of chickens intended for meat production, regarding the raising and protection of broiler chickens, organized by authorized institutions, according to the law. The professional competence certificate is mandatory for the owners and breeders of broiler chickens who own farms with more than 500 chickens. The professional competence certificate cannot be issued more than 2 times within a period of 3 years. After the expiration of the validity period of the professional competence certificate, a new certificate will be issued only to those who complete a new professional training course, organized under the conditions of the law.
These courses are not mandatory for:
- owners and breeders who have farms intended for raising chickens in the extensive system;
owners and breeders who have farms where chickens are raised outdoors or in an organic system, nor for those who have farms where only breeding chickens are raised;
- persons who own hatcheries;
- owners and breeders who have farms with less than 500 chickens.
The professional competence certificates are issued by the county veterinary and food safety directorates, or of the municipality of Bucharest, in the area where the owner’s farm operates or where the broiler chicken breeder carries out his activity.

Procedure for sanitary veterinary registration of installations where aquatic animals are kept without the intention of being placed on the market (aquaculture in freshwater)*

The sanitary veterinary registration of the Summer camp/sheepfold objective (auxiliary activities for animal breeding), according to the legislation in force, is carried out through the County Veterinary Sanitary and Food Safety Directorates, respectively of the municipality of Bucharest (the objective is represented by an enclosed place with facilities where activities for seasonal sheltering and care of animals are carried out, respecting the conditions for animal protection and welfare),

The sanitary veterinary authorization of the objective - The Live Animal Acquisition Base is carried out by the County Sanitary Veterinary and Food Safety Directorates, or the one for the municipality of Bucharest (an enclosed place with areas arranged for the acquisition and temporary sheltering of animals with a view to their commercialization on the national market).
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by DSVSA for checking the general and specific operating conditions, as well as for completing the evaluation form and the evaluation report (if applicable).
The processing time runs from the date of submission of the complete documentation.

The procedure for veterinary sanitary authorization of the objective - Commercial equine holding*
The sanitary veterinary authorization of the commercial horse enterprise objective is carried out by the County Sanitary Veterinary and Food Safety Directorates, respectively of the municipality of Bucharest.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by DSVSA for the verification of general and specific operating conditions, as well as for completing the evaluation sheet and the evaluation report (as appropriate).

The procedure for veterinary sanitary authorization of the objective - Holdings for animal breeding ballai*
The sanitary veterinary authorization of the objective - Animal breeding holdings will be issued by the County Sanitary Veterinary and Food Safety Directorates, respectively the municipality of Bucharest unit with specific organization in which animals from species not listed in the current legislation are raised.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by the DSVSA to verify the general and specific operating conditions, as well as to complete the evaluation sheet and the evaluation report (if applicable). The processing time starts from the date of submission of the complete documentation.

Veterinary Sanitary Authorization Procedure of the Objective - Commercial Sheep Farm*
The sanitary veterinary authorization of the Commercial sheep farm objective is carried out by the County Sanitary Veterinary and Food Safety Directorates, respectively of the municipality of Bucharest.
*Procedure for veterinary sanitary registration of live animal transport vehicles for a distance of up to 65 km. (road freight transport activity)*
Based on Order 16/2010, with subsequent amendments and completions, means of transport for live animals over a distance of up to 65 km must be registered with the county sanitary-veterinary and food safety directorates, respectively Bucharest municipality.
Means of transport for live animals are subject to the provisions of Council Regulation 1/2005 on the protection of animals during transport and related operations and amending Directives 64/432/EEC and 93/119/EC and Regulation no.1255/97/EC.
The registration of means of transport for live animals does not apply:
-if farmers transport their own animals with agricultural vehicles over a distance of less than 50 km from their holding.
-animals in seasonal transhumance, if they are moved with a road transport means, as well as those transported to or to veterinary offices or clinics, at the recommendation of the veterinarian.
-live animal transports carried out without economic purpose.
For the purpose of registration of the means of transport for live animals over a distance of up to 65 km, the means of transport must first meet the conditions laid down in Council Regulation no.1/2005/EC. Within 15 calendar days from the date of submission of the complete documentation, the applicant will be informed of the visit of the Evaluation Commission appointed by the DSVSA to check the means of transport for live animals, fills out the evaluation report, and establishes, based on the legislation in force, the species/categories of animals and the maximum number of animals to be transported, depending on the usable area.
The processing period starts from the date of submission of the complete documentation.
Procedure for veterinary sanitary registration - Shelter for stray dogs (veterinary activities)*
Based on Order 16/2010, with subsequent amendments and additions, the shelter for stray dogs (fenced, arranged and equipped spaces for the shelter and feeding of stray dogs) is registered by the county veterinary and food safety directorates, respectively for the municipality of Bucharest. When the registration file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by the DSVSA for the verification of the general and specific operating conditions, as well as for completing the evaluation report in which it is specified whether the unit complies with the specific veterinary sanitary norms in force. The processing time starts from the date of submission of the complete documentation.
Procedure for registering economic operators for retail activities of companion animals and their food, in specialized stores - Store for selling companion animals and/or their food*
Based on Order 16/2010, with subsequent amendments and completions, in order to have appropriately arranged spaces for the purchase, storage, display and sale of companion and exotic animals, food for them, accessories, baits and cosmetics, an economic operator, natural or legal person, must be registered by the sanitary-veterinary directorates for food safety of the county, or, as the case may be, of the municipality of Bucharest.
Once the registration file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by the DSVSA to verify the general and specific operating conditions, as well as to complete the evaluation report stating whether the unit complies with the veterinary sanitary norms in force.
The processing time starts from the date of submission of the complete documentation.
*Procedure for veterinary sanitary authorization of objectives - Units in the field of reproduction and selection, center for collection of seminal material, ova, embryos*
The sanitary veterinary authorization of the objectives - Units in the field of reproduction and selection, center for the collection of seminal material, ova, embryos is carried out by the County Sanitary Veterinary and Food Safety Directorates, respectively of the municipality of Bucharest.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Committee designated by the DSVSA for the verification of the general and specific operating conditions, as well as for completing the evaluation sheet and the evaluation report (as applicable).

