Issuing a permit for the exercise of dental medicine activity of a temporary/occasional nature on the territory of Romania by dentists who are citizens of another member state of the European Union, or a member state of the European Economic Area*
1. The following may constitute sufficient proof of language skills for the issuance of the permit to practice dental medicine with a temporary/occasional character on the territory of Romania: the diploma obtained in Romanian, certified as a true copy by the applicant; a diploma attesting knowledge of the Romanian language, specifically a certificate or attestation issued by organizations recognized by the Ministry of Education and Research, at least at level B1 (according to the Common European Framework of Reference for Languages); proof of prior professional experience in Romania.
2. If sufficient proof of possession of professional language skills is not provided, the applicant dentist will take an oral and a written test to assess language knowledge.
3. In the assessment of language knowledge, the duration of activity to be carried out will be taken into account.
4. Documents drafted in a foreign language must be submitted along with a legalized translation thereof, apostilled or superlegalized in accordance with the law, if applicable.
5. The processing deadline may be extended in situations where the supporting documents for the professional training of the applicant dentist do not meet the criteria for automatic recognition established by the Norms on the recognition of diplomas, certificates, and titles of physician, dentist, pharmacist, general nurse, and midwife, issued by an EU Member State, a state belonging to the EEA or the Swiss Confederation, approved by Government Decision no. 1.282/2007, with subsequent modifications and completions, in which case CMSR may carry out a verification of the dentist’s professional qualifications.
6. In the case of a significant difference between the professional qualifications of the dentist and the training required in Romania to carry out the dental medicine activity for which the authorization is requested, and these cannot be compensated by the professional experience of the applicant dentist or by the knowledge, skills, and competences acquired through lifelong learning, which are formally validated for this purpose by a relevant body, the applicant is informed that they have the possibility to demonstrate, through an aptitude test, that they have acquired the knowledge, skills, and competences they lack. The aptitude test consists of a one-hour test referring exclusively to the applicant’s professional knowledge, in order to assess their aptitude to practice as a dentist in Romania, considering that the applicant is a qualified professional in the member state of origin or provenance.
