The present procedure establishes the way by which the automatic recognition, by ULBS, of the quality of doctoral supervisor or of the qualification, obtained in accredited university educational institutions from member states of the European Union, the European Economic Area, the Swiss Confederation and in universities is carried out. of prestige from other states provided in the List of prestigious universities from other states, approved by order of the relevant Minister and updated periodically. The quality of doctoral supervisor or the qualification obtained in other accredited university educational institutions from abroad than the ones mentioned above will only be recognized on the basis of an international mutual recognition agreement concluded at intergovernmental or interuniversity level. The present procedure establishes that they can benefit from the automatic recognition by ULBS of the quality of doctoral supervisor or of the qualification obtained in the accredited institutions of university education mentioned above, the Romanian citizens and the citizens of the Member States of the European Union, of the European Economic Area, of the Swiss Confederation and third-country nationals. The recognition by ULBS of the quality of doctoral supervisor or of the qualification, under the conditions of the present procedure, is realized on the basis of the submission by the interested persons of a file of recognition. Appeals: The appeal decision shall be submitted within 15 days from the date of communication to the ULBS appeal committee. LIMITS: The recognition by ULBS of the doctoral diploma and the doctoral title in sciences or in a professional field obtained abroad has legal effects only within ULBS and is carried out for the purpose of:
- participating in a competition for occupying a vacant teaching position within ULBS
- participating in competition committees for occupying teaching and research positions within ULBS
- participating in evaluation committees of doctoral theses;
- participating as a "guest professor" in various scientific and/or teaching activities within ULBS
- complying with the provisions of current legislation and the decisions of the ULBS Senate.
In the case of doctoral study programs jointly organized by accredited higher education institutions from Romania and abroad, completed with the issuance of the doctoral diploma by each institution, the diploma issued by the foreign institution is not subject to the recognition procedure, and the diploma issued by the Romanian higher education institution grants all the rights provided by law.

LIMITS: The recognition by ULBS of academic teaching positions obtained in accredited higher education institutions abroad has legal effects only within ULBS and is carried out for the purpose of:

- participating in a competition for occupying a vacant teaching position within ULBS
- participating in competition committees for occupying teaching and research positions within ULBS
- participating in committees for the evaluation of doctoral theses;
- participating as a "visiting professor" in various scientific and/or teaching activities within ULBS.
- complying with the provisions of the legislation in force and the decisions of the ULBS Senate.
