*Special education*
Special and integrated special education is an integral part of the Romanian national education system and offers all children/students/young people educational programs adapted to their degree of disability and their developmental needs.
It is organized at all levels of pre-university education, depending on the type and degree of disability, as follows: mental, hearing, visual, locomotor, associated.
Inclusive education was adopted in Romania since the 1990s by respecting diversity, initiating and practically implementing access and participation in education and social life for all categories of children. Today, approximately half of students with disabilities are educated in mainstream schools.
The legislation in the field of special education has been designed to respond to a broad and very varied range of special situations. Taking this reality into account, special, integrated special, and inclusive education has been organized at all levels of pre-university education, according to the type and degree of disability.
Special education units for students with sensory impairments apply the curriculum of mainstream schools. These units retain only the structure and organizational form of the special education system, while in content, school training, and specialization they are similar to mainstream schools. Special technological high schools, high school classes, and special post-secondary classes are organized according to the model of mainstream schools (content, profiles, specializations, outcomes, objectives and/or competencies). What remains specific to these units are the strategies, methods, and teaching/learning approaches.
Upon graduation, students of these special education units take national exams (tests, baccalaureate or graduation exams) just like all graduates from mainstream education. For them, there are stipulated facilities and adaptations in the methodologies for organizing and conducting exams.
For each student with severe, serious, profound, or associated disabilities, a personalized intervention plan is developed with objectives specific to their psycho-individual development needs and possibilities.
Students with special educational needs benefit from adaptations to examination procedures in the case of regular assessments as well.

The Second Chance program is a flexible program, so as to motivate students and determine them to complete it, to offer schools greater autonomy regarding its implementation, but also the necessary support for all those involved, through teacher training programs and educational materials for both students and teachers. Through this program, innovative elements have been introduced in the educational process, such as: modular curriculum and a credit system for basic education, assessment, certification and recognition of skills previously acquired by students, the provision of an individualized training program.
Enrollment in the Second Chance program can be done each year, in two sessions: October and February.
Students enrolled in the program can have very different levels and expectations. The new program ensures a transparent offer of modules that students can follow in order to develop skills, as a result of participating in cooperative learning activities, in real contexts and with tasks and topics that meet their interests and needs.
Learning will take place in small groups (8-15 students in each class). The courses can take place in several scheduling options (during the week in the afternoon or evening, on Saturdays or during school holidays etc.) depending on the possibilities of students and teachers. Hours for individual consultations are planned at the disposal of the students.
The program has a flexible duration. The average schooling duration (2 years for primary education, respectively 4 years for lower secondary education) can be reduced for each student individually, depending on the skills demonstrated, both in the field of basic education and in the field of vocational training.
Graduates have the right to continue their studies, according to the law, as follows:
Graduates of the Second Chance – primary education Program can continue their studies in lower secondary education;
Graduates of the Second Chance – lower secondary education Program can continue their studies in upper secondary education (upper cycle of high school) or can complete practical training stages, after which they have the possibility to obtain a level 3 Vocational Qualification Certificate.
For young people in the program, the graduation certificate will not represent only a personal success, but the chance of another tomorrow.
