Automatic recognition at UBB of academic teaching positions obtained in accredited higher education institutions abroad*

This procedure is presented by Babeș - Bolyai University, headquartered in Cluj-Napoca, Mihail Kogălniceanu Street no. 1, postal code 400084, phone: 0264405300, e-mail: contact@ubbcluj.ro, www.ubbcluj.ro and is based on the Methodology for the automatic recognition of the status of doctoral supervisor, teaching functions, doctoral diploma and doctoral title obtained in accredited foreign higher education institutions, which was approved by the Senate of Babeș - Bolyai University (UBB) through Resolution 1755 dated 06.02.2017.

The procedure was amended and approved by the UBB Senate through Resolution no. 9475 dated 13.07.2020 (updated text).

It is addressed to applicants who have obtained teaching positions in higher education at:

a) accredited higher education institutions from member states of the European Union or the European Economic Area or from the Swiss Confederation;
b) prestigious universities included in List of prestigious universities from other countries, approved by order of the relevant minister, periodically updated;
c) accredited higher education institutions from abroad, which are covered by an international mutual recognition convention concluded at intergovernmental or inter-university level.


Required documents :
- are listed below, in the table, and additionally,
- as appropriate, *) certified copy of the doctoral diploma, if the study document was obtained in Romania; **) certified copy of the certificate of recognition of the doctoral diploma, issued by the National Center for Recognition and Equivalence of Diplomas (C.N.R.E.D.), accompanied by a certified copy of the doctoral diploma, if this study document was obtained abroad; ***) copy of the certificate of recognition at UBB of the doctoral diploma, issued under
Order 5923 dated December 6, 2016, of the Minister of National Education and Scientific Research.

*), **), ***) Only one of the three sets of documents proving the possession of the doctoral title is needed.
Any of the certified copies (but not the certified translation) may be replaced with a simple copy only if the respective document is presented in original.


The submission of documents through this platform can be done as follows:

  • Each pdf file will contain only a single printed document, which will be included in its entirety (all its pages). The pdf file corresponding to the document subject to recognition will be made from a certified copy, if it is issued in Romanian, English, French, or, respectively, from a copy and translation into Romanian, certified by Romanian authorities, in the case of documents issued in other languages.

  • A qualified electronic signature (under Law 455/2001) may be used when signing each digital document.

The transmission of documents implies your consent for the processing of personal data, as without this consent the University cannot provide the requested service.

Resolution term is 30 calendar days and starts from the time the applicant has submitted all documents requested by the University. This deadline is extended if the secretariat finds the filed dossier is incomplete or the resolution involves clarification correspondence with the applicant, with the CNRED specialist service, or with the institution that issued the document to be recognized. In any of these cases, the applicant will be notified in writing, using any of the communication methods indicated by the applicant in their recognition request.

The term for dossier completion by the applicant with the documents requested by Babeș - Bolyai University after starting this procedure is 15 calendar days from the drafting and sending of the communication by the University. Failure to meet the deadline will result in the case being closed. After closure, the applicant has the right to register a new application, which will be processed according to the procedures in force at the date of registration.

The recognition of the teaching position is valid and produces legal effects only at the level of Babeș - Bolyai University in Cluj-Napoca. This recognition does not automatically entitle the exercise of the respective profession. The occupation of teaching and research positions in higher education is carried out in accordance with National Education Law No. 1/2011, chapter II. Recognition at UBB of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*


This procedure is presented by “Babeș-Bolyai” University, with its headquarters in Cluj-Napoca, Mihail Kogălniceanu Str. no. 1, postal code 400084, phone: 0264405300, e-mail: contact@ubbcluj.ro, www.ubbcluj.ro and is based on the Methodology for the automatic recognition of the quality of doctoral supervisor, teaching positions, doctoral diploma and doctoral title, obtained in accredited higher education institutions from abroad, which was approved by the Senate of “Babeș-Bolyai” University (UBB) through Resolution 1755 from 06.02.2017.
The procedure was amended and approved by the UBB Senate through Resolution no. 9475 from 13.07.2020 (updated text).

It is addressed to applicants who obtained their doctoral diploma at:
a) accredited higher education or research-development institutions from a member state of the European Union or the European Economic Area, or from the Swiss Confederation;
b) accredited higher education or research-development institutions included in the List of prestigious universities from other states, approved by order of the relevant minister, updated periodically;
c) accredited higher education or research-development institutions that are the subject of an international convention of mutual recognition, concluded at intergovernmental or interuniversity level.

Clarifications regarding the authentication of the doctoral diploma to be submitted for recognition:
1. For states that are parties to the Hague Apostille Convention, study documents subject to equivalence/recognition must be endorsed with the Hague Apostille by competent authorities in the issuing countries; study documents from Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Apostille Convention, the other EU member states being excepted.
2. For states that are not parties to the Hague Apostille Convention, study documents will be superlegalized or will be accompanied by a Certificate of Authenticity issued by competent authorities in the country of origin. Superlegalization is applied either by the Ministry of Foreign Affairs in the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs in the issuing country, the Embassy/Consular Office of that country in Romania, and the Ministry of Foreign Affairs in Romania. For countries where there are no Romanian diplomatic missions or which do not have diplomatic missions in Romania, study documents will bear the visa of the Ministry of Education and the Ministry of Foreign Affairs in the issuing country.
Exemption from superlegalization is permitted under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.
Any of the legalized copies (not the legalized translation) may be replaced by a simple copy only if the respective document is presented in original.

List of states for which apostille or superlegalization is required

The submission of documents through this platform can be done as follows:

  • Each pdf file will contain only one printed document, which will be included in its entirety (all its pages). The pdf file corresponding to the document subject to recognition will be made from a legalized copy if it is issued in Romanian, English, French, or respectively, from a copy and a translation into Romanian, legalized by Romanian authorities, for documents issued in other languages.
  • When signing each digital document, the qualified electronic signature may be used (according to Law 455/2001).

a) accredited higher education institutions in member states of the European Union or the European Economic Area or in the Swiss Confederation;
b) prestigious universities included in the List of prestigious universities in other countries, approved by an order of the relevant minister, periodically updated;
c) accredited higher education institutions abroad, that are the subject of an international mutual recognition agreement, concluded at intergovernmental or interuniversity level.

This period is extended if the secretariat determines that the file submitted is not complete or the resolution involves clarification correspondence with the applicant, with the specialized CNRED service or with the institution that issued the document to be recognized. In any of these cases, the applicant for recognition will be informed in writing, using any of the communication methods indicated by the applicant in the recognition request.

The deadline for completing the file by the applicant with the documents requested by “Babeș - Bolyai” University after Sopena initiation of this procedure is 15 calendar days from the drafting and sending of the communication by the University. Failure to meet the deadline leads to the case being closed. After closure, the applicant has the right to submit a new application, which will be processed according to the procedure in force at the date of registration.


The recognition of the quality of doctoral supervisor and/or habilitation is valid and produces legal effects only at the level of “Babeș - Bolyai” University in Cluj-Napoca. This recognition does not automatically entail the exercise of the profession, respectively the activity of doctoral supervision. For this, it is necessary to fulfill the conditions and procedure regarding the co-optation of doctoral supervisors in the doctoral schools of “Babeș - Bolyai” University, in accordance with the Regulation of “Babeș - Bolyai” University of Cluj-Napoca regarding the public defense of habilitation theses and the co-optation of doctoral supervisors.
