Settlement of the personal contribution related to medicines and medical services/investigations according to Order M110/2009*
In accordance with the provisions of the Order of the Minister of National Defense no. M 110/2009 – Instructions regarding medical and pharmaceutical assistance in the Ministry of National Defense during peacetime, with subsequent amendments and additions, the following categories of persons benefit from medical assistance and medicines within S.C.M.U. Timișoara:
a) active military personnel;
b) soldiers and volunteer grades, including during the training period;
c) pupils and students of military education institutions;
d) reserve military personnel called up, regardless of rank, only during the period of mobilization;
e) family members of active military personnel*);
f) reserve and retired military personnel, military pensioners;
g) family members of reserve and retired military personnel;
h) military personnel retired on grounds of disability due to service accidents or illnesses contracted during and because of fulfilling military duties, who subsequently opted for pension under the state social security system;
i) public servants and civilian contractual personnel within the Ministry of National Defense (civilian personnel);
j) war veterans, widows, and disabled veterans, as well as other categories of persons provided for in special laws;
k) other categories of persons, as provided by law.
*) By family members of active military personnel are understood spouse, children, and parents legally supported by them (art. 112 of Law no. 80/1995 regarding the status of military personnel, with subsequent amendments and additions).
From the budget of the Ministry of National Defense, the equivalent value of the personal contribution for reimbursed medicines and the equivalent value of medicines that are not included in the lists of reimbursed medicines are covered for the categories of persons provided for in art. 4 letters a) - f), h), and j).
Reimbursement for medicines prescribed on simple prescriptions is granted upon the cumulative fulfillment of the following conditions:
a) prescribed medicines are not provided free of charge through national health programs;
b) prescribed medicines are not included in the lists of reimbursed or free medicines.

Depending on the medical services available within S.C.M.U. Timișoara, in accordance with the regulations in force, the following are ensured:
1) primary health care and health promotion services, early disease detection;
2) outpatient and inpatient specialist medical services;
3) dental services;
4) emergency medical services;
5) health rehabilitation-recovery medical services (physical therapy);
6) military-medical expertise.
The categories of persons provided for at letters a) - g) benefit from reimbursement of the personal contribution for medical services established by regulations in force, from the budget funds of the Ministry of National Defense.
The categories of persons provided for at letters e) - h) and j) benefit for free from the medical services provided at points 1) - 5) listed above, under the conditions provided by law.
Persons referred to at letter i) benefit from reimbursement of medical services provided from the Ministry of National Defense budget only if the condition appeared as a result of a work accident or an occupational disease.
Persons covered under letter k) benefit from medical assistance within S.C.M.U. Timișoara, according to the legal provisions in force.
Reimbursement of the personal contribution related to medicines.
- Persons who are unable to procure medicines from the dispensary pharmacy of S.C.M.U. Timișoara or from pharmacies contracted with S.C.M.U. Timișoara or cannot find all prescribed medicines in these pharmacies can obtain prescriptions from any community pharmacy contracted with the health insurance house, for a fee, by requesting the following documents:
- fiscal invoice (original);
- fiscal receipt (original);
- simple prescription/CNAS type prescription (electronic) – the “prescribing” component and the “dispensing” component (original).
- to recover the personal contribution paid for medicines prescribed on CNAS type (electronic) or simple prescriptions, the categories of persons mentioned in art.5.1. of this procedure shall draw up a report to the commander of S.C.M.U. Timișoara (according to the annexed model – Annex no.1), accompanied by the following documents:
- fiscal invoice issued by the pharmacy that dispensed the medicines (original);
- fiscal receipt corresponding to the fiscal invoice (original);
- simple prescription (original);
- medical recommendation (copy of CNAS type prescription);
- list of medicines released by the pharmacy (copy);
- copy of identity document;
- copy of documents proving the status of reserve/retired military personnel/military pensioner (pension coupon, military pensioner/veteran card, etc.);
- the report and supporting documents shall be submitted to the registration office of S.C.M.U. Timișoara (C.D.C.) by post or in person and will be registered at the outpatient pharmacy of S.C.M.U. Timișoara;
- the established commission analyses the request and checks the supporting documents; the term for resolving the request regarding the reimbursement of the personal contribution related to the cost of medicines is 30 days from the registration of the application;
- after analyzing the request, the commission draws up a report, approved by the commander, which is forwarded to the financial-accounting structure;
- if the documents are not complete/correct, they are returned to the applicant with the necessary recommendations;
- payment shall be made by the financial-accounting structure of the hospital, according to the allocated budget, without exceeding the legal term;
- any notifications/complaints regarding the method of resolving requests shall be submitted to the headquarters of S.C.M.U. Timișoara.
Reimbursement of the personal contribution related to medical services/investigations.
- to recover the personal contribution paid for medical services/investigations, the categories of persons mentioned in art.5.1. of this procedure shall draw up a report to the commander of S.C.M.U. Timișoara (according to the annexed model – Annex no.2), accompanied by the following documents:
- recommendation or approval of the specialist physician from the Emergency Military Clinical Hospital “Dr. Victor Popescu” Timișoara;
- copy of ID card;
- receipt/invoice/fiscal receipt (original) showing the value of the medical costs incurred;
- copy of pension coupon (if applicable);
- copies of documents proving that family members of the military personnel are legally supported by them (if necessary);
- other documents deemed necessary, depending on the situation;
- the report and supporting documents shall be submitted to the registration office of S.C.M.U. Timișoara (C.D.C.) by mail or in person;
- the established commission analyses the request and checks the supporting documents; the term for resolving the request regarding reimbursement of the personal contribution related to the cost of medical services/investigations is 30 days from the registration of the application;
- after analyzing the request, the commission draws up a report, approved by the commander, which is forwarded to the financial-accounting structure;
- if the documents are not complete/correct, they are returned to the applicant with the necessary recommendations;
- payment shall be made by the hospital’s financial-accounting structure, according to the allocated budget, without exceeding the legal term;

