Procedure regarding the automatic recognition by the “Carol I” National Defense University of the quality of PhD supervisor/habilitation in the fields of “Military Sciences” or “Information and National Security”, obtained in educational institutions*
1. This procedure regulates the recognition by IOSUD - “Carol I” National Defence University of the status of PhD supervisor/the habilitation to supervise doctorates in the fields of “Military Sciences” or “Information and National Security”, obtained abroad.
2. The provisions of this procedure apply to all Romanian citizens, citizens of the Member States of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries who opt for the recognition of the status of PhD supervisor/habilitation in “Military Sciences” or “Information and National Security”, obtained abroad, by IOSUD – NDU “Carol I”.
3. IOSUD – NDU “Carol I” automatically recognizes the status of PhD supervisor or habilitation in the fields of “Military Sciences” or “Information and National Security”, obtained in: a) accredited higher education institutions in EU Member States, the European Economic Area, and the Swiss Confederation; b) prestigious universities in other countries provided in the List of Prestigious Universities from Other States, approved by order of the Minister of National Education and updated periodically.
The exercise of the rights conferred by the status of PhD supervisor and the occupation of a teaching position in the Romanian higher education system is carried out in accordance with the legal provisions in force.
*Procedure for requesting information of public interest L.544/2001*
This procedure regulates the method of online submission of the administrative complaint as a result of receiving a negative response from the National University of Defence "Carol I" to the request for access to public interest information, according to the provisions of Law 544/2001 regarding free access to information of public interest.
Clarifications (Law 544/2001):
Art. 32 - In the event that a person considers that the right of access to public interest information has been violated, they may file an administrative complaint with the head of the authority or public institution to whom the information was requested.
Art. 33 – The person who considers themselves harmed in their rights may submit the administrative complaint provided for in art. 32 within 30 days from the date they became aware of the explicit or tacit refusal of the employees within the authority or public institution to apply the provisions of the law and these regulations.
*Release of study document from the university archive*
1. This procedure regulates the method of release from the university archive of study documents not collected by the holders.
2. The provisions of the procedure apply to all graduates of study programs offered by the "Carol I" National Defence University whose study documents are in the university archive.
3. The amount of the fee for the release of the study document from the archive can be consulted by accessing the link:

The program for releasing uncollected study documents by the graduates of the "Carol I" National Defence University is as follows:
For study documents that have not reached the deadline for archiving and are at the Education Planning and Records Office:
- Tuesday and Thursday between 08.00 - 15.00
MENTION:
For the release of unarchived study documents, drawing up the report is not necessary
For the study documents in the archive of the "Carol I" National Defence University:
- Wednesday between 13.00 - 15.00
MENTION:
The release of study documents from the university archive is subject to prior approval, by the university management, of the report drawn up by the applicant.
The procedure for releasing archived study documents is as follows:
- The applicant fills out the release report, according to the model, and sends it to the email address public@unap.ro or uploads it scanned on the PCUe platform along with a copy of the identity card and, if applicable, the proof of payment for the archiving fee.
- After approval of the report, the applicant will be called by the staff of the Education Planning and Records Office and informed about this approval and, if necessary, about other required documents (e.g. if the applicant has not brought photos for the diploma)
- The applicant or the applicant's legal representative (who will present the original notarial power of attorney) can appear to collect the study document, on the Wednesday following the notification, at the university's headquarters, during the mentioned time frame, having the identity card.
Procedure regarding the automatic recognition of teaching positions in higher education obtained in accredited higher education institutions from abroad*
The procedure applies to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries.
Teaching positions in higher education obtained in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other countries included in the List of Prestigious Universities from Other Countries, approved by order of the Minister of National Education and periodically updated, are automatically recognized by UNAp, according to this operational procedure.
Teaching positions obtained at other accredited higher education institutions than those mentioned in the previous paragraph are recognized only based on an international mutual recognition agreement, concluded at intergovernmental or inter-university level.
Procedure regarding the recognition of the doctoral diploma and the title of doctor in the fields of "Military Sciences" or "Information and National Security", obtained abroad, by the "Carol I" National Defence University*
1. This procedure regulates the recognition of the doctoral diploma and the title of doctor in "Military Sciences" or "Information and National Security", obtained abroad, by I.O.S.U.D. - "Carol I" National Defence University, for the purpose of enrollment in postgraduate programs, obtaining habilitation, or occupying a teaching or research position within the institution.
