Issuance of certificate regarding the lack of membership in the College of Dentists of Romania*

This procedure is addressed to persons who request the issuance of a document by which the professional body certifies that the applicant is not registered with the Romanian College of Dentists.

Issuance of the membership certificate of the College of Dentists of Romania*

The membership certificate of the College of Dentists from Romania is issued and delivered, upon request, by the territorial college of the professional body in whose area is located the unit where the requesting dentist will carry out his activity or by the territorial college in whose area the applicant has his domicile or, as the case may be, residence. The membership certificate is granted to the persons provided by art. 477 of Law no. 95/2006 regarding the reform in the field of health, republished, with subsequent amendments and completions, hereinafter referred to as Law no. 95/2006, who cumulatively meet the following conditions: hold an official qualification title in dental medicine, according to art. 478 para. (2) of Law no. 95/2006; are not in any of the cases of unworthiness or incompatibility provided by Law no. 95/2006; are medically fit for exercising the profession of dentist; have interrupted the exercise of the profession for more than 5 years or have obtained the bachelor's degree in the last 5 years; have paid the registration fee in the College of Dentists from Romania in the amount provided by the Regulation for the organization and functioning of the College of Dentists from Romania, adopted by the Decision of the National General Assembly no. 5/2007, with subsequent amendments and completions. This procedure does not apply in the case of the temporary or occasional provision of dental activities on the territory of Romania.

Issuing a permit for the exercise of dental medicine activity of a temporary/occasional nature on the territory of Romania by dentists who are citizens of another member state of the European Union, or a member state of the European Economic Area*

This procedure is addressed to dentists who are citizens of an EU member state, a state belonging to the EEA, or the Swiss Confederation, as well as to those who meet the conditions provided for in art. 477 letters d) and f) of Law no. 95/2006 on health sector reform, republished, with subsequent modifications and completions, and who wish to temporarily or occasionally carry out dental activities on the territory of Romania.

The issuance of the permit for the exercise of dental medicine activities with a temporary/occasional character on the territory of Romania is carried out under the conditions provided by Title XIII of Law no. 95/2006 on health sector reform, republished, with subsequent modifications and completions, as well as by the Decision of the National Council of CMSR no. 25/2CN/2019 regarding the issuance of the permit for the exercise of dental medicine activities with a temporary/occasional character on the territory of Romania by dentists who are citizens of another member state of the European Union, a member state of the European Economic Area or the Swiss Confederation or equated with them, with subsequent modifications and completions.

The permit for carrying out temporary dental activities on the territory of Romania is issued for a maximum duration of one year from the date of issuance.
The permit for carrying out temporary/occasional dental activities on the territory of Romania is issued in 3 copies, one of which will be communicated to the requesting dentist, one will be sent to the territorial college where the activity will be carried out, and one will be filed in the professional file of the dentist.
After obtaining the permit, in the case of providing services within the public health insurance system, the dentist is required to inform in advance the National Health Insurance House of the services they are to provide on the territory of Romania, and in case of emergency, within a maximum of 7 days after their provision.


Notes:

1. The following may constitute sufficient proof of language skills for the issuance of the permit to practice dental medicine with a temporary/occasional character on the territory of Romania: the diploma obtained in Romanian, certified as a true copy by the applicant; a diploma attesting knowledge of the Romanian language, specifically a certificate or attestation issued by organizations recognized by the Ministry of Education and Research, at least at level B1 (according to the Common European Framework of Reference for Languages); proof of prior professional experience in Romania.


2. If sufficient proof of possession of professional language skills is not provided, the applicant dentist will take an oral and a written test to assess language knowledge.


3. In the assessment of language knowledge, the duration of activity to be carried out will be taken into account.


4. Documents drafted in a foreign language must be submitted along with a legalized translation thereof, apostilled or superlegalized in accordance with the law, if applicable.


5. The processing deadline may be extended in situations where the supporting documents for the professional training of the applicant dentist do not meet the criteria for automatic recognition established by the Norms on the recognition of diplomas, certificates, and titles of physician, dentist, pharmacist, general nurse, and midwife, issued by an EU Member State, a state belonging to the EEA or the Swiss Confederation, approved by Government Decision no. 1.282/2007, with subsequent modifications and completions, in which case CMSR may carry out a verification of the dentist’s professional qualifications.


6. In the case of a significant difference between the professional qualifications of the dentist and the training required in Romania to carry out the dental medicine activity for which the authorization is requested, and these cannot be compensated by the professional experience of the applicant dentist or by the knowledge, skills, and competences acquired through lifelong learning, which are formally validated for this purpose by a relevant body, the applicant is informed that they have the possibility to demonstrate, through an aptitude test, that they have acquired the knowledge, skills, and competences they lack. The aptitude test consists of a one-hour test referring exclusively to the applicant’s professional knowledge, in order to assess their aptitude to practice as a dentist in Romania, considering that the applicant is a qualified professional in the member state of origin or provenance.
