Home care*
The service was established for elderly persons at various levels of dependency due to the loss of personal autonomy, providing them with a set of care services aimed at preventing or limiting functional autonomy, maintaining and improving their health, and ensuring a decent and dignified life.
*Child growth incentive*
They benefit from child care leave, as well as a monthly allowance amounting to 85% of the average income earned in the last 12 months of the previous 2 years before the child's birth date, persons who have earned professional income subject to income tax according to the provisions of the Fiscal Code or if they were in one of the situations considered assimilated to the contribution period, by law. The allowance is granted until the child reaches the age of 2 years, respectively 3 years in the case of a child with a disability.
People with disabilities*
Law no. 448/2006 regulates the rights and obligations of persons with disabilities granted for their integration and social inclusion. In the field of protection of persons with disabilities, the Directorate ensures the respect of their rights by providing and supporting access to social services and benefits, legal and psychological counseling, according to the needs of persons with disabilities.
Help for home heating*
Measure which aims for financial support, borne from the state budget and/or, as appropriate, from local budgets, intended for vulnerable consumers, which aims to cover all or, as appropriate, a part of the expenses for home heating. The aid is granted for vulnerable consumers of centralized thermal energy, electricity, natural gas, solid and/or petroleum fuels.
*Educational incentive granted in the form of social vouchers*
For the purpose of stimulating participation in preschool education of children from disadvantaged families and increasing access to education, by Law no. 248/2015, updated, the educational incentive in the form of social vouchers with a nominal value of 120 lei was established. The incentives are granted to each child from disadvantaged families, provided that the criteria according to GD no. 15/2016, updated, are cumulatively met.
Social housing*
Families or persons with an average net monthly income per person, earned in the last 12 months, below the average net monthly salary for the entire economy, as communicated by the National Institute of Statistics in the most recent Statistical Bulletin prior to the month in which the request is analyzed, as well as prior to the month in which the housing is allocated, have access to social housing for rent.
Social housing is allocated by the local public administration authorities that manage it, based on the criteria established annually by them, and may benefit, in the order of priority established by law, the following categories of people:
- persons and families who have been evicted or are about to be evicted from dwellings retroceded to former owners,
- young people up to 35 years old,
- young people coming from social protection institutions who have reached the age of 18,
- grade I and II invalids,
- persons with disabilities,
- pensioners,
- war veterans and widows,
- beneficiaries of the provisions of the Law of Gratitude for the hero-martyrs and fighters who contributed to the victory of the Romanian Revolution of December 1989, as well as for those who sacrificed their lives or suffered as a result of the anticommunist workers' revolt in Brașov in November 1987 no. 341/2004, with subsequent amendments and additions, and of the provisions of Decree-Law no. 118/1990 regarding granting certain rights to persons persecuted for political reasons by the dictatorship established starting March 6, 1945, as well as to those deported abroad or made prisoners, republished, with subsequent amendments and additions,
- other entitled persons or families.
Persons or families who are in any of the following situations cannot benefit from housing:
- do not have a permanent residence in the municipality of Orsova,
- do not own, have not owned, or have not alienated a privately owned home after 01.01.1990,
- have not benefited from state support in loans and execution for building a home;
- do not have, as a tenant, another dwelling from the residential fund of the municipality of Orsova;
- have not been evicted as a result of termination of the lease contract concluded with the Municipality of Orsova, through their own fault
- have sublet the dwelling without the consent of the owner/administrator.
State allowance*
It is granted based on Law no. 61/1993, updated, regarding the state allowance for children and constitutes a form of state protection granted to all children up to the age of 18, Romanian citizens, without discrimination, as well as to young people who have reached the age of 18, who are attending high school or vocational education, organized according to the law, until their completion.
Social assistance canteen*
The social assistance canteen is a service that provides free social services to individuals or families in special economic-social or medical situations, with the purpose of meeting social needs, as well as individual or group special needs, in order to overcome difficult situations, prevent and combat the risk of social exclusion, promote social inclusion, and improve the quality of life.
*Minimum inclusion income*
VMI represents a unique social assistance program, created to help vulnerable individuals and families overcome the financial obstacles they face and improve their lives.
VMI is a benefit provided by Law no. 196/2016 regarding the minimum inclusion income and has two components:
1. SUPPORT FOR INCLUSION
- Its purpose is to prevent and combat poverty and the risk of social exclusion and replaces the social assistance previously granted to ensure the guaranteed minimum income.
2. SUPPORT FOR FAMILIES WITH CHILDREN
- It is granted to families with children in their care up to the age of 18 and aims to prevent poverty and encourage children's participation in education, replacing the family support allowance.
Depending on the income level available to the family or single person, as well as other criteria such as family composition, elderly status, or participation in education, one or both financial aids that make up VMI are granted.
VMI requires a single application, regardless of the number and category of financial aids that a family/single person can benefit from. VMI is granted in a single monthly payment, regardless of whether it is for one or more components of VMI.
Also, VMI is not limited to granting a sum of money. This assistance includes an integrated package of support measures in key areas such as: employment, social services, education, health, and housing, all contributing to reducing the risk of poverty and social exclusion.
Social vouchers on electronic support for food and hot meals*
Considering Government Emergency Ordinance 72/2022 for the amendment and completion of Government Emergency Ordinance 63/2022 regarding some temporary measures for granting material support to categories of people at risk of material deprivation and/or extreme poverty, partially supported from non-reimbursable external funds, as well as some measures for their distribution.
Beneficiaries:
-families with at least 2 children in care whose monthly income per family member is less than or equal to 600 lei;
-single-parent families whose monthly income per family member is less than or equal to 600 lei;
-homeless people, as regulated according to the legal provisions in force.
Documents must be submitted by the 25th of each month.
