Establishes the principles, methods, criteria, and stages on currency the automatic recognition by A.S.E. of teaching positions in higher education obtained in accredited higher education institutions abroad will be performed.

Implements OMENCȘ 5922/2016 of December 6, 2016 for the approval of the Methodology regarding the automatic recognition, by higher education institutions, of teaching positions in higher education obtained in accredited higher education institutions abroad.

Categories of persons addressed:

Persons who hold a teaching position in higher education obtained in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, or from third countries and who wish to have the teaching position recognized in A.S.E.

Describe the organization and conduct of the process of recognition of the doctoral diploma and the title of doctor obtained abroad so that the candidate and participants in this process better understand the steps to be taken and their order.

Implement OME no. 7234/2024 from October 10, 2024 for the approval of the Methodology regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad.

Categories of persons addressed:

Applicants who have obtained the title of doctor from are eligible to submit applications for the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field:

a. accredited higher education institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;

b. accredited higher education institutions outside the countries mentioned in letter a), among the most prestigious higher education institutions in the world, according to the provisions of the Minister of Education Order regarding the approval of the list of prestigious universities from other states;

c. accredited higher education institutions, which are subject to an international mutual recognition agreement, concluded at intergovernmental level;

d. accredited higher education institutions from other states than those mentioned in letters a)-b)-c).

Describe the organization and conduct of the process for recognizing the quality of doctoral supervisor obtained abroad so that the candidate and participants in this process can better understand the steps to be followed and their order. namental or interuniversity.
Implements OME 5.956/2024 of August 13, 2024 for pipeline approval of the Methodology regarding automatic recognition of the quality of doctoral supervisor obtained in foreign higher education or research and development institutions.

Target audience categories:
Eligible to submit applications for recognition of the quality of doctoral supervisor in sciences or in a professional field are applicants who have obtained the quality of doctoral supervisor at:
a) specialists who have the quality of doctoral supervisor in one of the Member States of the European Union or the European Economic Area or in the Swiss Confederation automatically acquire the quality of doctoral supervisor in Romania by recognizing and issuing the certificate of habilitation recognition by IOSUD-ASE;
b) specialists who have the quality of doctoral supervisor in one of the higher education institutions outside the countries mentioned in let. a), which are among the most prestigious higher education institutions in the world, according to the provisions of the order of the Minister of Education regarding the approval of the list of prestigious universities from other countries, automatically acquire the quality of doctoral supervisor in Romania by recognizing and issuing the certificate of habilitation recognition by IOSUD-ASE;
c) specialists who are doctoral supervisors in institutions abroad, other than those provided in let. a) or b), acquire the quality of doctoral supervisor in Romania by recognizing and issuing the certificate of habilitation recognition by IOSUD-ASE based on an international mutual recognition radiance.