The report accompanied by documents shall be submitted to the hospital’s registration office (C.D.C.), in person or by mail.

Media access within the "Dr. Victor Popescu" Timișoara Emergency Military Clinical Hospital*
Accreditation of media representatives at the hospital level is based on the approval of the commander of SCMU Timișoara at the request of the press institution that employs the journalist.
In order to obtain accreditation, the press institution will submit the following documents:
- Accreditation form (Annex )
- Personal file of the journalist/journalists proposed for accreditation;
- Copy of the journalist's identity card;
- Statutory declaration of the journalist;
- Copy of the press card;
- Motivation for requesting access to the hospital; (if the reason for requesting access is to interview a patient, all necessary details will be mentioned in order to obtain the patient's written consent; the acceptance/refusal of the patient will be communicated to the journalist).
Based on these documents, SCMU Timișoara will issue the accreditation within 2 working days.
Media representatives are required to present the following documents at the control-access point to the hospital:
- Identity card;
- Service card;
Access of media representatives to the hospital will be permitted after signing and acknowledging the rules regarding behavior during the visit.

Procedure regarding the medical examination for obtaining/renewing the driver's license (category B) and the gun license*
For obtaining the medical record (for applicants of the driving license and for drivers requesting the renewal of the driving license) and the medical certificate (for certifying the health status, in order to purchase, possess, carry and use lethal or non-lethal weapons and ammunition subject to authorization), applicants must come to the Outpatient Clinic (to the RECORD OFFICE, after making a prior appointment at the phone number 0770-320.609) with the following documents:
- Certificate from the family doctor, mentioning the pathological history;
- Medical record filled in 2 copies (for applicants of the driving license and for drivers requesting the renewal of the driving license) or, as the case may be, the medical certificate filled in a single copy (for certifying the health status, in order to purchase, possess, carry and use lethal or non-lethal weapons and ammunition subject to authorization); (Annexes)
- Proof of payment of the fee for obtaining the medical record/medical certificate, according to internal regulations; (Payment is made at the cash office of the medical facility.)
- Identity card.
