Declaration of vehicles PF/PJ*
Any person who owns a means of transport that must be registered in Romania owes an annual tax for the means of transport, except in cases where this chapter provides otherwise.
The tax on the means of transport is owed for the entire fiscal year by the person who holds ownership rights of a means of transport registered in Romania as of December 31 of the previous fiscal year.
In the case of acquiring a means of transport, the owner is required to submit a declaration to the local tax authority within whose territorial jurisdiction they have domicile, headquarters, or place of business, as applicable, within 30 days from the date of acquisition and owes tax on means of transport starting from January 1 of the year following the registration of the means of transport.
If the means of transport is acquired in a country other than Romania, the owner is required to submit a declaration to the local tax authority within whose territorial jurisdiction they have domicile, headquarters, or place of business, as applicable, and owes tax on means of transport starting from January 1 of the year following the registration of the means of transport in Romania.
In case of deregistration of a means of transport, the owner is required to submit a declaration to the tax authority within whose territorial jurisdiction they have domicile, headquarters, or place of business, as applicable, within 30 days from the date of deregistration, and ceases to owe the tax starting from January 1 of the following year.
In the case of any situation that leads to the modification of the tax on means of transport, including change of domicile, headquarters, or place of business, the taxpayer is required to submit a fiscal declaration regarding the means of transport to the local tax authority within whose territorial jurisdiction they have domicile/headquarters/place of business, within 30 days, inclusive, from the occurrence of the change, and owes the tax on means of transport established under the new conditions starting from January 1 of the following year.
Submission of fiscal declarations is also an obligation for persons who benefit from exemptions or reductions from the payment of the tax on means of transport.

Leave and monthly allowance for raising children*
The allowance for raising children up to 2 years old, respectively 3 years old in the case of a child with a disability, is a form of support to which are entitled the persons who, in the 24 months prior to the birth of the child, have earned income for at least 12 months from salaries, independent activities, or income from agricultural activities subject to income tax according to the provisions of Law no. 227/2015 regarding the Fiscal Code, with its subsequent amendments and completions, or have been in one or more situations called equivalent periods. ISSUANCE OF URBANISM CERTIFICATE*
The urbanism certificate is also issued in the following situations:
a) for the purpose of land concession, according to the law;
b) for the purpose of awarding the public works design by auction in the "Feasibility Study" phase, according to the law;
c) for lawsuits and notarial operations regarding real estate transactions, when these operations have as their object:
- the merging or subdivision of land from/into at least 3 parcels;
- the division or merging of parcels requested for the purpose of carrying out construction and infrastructure works;
- the establishment of a right of way regarding a property.
The mentioned legal operations, carried out without the urbanism certificate, are null and void.

ISSUANCE OF CIVIL STATUS CERTIFICATES*
- Civil status certificates are issued upon request to the entitled person, based on the registrations and mentions entered in the civil status registers.
- Civil status certificates are issued only to citizens who possess an identity document (ID card, valid temporary identity certificate). Romanian citizens residing abroad and foreign citizens whose civil status documents are registered in the country will be issued certificates based on their passport.
- Persons who have their domicile in localities other than those where the civil status registers are kept and cannot personally travel to obtain civil status certificates shall address the city hall in the area where they have their domicile or residence, indicating the locality where the respective document is found and the civil status data, for identification of the document.
- The civil status officer who receives this request asks, within 3 days, the city hall which keeps the civil status register to send the civil status certificate. The civil status officer who receives the completed civil status document invites the applicant within 48 hours to collect it, under signature. The request for issuing the new certificate must include in detail the circumstances in which it was lost, stolen, or destroyed.
- For minor children who do not have identity documents, as well as for those placed under interdiction, the birth certificate is issued to the parent or legal representative. For minor children over 14 years old who have identity documents, the birth certificate is issued personally. The presence of the parent/legal representative is mandatory.
- The marriage certificate can be issued to one of the spouses or, upon request, to both spouses. For the surviving spouse or in case of divorce, for justified reasons, marriage certificates with the respective mentions may be issued.
- The death certificate is issued to family members or other entitled persons.
- Requests for obtaining civil status certificates from abroad are resolved by the Ministry of Foreign Affairs – Directorate of Consular Relations.