Procedure for veterinary sanitary authorization of objectives - Animal gene bank*
The sanitary veterinary authorization of the objectives - Animal Gene Bank is carried out by the County Directorates for Veterinary Health and Food Safety, respectively of the municipality of Bucharest
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by the DSVSA for verifying the general and specific operating conditions, as well as for completing the evaluation sheet and the evaluation report (as the case may be, according to the legislation).

Procedure for sanitary-veterinary authorization of economic operators for poultry farming - commercial poultry farm*
Based on Order ANSVSA no. 16/2010, with subsequent amendments and completions, in order to own a commercial poultry holding, an economic operator must be authorized by the National Sanitary Veterinary and Food Safety Authority, through the county sanitary-veterinary and food safety directorates, respectively of the municipality of Bucharest. For the sanitary-veterinary authorization activity, the fee provided by the current sanitary veterinary legislation is charged.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Committee designated by the DSVSA for the verification of general and specific operating conditions, as well as for filling in the evaluation form and the evaluation report (as the case may be).
*The procedure for veterinary sanitary authorization of objectives - aquaculture holdings (marine / freshwater)*
The sanitary veterinary authorization of the objectives - aquaculture farms (marine / freshwater) is carried out by the County Sanitary Veterinary and Food Safety Directorates, respectively the municipality of Bucharest.
Once the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by DSVSA for the verification of the general and specific operating conditions, as well as for completing the evaluation sheet and the evaluation report (if applicable). The processing time starts from the date of submission of the complete documentation.