Issuance of a duplicate of a study certificate*
1. This procedure regulates the manner of issuing a duplicate of a lost, damaged, destroyed, or laminated study document if the university archive contains the stub of the respective document and/or other legal documents from which the academic situation of the holder results.
If the archive does not contain the stub of the respective document and/or other legal documents from which the academic situation of the holder results, or the archive was destroyed under force majeure (natural disasters, fires, etc.), the duplicate is issued as a result of the reconstruction of the academic situation by the university.
2. The provisions of the procedure apply to all graduates of study programs offered by the “Carol I” National Defence University whose study documents are in the university archive.
To issue a duplicate of a study document, the holder addresses a request to the Rector of the university accompanied, as the case may be, by the following documents:
a) a written statement by the holder of the document, which includes all the necessary elements for identification and the circumstances in which the document was lost, destroyed, or damaged;
b) a certified copy of the birth certificate;
c) two recent photographs - printed on color photographic paper, size 3 x 4 cm - of the document holder (as applicable);
d) proof of publication in the Official Gazette of Romania, Part III, in case of loss or destruction of the study document;
e) proof of payment of the fee for issuing the duplicate;
f) the damaged or laminated document, in original;
g) notarized power of attorney/lawyer’s authorization in a copy certified to the original.
(2) The request can be written by the holder of the study document in question or by their authorized representative.
(3) For the publication of the loss or destruction of the study document, the holder/their representative addresses the Autonomous Administration “Official Gazette,” the announcement to include the following data: the name of the original study document; the last name, the initial(s) of the father's (mother, if the father is unknown) first name(s), the holder's first name; the year the respective studies were completed; the series and number of the respective document, the number and date when it was registered in the single register of evidence for forms and issuing of study documents; the name of the issuing institution.

*Procedure for submitting an administrative complaint for lack of response within the legal deadline*
This procedure regulates the manner of online submission of the administrative complaint as a result of not receiving a response within the legal term to the request for obtaining public interest information addressed to the National University of Defense "Carol I", according to the provisions of Law 544/2001 regarding free access to public interest information.
Clarifications (L.544/2001):
Art. 32 - In case a person considers that the right of access to public interest information has been violated, they may address an administrative complaint to the head of the authority or public institution to which the information was requested.
Art. 33 – The person who considers themselves harmed in their rights may submit the administrative complaint provided for in Art. 32 within 30 days from becoming aware of the express or tacit refusal of the employees of the authority or public institution to apply the provisions of the law and of these norms.
*Issuance of a certificate of authenticity and certification of study documents (diplomas, supplements, certificates, transcripts) or of a school situation*
The Certificate of Authenticity certifies the authenticity, validity, and correctness of the records in the diploma and university documents.
The certificate is issued, at the request of the holder/empowered person, and includes the following mandatory minimum elements: the name and surname of the holder, as
they appear in the academic register; period of studies, number of credits, profile/field, study program/specialization and form of education completed; series, number, and date of issuance of the diploma; number and date of issuance of university documents provided in art. 3 letters a) and b); number and date of the document based on which admission to studies was granted - ministerial order/acceptance letter/schooling approval/certificate/attestation (only for foreign citizens); position, name, surname, and signature of the institution's staff in office at the date of completing (rector, chief university secretary, dean, chief faculty secretary) and the institution's seal.
The academic transcript is completed only at the request of the holder/empowered person, based on the approval of the university Rector.
The academic transcript follows the structure of the supplement as a reference model and includes the following mandatory minimum elements: profile or field of studies,
specialization or study program, form of education, language of instruction, geographical location of study, notes regarding schooling (interruption of studies, extension of schooling, academic mobilities, the number of the document that granted access to studies for foreign citizens, etc.), position, name, surname, and signature of the university staff in office at the date of completion - rector, chief university secretary, dean, chief faculty secretary and the institution's seal.
Administrative complaint submission procedure in case of negative response*
This procedure regulates the method of submitting the administrative complaint online following the fact that, in response to the request for access to public interest information addressed to the “Carol I” National Defence University, according to the provisions of Law 544/2001 regarding free access to public interest information, a negative response was received.
Clarifications (L.544/2001):
Art. 32 – In the event that a person considers that their right to access public interest information has been violated, they may address an administrative complaint to the head of the authority or public institution to whom the information was requested.