Issuance of multilingual extracts of birth/marriage/death*
The Civil Status Service issues, upon request, multilingual extracts from civil status records regarding birth, marriage, or death.
- These are documents that have the same evidentiary value as civil status certificates and are used by the holders and entitled persons before foreign authorities in the states party to Convention No.16 of the International Commission on Civil Status signed in Vienna on September 8, 1976, to which Romania acceded in 2012 (Law No. 65/2012).
- Multilingual extracts from civil status records issued under the conditions of Convention No.16 by the competent authorities of the states parties are recognized without translation, legalization, or any other equivalent formality and are used under the same conditions as civil status certificates in the territorial domain of the Convention.
- The signatory states of Convention No.16 are as follows: Republic of Austria, Kingdom of Belgium, Bosnia and Herzegovina, Republic of Croatia, Swiss Confederation, French Republic, Federal Republic of Germany, Hellenic Republic, Italian Republic, Grand Duchy of Luxembourg, Republic of Lithuania, Republic of Macedonia, Montenegro, Republic of Moldova, Kingdom of the Netherlands, Republic of Poland, Portuguese Republic, Kingdom of Spain, Republic of Slovenia, Republic of Serbia, Republic of Turkey.
- Multilingual extracts from civil status records regarding birth and/or marriage are issued to the holders or their legal representatives, while multilingual extracts from civil status records regarding death are issued to family members or other entitled persons.
- Multilingual extracts may also be issued to other persons empowered by special power of attorney or attorney authorization. Upon request, applicants may receive multiple multilingual extracts completed based on the same civil status record.

Land declaration PF*
Any person who owns land located in Romania owes an annual tax for it, except in cases where the present title provides otherwise.
In the case of acquiring land during the year, the owner is required to submit a new tax declaration to the local tax authority in whose territorial jurisdiction the land is located, within 30 days from the date of acquisition, and owes land tax starting from January 1 of the following year.
If the classification of the land according to the rank of the locality and the zone changes during the year, or if during the year an event occurs that leads to a modification of the land tax, the tax is calculated according to the new situation starting from January 1 of the following year.
In the case of a change in the category of land use, the owner is required to submit a new tax declaration to the local tax authority in whose territorial jurisdiction the land is located, within 30 days from the date of the change of use, and owes land tax according to the new situation starting from January 1 of the following year.
In the case of a situation that determines a modification of the land tax owed, the person who owes the land tax is required to submit a declaration to the local tax authority in whose territorial jurisdiction the land is located, by the 25th day of the month following the one in which the respective situation was recorded.
The submission of tax declarations is also an obligation for persons who benefit from exemptions or reductions from the payment of land tax or land fee.

Certificate of fiscal attestation for individuals regarding local taxes and duties*
The procedure is addressed to individuals who own immovable property. The fiscal attestation certificate is issued by the Tax and Duties Department of the TOPOLOG Town Hall at the request of taxpayers based on an application for the issuance of the fiscal certificate. In the case of transferring the right of ownership over buildings, land, and vehicles, the fiscal certificate must attest the payment of all fiscal obligations owed to the local public administration authority in whose jurisdiction the property being transferred is fiscally registered. For the property being transferred, the owner must pay the tax owed for the year in which the property is transferred.

INSERTION STIMULUS*
Eligible persons (who, for 12 months out of the 2 years prior to the child's birth, have earned income from salaries, income from independent activities, income from agricultural activities, or have been in one or more of the situations referred to as assimilated periods) who, during the period in which they are entitled to benefit from child raising leave, obtain taxable income are entitled to an insertion incentive in the monthly amount of 50% of the minimum amount of the monthly child raising allowance.
For persons who obtain taxable income at least 60 days before the child reaches the age of 2 years, or 3 years in the case of a child with a disability, the granting of the insertion incentive is done until the child reaches the age of 3 years, or 4 years in the case of a child with a disability.
Either of the child's natural parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.