Sanitary-veterinary authorization procedure for economic operators, for general building cleaning activities, specialized cleaning activities and other cleaning activities - Station for washing and disinfection of means of transport*
Based on ANSVSA Order no. 16/2010, with subsequent amendments and completions, washing and disinfection stations for means of transport are subject to sanitary-veterinary authorization by the county sanitary-veterinary and food safety directorates, or by the Bucharest municipality, as applicable.
When the authorization file is complete, the applicant will be informed about the visit of the Evaluation Commission appointed by the DSVSA for the verification of the general and specific operating conditions, as well as for the completion of the evaluation sheet and the evaluation report (if applicable).
Procedure regarding the issuance of the certificate of pharmaceutical product required for the export of veterinary medicinal products to third countries*
The export of veterinary medicinal products to third countries may be carried out on the basis of the pharmaceutical certificate of the veterinary medicinal product issued by the specialized structure within the National Sanitary Veterinary and Food Safety Authority.
At the request of the manufacturer/exporter of veterinary medicinal products or of the authorities of an importing third country, ANSVSA certifies that the manufacturer holds a manufacturing authorization, by issuing a certificate the model of which is provided in Annex no. 21 or a certificate whose format is established by the authorities of an importing third country, in accordance with that recommended by the World Health Organization.
If the manufacturer does not hold a marketing authorization, they must provide the National Sanitary Veterinary and Food Safety Authority with a statement explaining why they do not have this authorization.
The pharmaceutical certificate of the veterinary medicinal product is issued for a single veterinary medicinal product.
*Evaluation of Good Practice Guidelines for Hygiene and Application of HACCP Principles*
Industry associations from sectors with activities in the food field may develop and disseminate national guides of good practice regarding compliance with food hygiene rules and the application of HACCP principles.
The national guides are evaluated by the National Sanitary Veterinary and Food Safety Authority to ensure that:
a) they have been developed in compliance with the requirements of the applicable legislation in force,
b) their content can be used for the food sectors to which they refer,
c) they are suitable as guides for operators with activity in the food field to comply with hygiene requirements applicable to the sectors and for the food products to which they refer.
The Authority sends the national guides to the European Commission, these being recorded by the Commission.
*Veterinary sanitary registration procedure for veterinary pharmaceutical outlets*
The procedure consists in the sanitary-veterinary registration of veterinary pharmaceutical outlets by the county sanitary-veterinary and food safety directorates in accordance with the provisions of the Veterinary health norm regarding the conditions for organising and operating veterinary pharmaceutical units, as well as the procedure for sanitary-veterinary registration/authorization of units and activities in the field of veterinary pharmacy, approved by ANSVSA President’s Order no. 83/2014, with subsequent amendments and completions.
In the case of an incomplete application or documentation, the applicant is informed, within a maximum of 5 working days from the receipt of the application, regarding the necessity to submit the documents required for the completion of the file.
Procedure for sanitary-veterinary authorization of road transport means for live animals on long journeys (road freight transport activity)*
Based on Order 16/2010, with its subsequent amendments and completions, means of transport for live animals used for long road journeys, exceeding 8 hours, must be authorized from a sanitary-veterinary perspective by the county sanitary-veterinary and food safety directorates, as well as by the Bucharest municipality directorate.
Means of transport for live animals are subject to the provisions of Council Regulation 1/2005 on the protection of animals during transport and related operations and amending Directives 64/432/EEC and 93/119/EC and Regulation no. 1255/97/EC, with subsequent amendments.
For the authorization of the means of transport, live animals used for long journeys, exceeding 8 hours, the means of transport must first meet the conditions set out in Council Regulation no. 1/2005/EC. Within 15 calendar days from the date of submission of the complete documentation, the applicant will be informed about the visit of the Evaluation Commission designated by the DSVSA to inspect the means of transport for live animals, complete the evaluation report specifying compliance with the conditions provided by the legislation in force. The time for resolving the application starts from the date of submission of the complete documentation.
*Procedure for issuing the Certificate of Competence for personnel involved in carrying out killing operations and related operations, as well as for those responsible for animal welfare in slaughterhouses*
The certificate of competence for personnel involved in carrying out killing operations and related operations, as well as for animal welfare officers in slaughterhouses, hereinafter referred to as the professional competence certificate, is issued to those who graduate from vocational training- courses in the field of animal protection during killing operations organized by authorized institutions, according to the law. The professional competence certificate is mandatory for:
-personnel involved in carrying out killing operations and related operations, namely personnel involved in: unloading, handling of animals, restraining, stunning, bleeding, and slaughtering just as;
-personnel involved in carrying out killing operations for disease control or in emergency killing;
-personnel involved in killing „fur animals”; animal welfare officers in slaughterhouses. Are exempted from this provision slaughterhouses that slaughter less than 1,000 units of live animals for mammals or 150,000 units per year for poultry or farmed rabbits. The certificate of competence is valid for a period of 4 years and is drafted according to the model provided in annex no. 1 of Order no. 73/2013 regarding the approval of the procedure for organizing and conducting training courses for personnel involved in carrying out killing operations and related operations, as well as for those intended for animal welfare officers in slaughterhouses. Certificates of competence are recognized in the territory of all member states. Romania recognizes professional competence certificates issued in another member state, the courses' curriculum being based on the provisions of Council Regulation (EC)1099/2009. The professional competence certificate may not be issued more than 2 times in a period of 3 years. After the expiration of the validity period of the professional competence certificate, a new certificate will be issued only to those who complete a new professional training course, organized according to Echo law.
The professional competence certificate is issued by the county veterinary and food safety directorates, respectively of the municipality of Bucharest, based on the certificate of graduation issued as a result of passing the professional training course, for personnel involved in carrying out killing operations and related operations, as well as animal welfare officers in slaughterhouses, from slaughterhouses or units within the county/Bucharest municipality where killing operations are carried out.
*Sanitary-veterinary registration procedure for own disinfection, disinsection, deratization unit*
Based on ANSVSA Order no. 16/2010, with subsequent amendments and completions, own disinfection, disinsection, and deratization units are subject to sanitary-veterinary registration by the county sanitary-veterinary and food safety directorates, respectively of the municipality of Bucharest
The procedure for sanitary veterinary authorization of projects involving the use of animals in procedures*
Projects involving the use of animals in procedures are carried out only with prior authorization by the county veterinary sanitary directorate and for food safety, respectively of the municipality of Bucharest. In the case where the project is complex or multidisciplinary, the competent authority may extend the deadline for granting the veterinary sanitary authorization once, by a maximum of 15 working days.

