Methodology on the automatic recognition of academic teaching positions obtained in accredited foreign higher education institutions

By means of this methodology, the academic teaching positions obtained in an accredited foreign higher education institution are automatically recognized by the "Nicolae Titulescu" University of Bucharest. The methodology applies to Romanian citizens, citizens from the member states of the European Union, the European Economic Area, the Swiss Confederation, as well as to third-country nationals who have obtained academic teaching positions in accredited higher education institutions located in member countries of the European Union, the European Economic Area, the Swiss Confederation or in prestigious universities from other countries included in the ‘list of foreign prestigious universities,’ approved by OMECTS (Order of the Romanian Minister for Education) no. 5825/2016 and regularly updated, in case they would like to settle in Romania. Only for non-tenure track positions, the provisions of Act no. 200/2014 and article 296 of the Education Act no. 1/2011 are directly applicable: "(1) Reserved academic teaching positions, which are vacant or temporarily vacant, are primarily covered by the respective institution’s tenured academic staff or by adjunct academic staff, by hourly payment, under this Act. (2) Hiring specialists who are scientifically recognized in their field through their inventions, innovations, prizes, scientific publications in their country or abroad, as visiting professors or associated professors is endorsed by the council of the department and approved by the faculty council." Occupying a teaching position in the Romanian higher education system is done according to Romanian regulations in force. Remedies at law: The decision of the committee for the recognition of the academic teaching positions obtained a foreign accredited higher education institution can be appealed at the University within 48 hours of its display on the University website. The term of settling the claims is no later than 48 hours after the time limit for submitting them. Subsequently, the final decision of the university can be appealed in court. Methodology on the automatic recognition of the title of doctoral supervisor obtained in accredited foreign higher education institution

By means of this methodology, the title of doctoral advisor obtained in an accredited foreign higher education institution is automatically recognized by the "Nicolae Titulescu" University of Bucharest. The methodology applies to Romanian citizens, citizens from the member states of the European Union, the European Economic Area, the Swiss Confederation, who have obtained the title of doctoral advisor in accredited higher education institutions located in member countries of the European Union, the European Economic Area, the Swiss Confederation or in prestigious universities from other countries included in the "list of foreign prestigious universities," approved by OMECTS (Order of the Romanian Minister for Education) no. 5825/2016 and regularly updated, in case they would like to settle in Romania. Exercising the rights granted by the title of doctoral advisor, as well as occupying a teaching position in the Romanian higher education system is done according to Romanian regulations in force. Remedies at law: No later than 15 days after being informed, the candidate can appeal against the decision taken by the Doctoral School Council (in which it is specified that the title of doctoral advisor was not automatically recognized). The claim shall be submitted to the Doctoral School Office. Subsequently, the final decision of the university can be appealed in court. Methodology on the recognition of the doctoral diploma and the PhD title in sciences or a professional domain obtained in a foreign higher education institution

By means of this methodology, the doctoral diploma and the PhD title in sciences or a professional domain obtained in a foreign higher education institution are recognized by the "Nicolae Titulescu" University of Bucharest. The methodology applies to Romanian citizens, citizens from the member states of the European Union, the European Economic Area, the Swiss Confederation, who have obtained the doctoral diploma and the PhD title in sciences or a professional domain in accredited foreign higher education or research-development institutions located in member countries of the European Union, the European Economic Area, the Swiss Confederation or in prestigious higher education or research-development institutions from other countries included in the "list of foreign prestigious universities," approved by OMECTS (Order of the Romanian Minister for Education) no. 5825/2016 and regularly updated, or in accredited higher education or research-development institutions which are included in any international convention on the mutual recognition of degrees, concluded intergovernmentally or between universities. The recognition is performed to obtain the habilitation title and /or to occupy a tenure or research position within the "Nicolae Titulescu" University of Bucharest. Remedies at law No later than 2 days after being informed, the candidate can appeal against the "Nicolae Titulescu" University’s negative decision (in which it is specified that the doctoral diploma and the PhD title were not recognized). The claim shall be submitted to the "Nicolae Titulescu" University’s registrar. Subsequently, the final decision of the university can be appealed in court.