Sanitary-veterinary registration procedure of units carrying out activities in the field of animal by-products and derived products not intended for human consumption*
The procedure consists in the sanitary-veterinary registration, by the County Sanitary-Veterinary and Food Safety Directorates and of the municipality of Bucharest, of the units that carry out activities in the field of animal by-products and derived products that are not intended for human consumption, respectively the units provided in Annex No. 4 (with the exception provided at art 21) of the Order of the President of ANSVSA no. 79/2019 for the approval of the sanitary-veterinary norm regarding the procedure for the sanitary-veterinary registration/authorization of units in the field of animal by-products and derived products that are not intended for human consumption.
*Special sanitary-veterinary registration procedure for units carrying out activities in the field of animal by-products and derived products not intended for human consumption*
The procedure consists in the special sanitary veterinary registration, by the County Veterinary Sanitary Directorates and for Food Safety, respectively of the municipality of Bucharest, of units carrying out activities in the field of animal by-products and derived products that are not intended for human consumption, respectively the units provided for in Annex No. 5 of the Order of the President of ANSVSA no. 79/2019 for the approval of the veterinary sanitary norm regarding the procedure for the registration/authorization of units in the field of animal by-products and derived products that are not intended for human consumption and for the amendment and completion of the Order of the President of the National Sanitary Veterinary and Food Safety Authority no. 96/2014 regarding the approval of the tariffs applicable in the veterinary sanitary and food safety field.
The special sanitary veterinary registration certificate provided for is issued only after an on-site inspection of the unit/means of transport, the respective trailers/containers, has been carried out by the County Veterinary Sanitary and Food Safety Directorate, respectively of the municipality of Bucharest, before the commencement of the activity, and as a result of this check, compliance with all the conditions that the unit must meet, provided for by Regulation (EC) No. 1069/2009, Regulation (EU) No. 142/2011, and by this veterinary sanitary norm, has been established.
The processing time of the application runs from the date of submission of the complete documentation
*Registration for food safety of units that process, produce, store, transport, and commercialize food products of non-animal origin (Chapter III of the order of the ANSVSA president no. 111/2008)*
The procedure describes the manner of registering activities in the food sector that take place in the units included in annex 9 to the order of the President of the ANSVSA no. 111/2008.
After verifying the complete documentation, the DSVSA notifies the unit representative regarding the scheduling of the on-site visit.
The document is collected by the legal representative of the unit or by another person authorized through a delegation issued solely for this purpose, signed and stamped by the unit’s legal representative.
In case nonconformities are found during the on-site visit, the findings report specifies the deficiencies and the measures ordered, as well as the deadlines for correction, under the signature of the unit's legal representative.
The issuance of the registration document takes place within no more than 30 calendar days from the date of submission of the complete documentation.
Exception:
If production, processing and/or storage of products of animal origin subject to sanitary-veterinary authorization will also take place in the respective unit, a single authorization document shall be issued, in accordance with the provisions of the order of the President of the ANSVSA no. 57/2010, including all types of activities carried out in the unit.
NOTE:
All documents submitted/transmitted as copies shall be presented in their original form, for verification, when collecting the registration document.
Notification of the import of food products of non-animal origin*
Food business operators carrying out import operations of foods of non-animal origin included in the list published as an annex to the ANSVSA President’s Order no. 145/2007, with subsequent amendments and completions, are obliged to notify the import 24 hours before the arrival of the shipment.
The notification is made by sending the “Entry Document for Food Products of Non-Animal Origin” (DI), completed in Part A, to the border inspection post through which the import will be carried out.
Each shipment of food products of non-animal origin imported through border inspection posts is accompanied to its destination by the original DI, completed, signed and stamped by the inspector of the veterinary and food safety authority at the border inspection post. If products destined for Romania have entered the territory of the European Community through entry points located in another member state, other than designated border inspection posts on Romanian territory, the economic operator notifies the county and Bucharest municipal veterinary and food safety directorate of the arrival of the goods at the destination warehouse listed in the DI.
The notification is made 24 hours before the arrival of the goods at the final point of import. Food products of non-animal origin coming from third countries and introduced into Romanian territory by mail or express courier are subject to official control according to the provisions of the ANSVSA President’s Order no. 145/2007, with subsequent amendments and completions.
